The tie Weaving of Sikka is a cultural heritage that currently it’s preservation is not really famous among woman in Sikka Regency, East Nusa Tenggara. This research aims to determine the performance of the apparatus Department of Trade Cooperatives and Small and Medium Enterprises (SMEs) in elevate people awareness to preserve the tie weaving of Sikka, also to know the inhibiting factors and efforts already made by the department. The method used is descriptive research method with inductive approach. Data collection techniques used were observation, interviews and documentation The results shows that in the field is the preservation already running, but there are still some inhibiting factors. Besides the efforts of the government, the weavers must have an active participation in this preservation process so as to achieve the purpose of the process is to be achieved.
Public service is the implementation of government tasks directly to meet the needs and interests of the community. But what is happening today is the emergence of the phenomenon of government in carrying out public service activities that are often interpreted in different connotations by the public. Therefore, it is considered necessary to improve the quality of public services in accordance needs of the community. This is certainly strongly influenced by good leadership for the improvement of the implementation of public services as an urgent need for the improvement of public services to the community. The purpose of this study is to find out the interconnectedness of local leadership relationships in the implementation of public services so that there is an improvement in the quality of public services. This research uses quantitative methods with a descriptive approach with data collection techniques in this study consisting of observation, questionnaire, and literature studies (library research). Determination of research samples through multistage random sampling methods and formulating them into the Slovin formula. The results showed the amount of quality of public services. The field of cleanliness handling cleanliness is 4050 or 67.50% with a fairly good predicate.
Garbage as a elementary problem of human life in forward territory, raises the handling urgency through providing performance of public service in hygine which is the success depends on leadership of a leader. This research uses quantitative methods with descriptive approach. Determination of research sample through multistages random sampling method and formulating them into Slovin formula. Research results show that the measurement of service quality in hygiene in the Jatinangor District Sumedang Regency is 65.30% or 3918 with good predicate. Measurement of Head of Subdistrict’s leadership in Jatinangor Subdistrict Sumedang Regency is 65.30% or 3918 with good predicate. As well as there is assosiation of Head of Subdistrict’s leadership towards service quality of hygiene in managing waste at the Jatinangor District with τ = np-nn/C(n,2) = 0.56.
The implementation of the regional government is the implementation of all the main tasks and functions of the regional government. In carrying out the main tasks and functions of the regional government, supervision is needed. Supervision is carried out so that the administration of government functions is in accordance with what has been planned and runs according to the established path. This supervision needs to be done by competent people in their field in accordance with the ones being supervised so that the administration of regional government runs as expected. The theory or concept used in this study is a theory according to Robbins regarding the development of apparatus resources which are limited by education and training and also according to Makmur about internal supervision. Internal supervision is seen from repressive supervision and preventive supervision The research results of the authors in the field are that the state civil apparatus in the Manggarai Regency Inspectorate is still very poor in terms of the quantity and quality of the apparatus. The resources of the apparatus at the Inspectorate are still very much needed to be developed so that the implementation of the function of overseeing the implementation of regional government in the Manggarai Regency can be carried out properly and in accordance with what is expected. Even so, the implementation of supervision has been carried out maximally and has good results. This good supervision can be seen from the predicate obtained by Manggarai Regency, namely reasonable exceptions (WDP). This predicate is very good because if you look at the comparison between the apparatus resources the Inspectorate and the objects examined are very striking inequality. The development of Information and ommunication Technology (IT) competencies is an important thing that the Civil Servant (ASN) needs to be able to carry out their duties in the digital era. One of the implementations of digitalization in government organizations is e-government. One of the regional apparatus that is close toimplementing e-government is the Department of Communication, Informatics and Statistic, Bandung Regency. As a leading sector in the field of technology in Bandung Regency, it is necessary for ASN who have competence in the field of ICT. But in fact, the number of employees who have competence in the field of ICT is still minimal so that it makes the authors interested in conducting this research. The purpose of this study was to determine the implementation of ICT competency development for ASN at the Department of Communication, Informatics and Statistic, Bandung Regency throught Hasibuan’s (2007) theory study which consist of 2 dimensions, namely formal development and informal development. This study use a qualitative descriptive method with an inductive approach. Based on the results of the research, it is known that the implementation of formal competency development is carried out throught education and training in collaboration with third parties and requires a budget so that it cannot be implementation evenly. Meanwhile, informal competency development is carried out by means of independent training so that it cannot obtain maximum results compared to throught education and training. Efforts are being made to improve the competence of ASN in the ICT sector by prioritizing the training budget, as well as motivating unskilled employees to improve their competence by learning from more skilled colleagues so as to create a work team that can work together to support organizational performance.
