Introduction. The relevance of the study is determined by the gradual expansion of educational cooperation between Kazakhstan and China and the need to identify the competitive advantages of the educational system of China over Kazakhstan’s system of higher education. The purpose of the article is to identify factors stimulating dynamic growth of educational migration from Kazakhstan to China, as a relatively recent phenomenon, and to evaluate its possible consequences. Materials and Methods. In order to identify main trends and the way of development of Kazakhstan-China educational relations, we used empirical methods; namely: qualitative research method, description, expert interviews, content analysis, and synthesis. A survey of Kazakhstani students studying in China was conducted. The students of the Department of Chinese Studies of Al-Farabi Kazakh National University were interviewed, as well as those who participated in the joint training program with the Lanzhou University. Kazakhstani students from Beijing University of Language and Cu lture also participated in the survey. Results. The main reasons for the dynamic growth of educational migration from Kazakhstan to China are high quality of education in China, access to education in Chinese universities, comfortable learning and living conditions for Kazakhs, etc. By analysing the statistical data of the Chinese Ministry of Education, timing of the dynamics of Kazakhstani students’ flows to China was presented. The legislative and governmental measures of the two countries aiming to create a basis for educational cooperation were also analysed. An attempt to predict the future activities of Kazakhstan students as the “soft power” of China in Kazakhstan was made. Discussion and Conclusion. This problem can be further investigated in the study of factors affecting the increase in the academic mobility of Kazakhstani students, which should contribute to the expansion of cooperation between Kazakhstan and China in the field of education. The results of this study may be useful to scientists and lecturers engaged in research on various aspects of the educational migration of Kazakhstan to China.
Due to the ongoing global and regional economic, political and social processes, educational systems of several Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan), once being parts of a unified educational system, have been drifting away from each other, transforming in their unique ways, under the pressure of their local circumstances. The article discusses the evolution and the current state of higher education institutions (HEI) in Central Asian countries, concentrating on such topics as the accessibility of tertiary education, its funding, digitalization, global mobility, and accreditation processes. The systems are analyzed and compared within the given categories. The purpose of this article is to characterize some trends in the development of higher education systems in these countries, which are characteristic of the current period of their political and social development.
The purpose of the study is to determine the status of the Kypchak language in the political, social and intellectual history of Egypt during the period of Mamluks’ rule.To clarify the situation, we have made an overview of the few primary and secondary sources that deal with the functioning of the Turks’ language and the analysis of its role and place in the Egyptian medieval society from the historical, religious and cultural positions. Metaphorically, the Kypchak language was the barrier language separating the social group of former slaves from the local population of Egypt and providing the right to a special position, up to the possibility of occupying the highest office of power. It also helped not to dissolve in a much larger society of Egyptians and to maintain the identity, the main component of which it was. However, the dominance of the military caste of the Mamluks did not engender language conflicts in medieval Egypt. Despite the cultural differences between the social groups - the Turkic military elite and the bulk of the Egyptian population, the devaluation of local dialects and languages has not occurred. Moreover, the Mamluk rulers have even strengthened the status of the Classical Arabic by their strong support of the material and spiritual Islamic culture and infrastructure. However, the Kypchak language did not lose its positions remaining the language of communication not only of the Turks but also of the Türkicized Caucasian and Mongolian ethnic groups.We believe that the study of the language of the medieval Turkic world can be more productive if we include an interdisciplinary approach to the methodology of its study and not only Eastern but European sources as well.
The article is an extended review and analysis of the main trends in the field of processes of academic publications, the latest phenomena and initiatives that have appeared in the field of science and publishing abroad and are of significant interest also for Kazakhstani scientists. The initiatives of European scientific foundations and organizations have a great positive charge and are aimed at solving a number of extremely urgent and humane tasks to open up access to scientific knowledge to a wide range of scientists, entrepreneurs, practitioners and other people. Science should not be elitist, closed, and the results of scientific research carried out on the money of taxpayers cannot be sold to them for the reason that they were published in hard-to-reach rating journals. However, not everyone and not everywhere is ready to accept these changes positively. There are a number of reasons for this. The author also considers other problems related to the review system, financing, selection criteria, as well as the problems of academic journals in Kazakhstan, which seek to raise their status to the international level.
