This article will review the policy aimed at creating a favorable investment climate for housing development in the region in order to meet the housing needs of its citizens. The mechanism of credit state support housing through the use of "property" of lending, which gives a real boost to housing affordability without a mortgage, housing and storage and other financial mechanisms.
The study is devoted to the analysis of the innovative potential of enterprises in the construction industry. The creation of an effective cluster increases the country’s innovative potential, as well as the economic indicators of production activity of the construction industry enterprises. The investment and construction cluster will help to create the competitive advantages that the construction industry enterprises involved into it have. The study considers stages and principles of the investment and construction cluster formation. We propose an algorithm for assessing the innovative potential of the investment and construction cluster based on the results of a SWOT analysis. The study assesses the innovative potential of the investment and construction cluster. Based on multiple correlation and regression analysis, we developed an equation for the dependence of the gross regional product on the system of indicators characterizing the innovation activity of the investment and construction cluster.
The aim of the study is the modeling of innovation in the investment-construction industry in the context of a change in technological paradigms. Here are the suggested models of innovative development of groups of countries, which are classified by indicators of innovation progress: innovation leaders, innovative followers, moderate innovators and catching up countries. The studies have been carried out using the least squares method. The paper provides a quantitative as-sessment of the level of meaningful economic development of the investment-construction complex. Only by identifying the relationship between the volume of commissioning and the used production inputs one can identify the nature of eco-nomic development. Models of innovative development of construction produc-tion based on increasing the level of total resource productivity have been devel-oped. A model for investment demand prognosis has been developed and tested. The model allows to determine the need for investments in the framework of me-dium-term and long-term prognosis.
Measures have been developed to increase the level of innovative activity of en-terprises in the investment-construction complex.
Abstract.One of the difficult tasks for grееn developers in case of object certification is effective selection of the most suitable system from existing "green" standards. The goal of the work is to identify the most appropriate environmental certification system for our region. To solve this problem and choose the most optimal system, popular "green" standards were reviewed. For the detailed analysis of systems from the inside, an attempt to pre-certify the chosen object, a multi-apartment 16-storey residential building, was made. According to our work, the most suitable international system for category of buildings under study is the DGNB standard due to its adaptability and flexibility. Existing Russian standards, although created in Russia, basically trace over BREEAM and LEED and have a number of imperfections. Recommendation is given that the Russian "green" standard should not be just the adaptation of any foreign system. A number of criteria need to be worked out in more detailed way.
