Research and development (R & D) is a very important government support affair in giving and providing references for policy makers. The important role of R & D needs to be accommodated in optimal institutions so that the implementation of duties and R & D functions can run smoothly. This article tries to identify the institutions that handle R & D affairs at provincial and regency / city level in the Province of Banten. Using a descriptive-qualitative approach, this study found that R & D affairs in the province of Banten have not been assigned in independent institutions, but attached to Bappeda institutional with the structural level of Field (echelon III). Also, there is a mismatch between the main tasks of the Field that manages R & D affairs and the main task as mandated in Domestic Ministerial Regulation Number 5 Year 2017. ABSTRAK Penelitian ini bertujuan untuk menganalisis efektifitas kegiatan pemberdayaan ekonomi masyarakat pesisir yang telah dilakukan oleh pemerintah provinsi Banten, sehingga dapat mengetahui model pemberdayaan ekonomi paling efektif bagi masyarakat pesisir di Provinsi Banten. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif, dengan lokasi penelitian di Desa Lontar Kecamatan Tirtayasa, Kabupaten Serang dan Desa Citeurep, Kecamatan Panimbang, Kabupaten Pandeglang. Penentuan informan dilakukan secara purposive sampling. Data primer penelitian ini diperoleh dari wawancara mendalam dan observasi. Data sekunder diperoleh dari studi literatur dan dokumentasi. Hasil penelitian ini menunjukkan bahwa terdapat perbedaan karakteristik nelayan antara desa Lontar dan Citeurep. Ada perbedaan jenis pemberdayaan di kedua desa. Ada perbedaan komoditas pada kedua kelompok nelayan. Di Desa Lontar, jenis komoditas yang dihasilkan lebih bervariasi, perikanan tangkap, bandeng dan budidaya rumput laut dan usahatani rumput laut. Sedangkan di Desa Citeurep komoditi hanya menangkap ikan. Dalam perspektif kelompok, nelayan di Desa Lontar lebih terorganisir daripada nelayan di Desa Citeurep. Model pemberdayaan relatif yang dapat diterapkan pada dua kelompok nelayan tersebut adalah dengan Model Pendekatan Kelompok Berbasis Regional dengan mempertimbangkan karakteristik masyarakat yang ada di daerahnya masing-masing. Pola pemberdayaan yang paling tepat adalah pola pemberdayaan yang melibatkan seluruh pemangku kepentingan yang menggunakan skema kemitraan seperti: peran pemerintah daerah, perguruan tinggi, DPRD, dan swasta / perusahaan. Kata kunci: pemberdayaan pesisir, kesejahteraan, kelompok nelayan ABSTRACT This study aims to analyze the effectiveness of economic empowerment activities of coastal communities that have been done by the government of Banten province, thus to find out the most effective model of economic empowerment for coastal communities in the province of Banten. Metode used in this study is qualitative descriptive, with research sites in the village of Lontar sub District Tirtayasa, Serang Region and Citeurep Village, Panimbang sub District, Pandeglang Region. Informant's determination is done by purposive sampling. Primary data of this research is getting from indepth interview and observation. Secondary data getting from by literature study and documentation. The results of this study indicate that there are differences in the characteristics of fishermen between Lontar and Citeurep villages. There are differences in type of empowerment in both villages. There is a difference of commodities in both groups of fishermen. In Lontar Village, the types of commodities produced are more varied, capture fishery, milkfish and Sea Weed cultivation and seaweed farming. While in Citeurep Village the commodity is capture fish only. In group perspective, fishermen in Lontar Village are more organized than the fishermen in Citeurep Village. The relative empowerment model that can be applied to the two groups of fishermen is with the Regional-Based Group Approach Model taking into account the characteristics of the community that exist in their respective regions. ABSTRAKSI Nelayan menjadi salah satu konsen pemerintah untuk bisa diberdayakan agar menjadi lebih sejahtera, upaya itu seiring diberlakukannya Undang-Undang Nomor 7 tahun 2016 tentang Perlindungan dan Pemberdayaan Nelayan, Pembudi Daya Ikan, dan Petambak Garam. Namun, kesejahteraan nelayan hingga saat ini belum sepenuhnya berdaya secara ekonomi. Dengan demikian penelitian ini difokuskan untuk mengetahui efektivitas dan faktor-faktor penghambat dalam pelaksanaan kebijakan pemberdayaan ekonomi masyarakat nelayan di Kelurahan Banten Kota Serang. Metode dalam penelitian digunakan metode campuran (mixed methods) antara metode kualitatif dan kuantitatif. Berdasarkan strategi embedded konkuren, maka metode kualitatif dipilih sebagai metode primer yang bersifat dominan, sedangkan metode kuantitatif sebagai metode sekunder yang bersifat kurang dominan. Pengumpulan data kualitatif dilakukan dengan observasi, wawancara kepada 10 informan, dan studi literatur. Sedangkan data kuantitatif dilakukan dengan cara menyebarkan angket kepada kelompok nelayan dengan jumlah 40 responden nelayan. Analisis data dalam penelitian ini dilakukan dengan menggunakan analisis data kualitatif, sedangkan data kuantitatif berupa statistik deskriptif yang mendukung analisis penelitian. Hasil penelitian menunjukan bahwa efektivitas kebijakan pemberdayaan ekonomi masyarakat nelayan di Kelurahan Banten, belum terlaksana efektif. Hal ini berdasarkan indikator pencapaian tujuan kebijakan, dan aspek kurun waktu pencapaiannya kurang jelas penentuannya. Dalam tahapan sosialisasi program kepada nelayan masih kurang dipahami oleh nelayan, sasaran program yang merupakan target kongkrit belum sepenuhnya merata di mana masih banyak nelayan yang belum mendapatkan program pemberdayaan. Adapun faktor penghmbatnya seperti adanya kebijakan refocusing anggaran di masa pandemi Covid-19, belum adanya lembaga pemberian modal khusus nelayan, tidak ada kepastian waktu dalam proses pelaksnaan program seperti pengajuan proposal dan banyaknya nelayan yang terikat utang dengan tengkulak. Kata Kunci: Efektivitas Kebijakan, Pemberdayaan Ekonomi, Masyarakat Nelayan ABSTRACTFishermen are one of the government's concerns to be empowered to become more prosperous, this effort is in line with the enactment of Law Number 7 of 2016 concerning the Protection and Empowerment of Fishermen, Fish Cultivators and Salt Farmers. However, the welfare of fishermen until now has not been fully empowered economically. Thus, this research is focused on knowing the effectiveness and inhibiting factors in the implementation of economic empowerment policies for fishing communities in Banten Village, Serang City. The method in this study used mixed methods between qualitative and quantitative methods. Based on the concurrent embedded strategy, the qualitative method is chosen as the primary method which is dominant, while the quantitative method is the secondary method which is less dominant. Qualitative data was collected by means of observation, interviews with 10 informants, and literature study. While quantitative data is done by distributing questionnaires to groups of fishermen with a total of 40 fishermen respondents. Data analysis in this study was conducted using qualitative data analysis, while quantitative data in the form of descriptive statistics that support research analysis. The results of the study indicate that the effectiveness of the economic empowerment policy of fishing communities in Banten Village has not been implemented effectively. This is based on indicators of achievement of policy objectives, and the aspect of the period of achievement is not clearly defined. In the stage of socialization of the program to fishermen, fishermen are still poorly understood, the program targets which are concrete targets are not fully evenly distributed where there are still many fishermen who have not received empowerment programs. As for the inhibiting factors, such as the policy of refocusing the budget during the Covid-19 pandemic, the absence of an institution for providing capital specifically for fishermen, there is no certainty of time in the program implementation process such as submitting proposals and the number of fishermen who are in debt with middlemen. The role of local government is needed in improving services and awareness to increase the fulfillment of birth certificates. As of March 2019, the coverage of birth certificate ownership in Banten province only reached 78.24%, which is below the national average of 88.66%. This study aims to find out the problem of the low coverage of birth certificate ownership in the Banten Province, specifically in the City of Serang and Serang District. This research uses quantitative and qualitative methods, conducted from April to June 2019. The results showed the factors causing the low ownership of birth certificates in Serang City were the lack of public awareness in urban areas to have a birth certificate and the non-optimal presence of SMARTDUKCAPIL as an online-based population administration service application. Whereas in Serang District, the distance of the sub-district to the district capital and lack of presence of the Disdukcapil UPT in each district were the main factors. The strategy that can be implemented are developing human resources, optimizing and developing facilities and infrastructure, increasing cooperation networks, and increasing public awareness ABSTRAK Peran Pemerintah Daerah sangat dibutuhkan dalam peningkatan pelayanan dan peningkatan kesadaran keluarga untuk peningkatan pemenuhan cakupan kepemilikan akta kelahiran. Gambaran masih rendahnya cakupan kepemilikan akta kelahiran terjadi di wilayah provinsi Banten. Sampai dengan bulan Maret 2019, cakupan kepemilikan Akta Kelahiran di wilayah Provinsi Banten baru mencapai 78,24% jauh di bawah rata-rata nasional yang mencapai 88,66%. Penelitian ini bersifat deskriptif dengan pendekatan kuantitatif dan kualitatif (mix methode), dilaksanakan pada bulan April sampai dengan Juni 2019. Pengumpulan data dan informasi dilakukan melalui wawancara mendalam (indepth-interview) dengan informan yang berasal dari Pemerintah Provinsi Banten serta Pemerintah Kabupaten Serang dan Kota Serang. Selain itu dilakukan studi literatur dan telaahan dokumen yang relevan dengan permasalahan penelitian. Hasil penelitian menunjukan sampai dengan bulan mei 2019 cakupan kepemilikan akta kelahiran usia 0 – 18 tahun di wilayah Kabupaten Serang baru mencapai 69,88%. Kecamatan Cinangka dan Tanara merupakan daerah di Kabupaten Serang yang cakupan kepemilikan akta kelahiran usia 0 – 18 tahun paling kecil. Sampai dengan bulan mei 2019, cakupan kepemilikan akta kelahiran di wilayah ini baru mencapai 54,01% dan 55,69%. Cakupan akta kelahiran penduduk usia 0- 18 di wilayah Kota Serang baru mencapai 80,44%. Kecamatan Serang merupakan wilayah dengan cakupan kepemilikan akta kelahiran usia 0 – 18 paling kecil diantara wilayah lainnya (hanya 76,56%). Jarak bukan merupakan faktor penghambat kepemilikan akta kelahiran di Kota Serang. Hasil analisis regresi korelasi memperlihatkan kecenderungan semakin jauh jarak kecamatan dari pusat kota semakin tinggi cakupan kepemilikan akta kelahirannya. Kondisi ini berbanding terbalik dengan Kabupaten Serang yang menunjukan bahwa jarak kecamatan dengan ibu kota Kabupaten mempengaruhi cakupan kepemilikan akta kelahiran.
