Research and development (R & D) is a very important government support affair in giving and providing references for policy makers. The important role of R & D needs to be accommodated in optimal institutions so that the implementation of duties and R & D functions can run smoothly. This article tries to identify the institutions that handle R & D affairs at provincial and regency / city level in the Province of Banten. Using a descriptive-qualitative approach, this study found that R & D affairs in the province of Banten have not been assigned in independent institutions, but attached to Bappeda institutional with the structural level of Field (echelon III). Also, there is a mismatch between the main tasks of the Field that manages R & D affairs and the main task as mandated in Domestic Ministerial Regulation Number 5 Year 2017. The role of local government is needed in improving services and awareness to increase the fulfillment of birth certificates. As of March 2019, the coverage of birth certificate ownership in Banten province only reached 78.24%, which is below the national average of 88.66%. This study aims to find out the problem of the low coverage of birth certificate ownership in the Banten Province, specifically in the City of Serang and Serang District. This research uses quantitative and qualitative methods, conducted from April to June 2019. The results showed the factors causing the low ownership of birth certificates in Serang City were the lack of public awareness in urban areas to have a birth certificate and the non-optimal presence of SMARTDUKCAPIL as an online-based population administration service application. Whereas in Serang District, the distance of the sub-district to the district capital and lack of presence of the Disdukcapil UPT in each district were the main factors. The strategy that can be implemented are developing human resources, optimizing and developing facilities and infrastructure, increasing cooperation networks, and increasing public awareness ABSTRAK Peran Pemerintah Daerah sangat dibutuhkan dalam peningkatan pelayanan dan peningkatan kesadaran keluarga untuk peningkatan pemenuhan cakupan kepemilikan akta kelahiran. Sampai dengan bulan Maret 2019, cakupan kepemilikan Akta Kelahiran di wilayah Provinsi Banten baru mencapai 78,24% jauh di bawah rata-rata nasional yang mencapai 88,66%. Penelitian ini bersifat deskriptif dengan pendekatan kuantitatif dan kualitatif (mix methode), dilaksanakan pada bulan April sampai dengan Juni 2019. Pengumpulan data dan informasi dilakukan melalui wawancara mendalam (indepth-interview) dengan informan yang berasal dari Pemerintah Provinsi Banten serta Pemerintah Kabupaten Serang dan Kota Serang. Selain itu dilakukan studi literatur dan telaahan dokumen yang relevan dengan permasalahan penelitian. Hasil penelitian menunjukan sampai dengan bulan mei 2019 cakupan kepemilikan akta kelahiran usia 0 – 18 tahun di wilayah Kabupaten Serang baru mencapai 69,88%. Kecamatan Cinangka dan Tanara merupakan daerah di Kabupaten Serang yang cakupan kepemilikan akta kelahiran usia 0 – 18 tahun paling kecil. Sampai dengan bulan mei 2019, cakupan kepemilikan akta kelahiran di wilayah ini baru mencapai 54,01% dan 55,69%. Cakupan akta kelahiran penduduk usia 0- 18 di wilayah Kota Serang baru mencapai 80,44%. Kecamatan Serang merupakan wilayah dengan cakupan kepemilikan akta kelahiran usia 0 – 18 paling kecil diantara wilayah lainnya (hanya 76,56%). Jarak bukan merupakan faktor penghambat kepemilikan akta kelahiran di Kota Serang. Hasil analisis regresi korelasi memperlihatkan kecenderungan semakin jauh jarak kecamatan dari pusat kota semakin tinggi cakupan kepemilikan akta kelahirannya. Kondisi ini berbanding terbalik dengan Kabupaten Serang yang menunjukan bahwa jarak kecamatan dengan ibu kota Kabupaten mempengaruhi cakupan kepemilikan akta kelahiran.
This study aims to see at the problems of the implementation of authority on population affairs and civil registration in regional governance in Banten Province. The study was conducted in March to April 2019. The method used in this study is descriptive research with a qualitative approach based on primary data obtained by interviews and secondary data in the form of documents that have relevance to the research objectives. The results of the study show that based on Law 23/2014, the implementation of the affairs of Population Administration and Civil Registration in large part is still the authority of the central government. The authority of the district / city government is limited to population registration services, civil registration services, population data collection, utilization and presentation of district / city population databases. Meanwhile, the provincial government has only the authority to make a population profile in level province. The lack of authority and responsibility for carrying out the affairs of Population Administration and Civil Registration at the provincial government level made the reason for the Banten provincial government to unite the affairs of Population Administration and Civil Registration with two other affairs namely government affairs in the field of women and child protection and the field of population control and family planning (DP3AKKB). This condition has implications for the not yet optimal implementation of the duties and responsibilities of the provincial government in handling population administration as contained in Law 24/2013 concerning Population Administration and Decree of the Minister of Home Affairs Number 100-1077 Dukcapil in 2017. DP3AKKB Institutional Strengthening is needed through fulfilling the need for human resources who have competence in the area of population administration, especially expert in Population Administrator Database (ADB), Banten Provincial Budgeting alignments and optimizing budget submissions sourced from the APBN.
Penelitian ini bertujuan melakukan optimalisasi keberadaan Pelabuhan Perikanan Labuan agar dapat menjadi pengungkit perekonomian daerah. Penelitian dilakukan pada bulan September sampai dengan November 2021 dengan pendekatan kualitatif dan kuantitatif (mix method). Pengumpulan data primer yang terkait dengan persepsi setiap pemangku kepentingan (stakeholder) dilakukan melalui wawancara dan diskusi kelompok terpumpun (focus group discussion), sedangkan analisis data menggunakan MACTOR (matrix of alliance, conflicts, tactics, objectives and recommendations). Hasil penelitian menunjukkan bahwa terdapat sebelas pemangku kepentingan yang berperan dalam pengembangan Pelabuhan Perikanan Labuan dengan empat pemangku kepentingan di antaranya, yakni UPTD PPP, nelayan, pengelola TPI, dan kelompok pengolah hasil perikanan, memiliki tingkat ketergantungan serta tingkat pengaruh yang kuat terhadap keberhasilan pengembangan Pelabuhan Perikanan Labuan. Seluruh pemangku kepentingan bersepakat bahwa tujuan pengembangan pelabuhan perikanan diarahkan pada peningkatan peran UPTD PPP dalam pencapaian tujuan pembangunan, keamanan dan keselamatan pelayaran, peningkatan ekonomi masyarakat, peningkatan pendapatan desa, dan fasilitasi bagi nelayan. Keberadaan pedagang kaki lima di wilayah pelabuhan akan menimbulkan permasalahan jika tidak dikelola dengan baik. Rekomendasi yang diberikan adalah perlunya optimalisasi peran seluruh pemangku kepentingan yang terkait dengan pengembangan Pelabuhan Perikanan Labuan, sinkronisasi program kerja dari seluruh pemangku kepentingan untuk mengembangkan pelabuhan perikanan di Labuan agar tujuan pengembangannya tercapai dan memberikan manfaat bagi masyarakat, serta perlunya pelibatan institusi desa melalui pengadaan lahan bagi pedagang kaki lima agar keberadaannya tidak mengganggu fungsi pelabuhan. Title: Stakeholders Analysis for the Development of Labuan Fishery Port to Improve Economy of the Community This study aims to optimize the existence of the Labuan Fishing Port so that can be leveraged for the regional economy. This research was conducted from September to November 2021 with a qualitative and quantitative method approach (mix method). Primary data collection related to the perception of each stakeholder is carried out through interviews and focus group discussions while data analysis used MAXTOR (matrix of alliance, conflicts, tactics, objectives and recommendations) to see the role of stakeholders in achieving outcomes directly or indirectly. The results showed that there were eleven stakeholders who played a role in the development of the Labuan Fishery Port and four of theme, namely UPTD PPP, fishermen, TPI managers and fishery product processing groups, had a high level of dependence and a strong level of influence on the success of fishing port development. All stakeholders agree that the purpose of developing fishing ports is directed at increasing the role of UPTD PPP in achieving development goals, shipping security and safety, improvement of the community’s economy, increase in village income and fisherman facilitation. The existence of street vendors in the port area will cause problems if not managed properly. The recommendations given are the need to optimize the role of all relevant stakeholders in the development of the Labuan Fishing Port, to synchronize the work programs of all stakeholders to develop a fishing port in Labuan so that its development goals are achieved and provide benefits to the community and the need to involve village institutions through land acquisition for street vendors in the port area.
