<p>Bangsa Indonesia saat ini sedang menghadapi dua fenomena dalam pergerakan global, <em>pertama</em> adanya bonus demografi di mana jumlah penduduk usia produktif termasuk anak-anak muda sangat besar, <em>kedua </em>masuk kedalam era revolusi industri di mana berbagai sektor kehidupan mengalami digitalisasi. Era ini dikenal dengan revolusi industri 4.0. Dalamm upaya kelangsungan kehidupan bermasyarakat, berbangsa dan bernegara maka kita harus menyiapkan generasi siap mengambil estafet kepemimpinan. Permasalahannya bagaimanakah membentuk pemimpin muda berkarakter untuk membangun kehidupan masyarakat bahagia dan sejahtera. Tujuan penulisan makalah ini adalah untuk menyiapkan pemimpin muda untuk tetap mempunyai kepribadian dan berkarakter Indonesia. Generasi muda yang berkarakter dan sudah selesai dengan dirinya sendiri maka akan mudah untuk di ajak membangun kehidupan yang lebih luas yaitu masyarakat bahagia dan sejahtera. Information technology has a very important role, both now and in the future. In reality, although there are a number of laws and regulations that prohibit hate speech in public spaces, there are still few people who realize that this act is a violation of the law, not only the perpetrators but also the victims and even the officers. This journal aims to find out the implementation of Law No.19 of 2016 concerning Information and Electronic Transactions in the development of criminal crimes that occur in Indonesia, especially in cybercrimes. The author intends to directly describe social phenomena based on indicators whether or not the phenomenon under study regarding the implementation of the Law on Information and Electronic Transactions and Pancasila regarding law enforcement related to cybercime in Indonesia is currently happening. Therefore, it is the joint responsibility of the government, law enforcement officers/Polri and TNI as well as all elements of society to combat the turmoil of cyber crime, SARA, etc., based on relevant legal materials, namely primary legal materials, secondary legal materials and tertiary legal materials. The basis for law enforcement that can answer the demands of society must be responsive law, otherwise the law will lose its spirit. Morals and justice are the spirit of the law. Legal reform must look back at the solidity of morality that lives, grows and develops in society. Against this note, the author views that the choice of revision of the Law on Information Electronic and Transactions does not have to come from the DPR. The President as one of the law-forming institutions, based on the provisions of Article 5 paragraph (1) of the 1945 Constitution of the Republic of Indonesia is also authorized to propose revisions to the Law Information and Electronic Transactions which urgently needs to be carried out.
Building the character of millennials in the era of revolution 5.0 in filling independence is an obligation as a large-populated country such as the Unitary State of the Republic of Indonesia. In facing it, it is necessary to prepare a resilient and characterful generation facing the challenges in revolution 5.0, which is growing at this time, namely applying Pancasila values for the younger generation that can be implemented in the right momentum. In reality, some young people are now damaged by morals because of various things that affect them. Influences include the adverse effects of globalization, friends, increasingly sophisticated electronic media, drugs, liquor, and other harmful things. This research aims to direct the younger generation in building the nation. Research methods using literature studies are data collection techniques by conducting study studies of books, literature, and others. The results of this research confirm that the younger generation at the time of revolution 5.0 still needs direction and understanding in the life of the nation and state. The conclusion is that the younger generation, as the holder of the leadership relay, needs to be equipped with a national character with Pancasila spirit. So that the relay of the continuity of the nation to be maintained by the republic will be the unity and unity of the country and the realization of our national goals.
Indonesian history records that youth have a role in changing the lives of the State, especially in the changes that have resulted in the nation's progress. In the current era of globalization, the role of the younger generation, especially in implementing Pancasila in people's lives, has become increasingly receding, the character values of the nation have faded and even disappeared, and the morals of some of the nation's children have lost the spirit of the noble values of Pancasila. The younger generation is experiencing a socio-cultural crisis that is incarnate in the form of disintegration and dislocation. The behavioral tendencies and personalities of the younger generation are increasingly moving away from the values of Pancasila and losing one's identity as an individual rooted in the noble values of the nation's culture. Observing this tendency, building and awakening the country's character in a severe and urgent matter is necessary. This research uses sociological juridical research methods. The research object in this paper is related to building character or shaping the essence of the younger generation who are Pancasila, thus making the civilization of the Indonesian nation. Public awareness must be immediately mobilized and encouraged to re-recognize and practice the values of Pancasila in various aspects of social, political, economic, and cultural life.
