Kinerja Birokrasi di Indonesia mendapat tantangan besar manakala terjadi situasi pandemik wabah virus Covid-19. Sebagai ujung tombak dari sebuah kebijakan yang dikeluarkan pemerintah, birokrasi diharapkan dapat dijalankan secara efektif dan efisien. Apalagi dalam situasi krisis yang dihadapi, dampak yang dihasilkan harus segera dirasakan oleh masyarakat terdampak. Menjadi menarik karena, karakter birokrasi selalu diasosiasikan memiliki gerak lambat, kaku, dan cukup rumit. Padahal dalam situasi krisis seperti ini sangat dibutuhkan karakter birokrasi yang koordinatif, adaptif dengan kebutuhan lapangan, serta terukur dalam setiap langkah diambil. Penelitian ini bertujuan untuk merefleksikan Agenda Reformasi di Indonesia yang sudah dicanangkan dalam beberapa tahun terakhir dengan kinerja birokrasi dalam merespon krisis akibat wabah pandemik Covid-19 menurut penulis. Adapun metode penelitian dilakukan secara kualitatif dan pengumpulan data melalui pengumpulan data-data sekunder. Hasil penelitian ini memberikan rekomendasi pandanganterhadap agenda reformasi birokrasi di Indonesia saat ini dengan menggunakan konsep Politik Reformasi Birokrasi dan Strong Political Leadership. Kedua konsep ini relevan untuk menjelaskan kekurangan dari perubahan birokrasi yang selama ini sudah dicanangkan.
The purposes of this research are to know the effect of motivation towards purchasing decision, to know the effect of customer’s perception towards purchasing decision, to know the effect of customer’s knowledge towards purchasing decision, to know the effect of customer’s belief and attitude towards customer satisfaction, and to know the effect of purchasing decision towards customer satisfaction.This research was a survey research. It was conducted at Klojen and Blimbim Districts Malang. Population of this research was the society of Malang City who subscribes Malang Pos newspaper. The sample was taken by probability sampling; the total number of sample was 100. The results of this research are (1) all the psychological factors of the customer take significant effect on the purchasing decision of Malang Post newspaper, (2) customer satisfaction in reading Malang Post newspaper was influenced by their purchasing decision. In conclusion, customer satisfaction and their purchasing decision were influenced by psychological factors of customer.
