Village independence is one of the main focuses to achieve the welfare ofrural communities. One of the implications of the village independence agenda is thepresence of BUMDes as a rural institution to perform the function of empoweringand improving the welfare of the community. However, the presence of BUMDes canlead to new problems: the emergence of an elite presence dominates BUMDes. Oneof the phenomena that can happen is Elite Capture. Elite capture is an elite hijackingof management spaces for personal or group interests.The object of this research is BUMDes Argosari located in Pulosari Village,Pemalang Regency. This study focuses on investigating elite capture phenomena bylooking at the strategy of empowering elite power by using John Gaventa's powercube theory in hijacking the management of BUMDes at each stage of itsmanagement. Stages of management are divided into four stages of agenda setting,implementation, monitoring, and evaluation. Each stage is analyzed by the elitehijacking actions so that later will get a comprehensive picture of capturing behaviorconducted by the elite. This research uses qualitative method with case studyapproachVillage Head and Chairman of BPD are two powerful actors who are veryinfluential in the management of Argosari BUMDes. Both actors are often contestedin the context of BUMDes management. However, during the process of running thevillage management is a very dominant actors that often plow each stage ofmanagement BUMDes. Some of the factors that make the village strong enoughposition in internal BUMDes is a very strong relationship with outside parties, boththe private and supradesa government. In addition, village heads are also able to buildhigh compliance against the internal ranks of BUMDes so that internal BUMDes isvery dependent on the figure of village head. While the Chairman of BPD, onlyoptimal in the realm of supervision only. The role and power possessed by the headof BPD is not enough to offset the power of the village head in the management ofBUMDes. Artikel ini menggunakan teori State-Centric untuk menganalisa bentuk kelembagaan yang ideal bagi KPK sebagai pelaksana pemberantasan korupsi. Langkah awal yang dilakukan adalah melakukan komparasi model pemberantasan korupsi di dua negara, yaitu Singapura dan Hongkong. Dari hasil komparasi ini, kemudian dikerangkai dalam teori tentang Korupsi dan State Auxiliary Agencies (SAA) sebagai langkah untuk mengenali kelembagaan KPK. Dengan menggunakan pendekatan State-Centric, hasil rumusan rekomendasi disesuaikan dengan konteks KPK di Indonesia dan mempertimbangkan hasil refleksi komparasi di dua negara yang telah disebutkan. Selain itu, artikel ini juga tidak lupa untuk menganalisis capaian dan hambatan kinerja yang dihadapi KPK. Hal ini dilakukan agar mendapatkan hasil evaluasi dari kinerja KPK selama ini sehingga rumusan rekomendasi yang diberikan dapat dilakukan secara komprehensif. Artikel ini menggunakan metode penelitian kualitatif dengan teknik pengambilan data studi literatur disertai dengan tambahan data sekunder terkait dengan capaian dan hambatan kinerja KPK dalam kurun waktu 2003–2019.
Kinerja Birokrasi di Indonesia mendapat tantangan besar manakala terjadi situasi pandemik wabah virus Covid-19. Sebagai ujung tombak dari sebuah kebijakan yang dikeluarkan pemerintah, birokrasi diharapkan dapat dijalankan secara efektif dan efisien. Apalagi dalam situasi krisis yang dihadapi, dampak yang dihasilkan harus segera dirasakan oleh masyarakat terdampak. Menjadi menarik karena, karakter birokrasi selalu diasosiasikan memiliki gerak lambat, kaku, dan cukup rumit. Padahal dalam situasi krisis seperti ini sangat dibutuhkan karakter birokrasi yang koordinatif, adaptif dengan kebutuhan lapangan, serta terukur dalam setiap langkah diambil. Penelitian ini bertujuan untuk merefleksikan Agenda Reformasi di Indonesia yang sudah dicanangkan dalam beberapa tahun terakhir dengan kinerja birokrasi dalam merespon krisis akibat wabah pandemik Covid-19 menurut penulis. Adapun metode penelitian dilakukan secara kualitatif dan pengumpulan data melalui pengumpulan data-data sekunder. Hasil penelitian ini memberikan rekomendasi pandanganterhadap agenda reformasi birokrasi di Indonesia saat ini dengan menggunakan konsep Politik Reformasi Birokrasi dan Strong Political Leadership. Kedua konsep ini relevan untuk menjelaskan kekurangan dari perubahan birokrasi yang selama ini sudah dicanangkan.
