Abstract-Social change is shifting or changing that occurs as a variation of the accepted way of life because of changes in geographical conditions, material culture, demographic composition, ideology, and defuse or new discoveries in society [1]. The changes that occur in society will bring changes to the other social institutions and create new life in developing society that is from the traditional society to modern society. Indonesian society as a developing society will undergo changes both evolutionarily and revolutionarily. Evolutionary changes will change slowly because it is deeply bound to cultural values. Meanwhile, revolutionary changes often lead to pros, cons, and disorganization that can cause turmoil in people's lives or create distorted and contradictory new values to the basic values which must be maintained. Therefore, to overcome the negative impacts of the social engineering, in which the law in Indonesia adheres to the civil law system made by the ruler is binding, enforcing, and sanctioning, the law can serve as an effective tool to control the life of the community or in a broad sense "law as a tool of social engineering". In principle, the function of law as a tool of social engineering has an important role, especially in the intended or planned changes. In a complex and transitional society toward change, bureaucracy plays an important role in social action, and the most appropriate tool is to apply law enforcement.
Penerapan pendekatan saintifik dalam pembelajaran akan berjalan dengan baik manakala guru memahami dengan baik tentang hal tersebut. Penelitian ini bertujuan untuk mengetahui pemahaman guru PPKn tentang pendekatan saintifik dalam pembelajaran. Penelitian ini menggunakan pendekatan kualitatif, dan yang menjadi informan adalah guru PPKn di SMPN Kota Banjarmasin. Pengumpulan data dilakukan dengan teknik wawancara. Guru PPKn SMP Negeri Kota Banjarmasin umumnya mempunyai kesamaan pandangan bahwa pendekatan saintifik merupakan pendekatan pembelajaran yang berpusat kepada siswa yang lebih menekankan bagaimana agar siswa aktif dalam pembelajaran, yang dalam prosesnya menekankan pada 5M yaitu mengamati, menanya, mencoba, menganalisis, dan mengkomunikasikan. Terdapat pemahaman yang berbeda tentang penerapannya. Sebagian guru menyatakan bahwa 5M harus dilaksanakan semuanya dalam satu pertemuan pembelajaran dan juga harus berurutan mulai dari mengamati, menanya, mencoba, menganalisis, dan mengkomunikasikan. Namun sebagian guru lainnya memahami bahwa penerapan 5M tidak mesti dilaksanakan dalam satu pertemuan dan tidak mesti harus berurutan.Kata kunci: pemahaman guru, pendekatan saintifik
In 2001, Indonesia established the Consumer Dispute Resolution Body (CDRB) based on the instruction of the Consumer Protection Act (CPA) in 1999 to provide consumers protection in exercising their rights and to settle disputes quickly, simply, affordably, and professionally. Compared to the systems established by several countries that submit common law systems in which dispute-solving cases are terminated by the special courts called Small Claims Courts or Small Claims Tribunals, CDRB construction in Indonesia was quite vague. Although it uses arbitration terminology, the CDRB lacks an arbitration mechanism because, in practice, the body examines consumer disputes, working formally as a court. The root of this problem arose from the inconsistent regulation in the CPA. This article aims to review the CDRB construction problem compared to systems in other countries, to find recommendations for CPA amendments and discuss the future prospects. This study suggests two solutions: The first is the strict separation of litigation and non-litigation dispute resolution. The second is the formation of both online litigation and non-litigation systems. With these systems, the CDRB becomes a substitute institution, meaning that this body is the only system for small claim resolution for disputing parties.
Teachers are professional educators with the primary task of educating, teaching, guiding, directing, training, assessing, and evaluating early childhood education on formal education, primary education, and secondary education. As the professionals in the field of education, teachers have a great task and responsibility in achieving the goals of national education. In order to uphold discipline and maintain school as well as orders in teaching and learning processes, teachers have the right to sanction their students who violate religious norms, morality norms, decency norms, written and unwritten rules set by teachers, educational unit level regulations and regulations legislation under the authority. The Act No.14 Year 2005 on Teachers and Lecturers as well as Government Regulation No.74 Year 2008 on Teachers firmly mention that teachers who have the certificate of educators are entitled to basic salary, allowances attached to salary, additional income professional allowance, functional allowance, special allowances, and additional benefits related to their duties as teachers who are set by the principle of the award on the basis of achievement and legal standards in carrying out their profession. Objective conditions that occur are teachers are exposed to violence, threats, discriminatory treatment, intimidation, and unfair treatment by the students, students' parents, society, bureaucracy, or other parties.
Kota Banjarmasin yang dikenal juga dengan Kota Seribu Sungai, merupakan daerah dengan kondisi geografis dominasi kawasan sungai atau perairan. Kondisi ini merupakan sebuah peluang, sekaligus tantangan bagi masyarakat dan pemerintah dalam hal pengelolaan sungai. Berdasarkan hasil survey lapangan yang dilakukan terhadap keberadaan Sungai Miai di lingkungan RT 11 dan 12 dapat disimpulkan dalam kondisi yang tidak layak atau tidak dapat berfungsi dengan baik karena telah terjadi penyempitan, sedimentasi, dan terjadi pencemaran air yang disebabkan berdirinya bangunan liar di atas sungai, limbah rumah tangga dan jamban keluarga. Pengabdian yang dilakukan mengacu pada kegiatan penguatan partisipasi masyarakat dan pengetahuan mengenai peraturan daerah (Perda) tersebut, sehingga menggunakan pendekatan dialogis, partisipatif, dengan wujud kegiatan sosialisasi kepada masyarakat. Metode yang digunakan dalam pengabdian masyarakat ini adalah menggunakan pendekatan dialogis dengan bentuk sosialisasi kepada masyarakat. Pengabdian ini dilaksanakan pada tanggal 7 Agustus 2021, dengan jumlah partisipan 50 orang yang merupakan masyarakat di wilayah Sungai Miai, Banjarmasin. Hasil yang diperoleh adalah dipahaminya Perda No.15 tahun 2016 tentang Pengelolaan Sungai dan masyarakat memiliki pengetahuan mengenai partisipasi di kawasan sungai. Hasil lain yang disajikan adalah karakter kerja sama dan musyawarah yang dilakukan oleh masyarakat dalam pengelolaan sungai di Sungai Miai Banjarmasin. Banjarmasin, also known as the City of a Thousand Rivers, is an area with geographical conditions dominated by rivers or waters. This condition is an opportunity and a challenge for the community and the government in terms of river management. Based on the results of a field survey conducted on the presence of the Miai River in RT 11 and 12, it can be concluded that it is in an improper condition or cannot function properly because there has been narrowing, sedimentation, and water pollution caused by the establishment of illegal buildings on the river, sewage household and family latrines. The service carried out refers to activities to strengthen community participation and knowledge of the regional regulation. It uses a dialogical, participatory approach in outreach activities to the community. The method used in this community service is to use a dialogical approach to socialization with the community. This service was carried out on August 7, 2021, with 50 participants who were residents of the Miai River area, Banjarmasin. The results obtained are the understanding of local regulation No. 15 of 2016 concerning River Management and the community knows participation in river areas. Another result presented is the community's character of cooperation and deliberation in river management in Sungai Miai Banjarmasin.
