In what is now Sudan there occurred over the centuries a process of ta'rib, or Arabization, entailing the gradual spread of both Arab identity and the Arabic language among northern peoples. After the Anglo-Egyptian conquest of 1898, British colonial policies favoured a narrow elite from within these 'Arab' communities. Members of this elite went on to develop a conception of a self-consciously Sudanese Arabic national identity, in the process adapting the term 'Sudanese' (sudani), which derived from an Arabic word for blackness and previously had servile connotations. At decolonization in the 1950s, these nationalists turned ta'rib, into an official policy that sought to propagate Arabic quickly throughout a territory where scores of languages were spoken. This article considers the historical diffusion of Sudanese Arabic-language culture and Arab identity, contrasts this with the post-colonial policy of Arabization, and analyses the relevance of the latter for civil conflicts in Southern Sudan, the Nuba Mountains, and, more recently, Darfur. Far from spreading Arabness, Arabization policy sharpened non-Arab and, in some cases, self-consciously 'African' (implying culturally pluralist) identities. Arabization policy also accompanied, in some quarters, the growth of an ideology of Arab cultural and racial supremacy that is now most evident in Darfur.
Upon decolonisation, nationalist leaders in two North African countries, Algeria and Sudan, promoted a policy called Arabisation (ta'rib), which sought to impose standard literary Arabic at the expense of English (in Sudan), French (in Algeria), and other local languages (in both places). This language policy reflected the worldview of Muslim leaders, who hoped to break from the colonial past and start afresh while forging alliances with Arab Islamic states. Arabisation succeeded in expanding the use of literary Arabic in Sudanese and Algerian government bureaus as well as in schools and universities. However, in some circles it helped to stimulate oppositional identities that rejected pan‐Arabism as a focal point for national pride and that challenged the cultural foundations of national cohesion. Taking a comparative approach, this study argues that Arabic language policy in Algeria and Sudan featured strongly in postcolonial nationalism and civil conflict. It concludes by considering the status of language cultures and policies today in Algeria, the Republic of the Sudan, and the newly independent Republic of South Sudan, and contends that state‐led efforts at ‘language rationalisation’ have not eliminated multilingualism in practice.
Church Missionary Society missionaries arrived in the northern Sudan in 1899 with the goal of converting Muslims. Restricted by the Anglo-Egyptian government and by local opposition to their evangelism, they gained only one Muslim convert during sixty years of work. The missionaries nevertheless provided medical and education services in urban centers and in the Nuba Mountains, and pioneered girls' schools. Yet few of their Sudanese graduates achieved functional Arabic literacy, since missionaries taught ‘romanized Arabic', a form of written colloquial Arabic, in Latin print, that lacked practical applications. Thus the history of the CMS in the northern Sudan yields insights into issues of education, power and religious identity within a colonial context.
International audienceThis essay appraises “Sudan Studies” following the 2011 secession of South Sudan. It asks two questions. First, what has Sudan Studies been as a colonial and postcolonial field of academic inquiry and how should or must it change? Second, should we continue to write about a single arena of Sudan Studies now that Sudan has split apart? The authors advance a “manifesto” for Sudan Studies by urging scholars to map out more intellectual terrain by attending to non-elite actors and women; grass-roots and local history; the environment and the arts; oral sources; and interdisciplinary studies of culture, politics, and society. They propose that scholars can transcend the changing boundaries of the nation-state, and recognize connections forged through past and present migrations and contacts, by studying the Sudan as a zone rather than a fixed country. Finally, in their introduction to this bilingual special issue, they highlight the increasing relevance of French scholarship to the endeavor of rethinking Sudan Studies
