The ultimate goal of any development is to increase the capacity of youth in the North Jakarta area. Youth is both the subject and the object of development, covering the entire cycle of human life, from the womb to the end of life. Therefore, the development of human quality must be an important concern. Based on the cycle above, it is necessary to have an effort to provide alternative solutions that can increase youth capacity building during the COVID-19 pandemic, which is faced with limited space for youth to channel their expression and abilities. In addition, innovative and creative activities are needed that can be carried out by young people to increase their enthusiasm and skills in living life in society. This community service activity is carried out in 3 forms, namely the transfer of knowledge and technology through online youth leadership capacity strengthening training, Youth Gatherings and distribution of goods in the form of tools and media for the protection of the COVID-19 virus with the partner institutions of the DKI Jakarta Provincial Youth Organization. The whole series of activities is expected to be a means and space for young people to continue to hone their abilities, awareness, initiatives and skills on an ongoing basis during the COVID-19 pandemic.
Penerapan reformasi birokrasi di bidang anggaran manajemen dianggap tidak memiliki sistem terstruktur. Dalam pemerintah daerah, hal ini ditandai dengan transparansi yang rendah dan akuntabilitas dalam sistem penganggaran lokal. Sistem manajemen keuangan yang mana masih kontradiktif dengan tujuan pemerintahan yang baik membutuhkan transparansi dan akuntabilitas dalam semua bidang pemerintahan. Munculnya e-budgeting secara tidak langsung menjadi bukti pemanfaatan program e-government di Indonesia. Trasnparansi dan partisipasi masyarakat diharapkan mendukung pemerintah untuk melakukan perbaikan dalam kualitas pelayanan publik.Kata Kunci : Reformasi Birokrasi, Good Governance, E-Budgeting, Good GovernanceThe application of bureaucracy reform in the field of management budget is considered not to having structurized systems. In a district government, it is characterized by low transparency and accountability in Local Budgeting system. Finance management system however still is contradictive with the objective of good governance that requires transparency and accountability in all areas of government. The emergence of e-budgeting indirectly becomes a proof of the utilization of e-government program in Indonesia. City Government of Jakarta, especially Government of North Jakarta as the authorized party has critical role in managing green open space in accordance with Law No. 26/2007 on Green Open Space Arrangement. The presence of green open space is needed as a climate regulator so that the air and water circulation system can be well maintained to support the embodiment of healthy and sustainable city, as a shade, oxygen producer, rainwater absorber, provider of animal habitat, pollutant absorbent, and windbreak. Green open space can improve ground water quality, prevent flooding, reduce air pollution, and lower city temperatures. In addition, green open space can also be a place of recreation, media communications for citizens of the city, as well as an object of education, research, and training in studying nature. This study aims to analyze the implementation of Green Open Space policy in the area of Jakarta particularly in North Jakarta. This research is a qualitative descriptive research that aims to provide a systematic, thorough, detailed, and profound analysis of the implementation of green open space management in North Jakarta. Data collection techniques were conducted with interviews supported by data collection through document review and observation. This research uses qualitative interactive data analysis technique which includes data reduction, data presentation, and conclusion / verification. The data validity test is done by using source triangulation.The results present that the implementation of the provision of green open space in North Jakarta Administration City is still not optimal and realized by 5% due to the use of land available for RTH does not function as the designation and the existence of some obstacles faced as weak supervision, land prices are expensive, improvement of undeveloped land and the lack of dissemination to the public. Therefore, this study recommend the need for a political will from the government, a review by the government to make Jakarta just as central government alone, and a tighter control by enforcement strict sanctions.
<p>Undang-Undang Nomor 26 Tahun 2007 mengamanatkan bahwa di setiap kota harus memiliki Ruang Terbuka Hijau (RTH) minimal sebesar 30%, dimana sebesar 20% RTH publik dan 10% RTH privat. Persentase luas RTH Jakarta Utara yang dimiliki saat ini baru sebesar 5% dari luasan wilayahnya. Penelitian ini membahas mengenai “Implementasi Kebijakan Rencana Tata Ruang Wilayah dalam Penyediaan Ruang Terbuka Hijau di Kota Administrasi Jakarta Utara. Penelitian ini bertujuan menganalisis implementasi kebijakan RTRW dalam penyediaanruang terbuka hijau di Jakarta Utara dan upaya-upaya yang dilakukan dalam penyediaan ruang terbuka hijau di Kota Administrasi Jakarta Utara. Metode yang digunakan dalam penelitian ini adalah deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data yang digunakan yaitu wawancara, dokumentasi, dan observasi.Teknik analisa data interaktif yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Uji validitas data dilakukan dengan menggunakan triangulasi sumber.Hasil penelitian menunjukkan bahwa implementasi kebijakan RTRW dalam penyediaan ruang terbuka hijau di Kota Administrasi Jakarta Utara masih belum optimal dan baru terealisasi sebesar 10%, dikarenakan penggunaan lahan yang tersedia untuk RTH tidak difungsikan sebagaimana peruntukannya dan adanya beberapa kendala yang dihadapi seperti lemahnya pengawasan, harga tanah yang mahal, peningkatan lahan terbangun dan kurangnya sosialisasi kepada masyarakat.</p><strong>Kata kunci</strong>: <strong>Implementasi, Kebijakan, Rencana Tata Ruang Wilayah, Ruang Terbuka Hijau</strong>
