User beliefs about algorithmic systems are constantly co-produced through user interaction and the complex socio-technical systems that generate recommendations. Identifying these beliefs is crucial because they influence how users interact with recommendation algorithms. With no prior work on user beliefs of algorithmic video recommendations, practitioners lack relevant knowledge to improve the user experience of such systems. To address this problem, we conducted semi-structured interviews with middle-aged YouTube video consumers to analyze their user beliefs about the video recommendation system. Our analysis revealed different factors that users believe influence their recommendations. Based on these factors, we identified four groups of user beliefs: Previous Actions, Social Media, Recommender System, and Company Policy. Additionally, we propose a framework to distinguish the four main actors that users believe influence their video recommendations: the current user, other users, the algorithm, and the organization. This framework provides a new lens to explore design suggestions based on the agency of these four actors. It also exposes a novel aspect previously unexplored: the effect of corporate decisions on the interaction with algorithmic recommendations. While we found that users are aware of the existence of the recommendation system on YouTube, we show that their understanding of this system is limited.
Machine learning has become a key component of contemporary information systems. Unlike prior information systems explicitly programmed in formal languages, ML systems infer rules from data. This paper shows what this difference means for the critical analysis of socio-technical systems based on machine learning. To provide a foundation for future critical analysis of machine learning-based systems, we engage with how the term is framed and constructed in self-education resources. For this, we analyze machine learning tutorials, an important information source for self-learners and a key tool for the formation of the practices of the machine learning community. Our analysis identifies canonical examples of machine learning as well as important misconceptions and problematic framings. Our results show that machine learning is presented as being universally applicable and that the application of machine learning without special expertise is actively encouraged. Explanations of machine learning algorithms are missing or strongly limited. Meanwhile, the importance of data is vastly understated. This has implications for the manifestation of (new) social inequalities through machine learning-based systems.
Flags are important national symbols that have transcended into the digital world with inclusion in the Unicode character set. Despite their significance, there is little information about their role in online communication. This article examines the role of flag emoji in political communication online by analyzing 640,676 tweets by the most important political parties and Members of Parliament in Germany and the United States. We find that national flags are frequently used in political communication and are mostly used in-line with political ideology. As off-line, flag emoji usage in online communication is associated with external events of national importance. This association is stronger in the United States than in Germany. The results also reveal that the presence of the national flag emoji is associated with significantly higher engagement in Germany irrespective of party, whereas it is associated with slightly higher engagement for politicians of the Republican party and slightly lower engagement for Democrats in the United States. Implications of the results and future research directions are discussed.
