<p>Tobacco commodities Besuki Na-Oogst in Jember regency of production continue to decrease. The decline in tobacco production Besuki Na-Oogst caused by erratic weather, high rainfall, volcanic ash mounts roar. The purpose of this research to analyze the sustainability status of tobacco commodities Besuki Na-Oogst seen from the ecological, economic, and social dimension. The method of analysis used in this research is descriptive method and RAP-Tobacco analysis with Multidimensional scaling method. The result of the research shows that the agribusiness system of tobacco commodities Besuki Na-Oogst is still not related, the relationship between subsystems of supply of production facilities, cultivation subsystem or farming and supporting service subsystem still not close. The sustainability status of multi-dimensional Na-Oogst tobacco commodities including ecological, economic, and social dimensions shows that tobacco Besuki Na-Oogst commodities are on a sustainable status with an index value of 58.27 which means the index values are all dimensions including: ecological, economic dimension, and social effect on the sustainability status of tobacco commodities besuki Na-Oogst and most farmers in Wuluhan sub-district still want to grow besuki Na-Oogst tobacco.</p>
Penelitian ini bertujuan untuk mengetahui kinerja kelembagaan BUMDESA di Kabupaten Jember. Penelitian ini menggunakan metode eksplanatori. Data dan informasi yang diperlukan terdiri atas data primer yaitu data yang diperoleh dari kuesioner atau wawancara dan data sekunder yaitu data pendukung yang diperoleh dari instansi terkait. Unit analisisnya adalah Kelembagaan BUMDesa di Kabupaten Jember. Hasil penelitian ini menunjukkan bahwa (1). Tata kelola kelembagaan merupakan faktor kunci penentu keberhasilan usaha dari setiap jenis BUMDesa. Hal ini disebabkan karena setiap jenis usaha BUMDesa tidak berdiri sendiri tetapi memiliki kaitan mata rantai dengan faktor lain yang sangat mempengaruhi keberlanjutan usaha. Keterkaitan ini bagaikan sebuah mata rantai dan apabila rantai ini putus maka usaha yang dilakukan oleh BUMDesa akan terpengaruh, (2). Keberlanjutan BUMDesa sangat dipengaruhi oleh skala dan jangkuan usaha. BUMDesa yang menjalankan bisnis internal (melayani kebutuhan warga setempat (seperti kebutuhan pokok, persewaan hand traktor) dengan jangkauan dan berskala lokal, umumnya menghadapi risiko yang rendah sehingga bisa berjalan sehat dan berkelanjutan. Tentu dengan catatan bahwa BUMDesa itu dikelola dengan kapasitas manajerial yang memadai dan (3). BUMDesa yang tumbuh dari solidaritas sosial dan kearifan lokal jauh lebih kuat dan berkelanjutan ketimbang BUMDesa yang lahir karena intervensi pemerintah dari atas. Hal ini disebabkan karena kearifan lokal yang paralel dengan kekayaan modal sosial dan modal politik, merupakan faktor yang sangat berpengaruh terhadap daya tahan dan keberlanjutan BUMDesa.
Today the phenomenon of the influence of corruption to economic growth has been a fairly hot issue of debate, both theoretically and empirically. The research uses a data panel analysis with a Random Effect Model approach to determine if corruption has a negative impact on economic growth in 4 ASEAN countries over the period of 2004-2015. Analysis results show that variable corruption has a negative influence on economic growth despite being insignificant, while other variables that have a significant positive influence on economic growth are public investments. The results of this study confirm that the negative effects of corruption do not directly affect economic growth but rather lead to the inefficiencies of production processes and the misallocation of resources.
AbstrakPembangunan daerah di wilayah tertinggal merupakan upaya mengembangkan potensi-potensi ekonomi sehingga mempunyai daya saing dan meningkatkan pertumbuhan ekonomi. Penelitian ini bertujuan untuk menganalisis potensi ekonomi serta kinerja sektor ekonomi setiap wilayah tertinggal di Jawa Timur. Penelitian ini menggunakan data sekunder berupa data PDRB, dengan alat analisis Location Quotient dan Shift Share Esteban Marquillas, yang terdiri dari data times series selama periode 2009-2013, dengan menggunakan PDRB 9 sektor dan data cross section 4 kabupaten tertinggal di Jawa Timur. Hasil analisis Location Quotient sektor basis di Kabupaten Bondowoso (pertanian), Situbondo (pertanian dan perdagangan, hotel dan restoran), Sampang (pertanian, pertambangan dan penggalian), Bangkalan (pertanian, bangunan dan jasa-jasa). Hasil analisis Shift Share sektor kompetitif di Kabupaten Bondowoso (pertanian, pengolahan, listrik, gas dan air bersih dan bangunan), Situbondo (pertanian, industri pengolahan, listrik gas dan air bersih), Sampang (pertanian, industri pengolahan, perdagangan hotel dan restoran, keuangan persewaan dan jasa perusahaan dan jasa-jasa), Bangkalan (pertanian, industri pengolahan, perdagangan hotel dan restoran, keuangan, persewaan dan jasa perusahaan dan jasa-jasa). Dibutuhkan prioritas pembangunan, pengembangan perekonomian lokal, pemberdayaan masyarakat dan penciptaan lapangan kerja.Kata Kunci: Produk Domestik Regional Bruto, Sektor Basis, dan Keunggulan Kompetitif AbstractRegional development in disadvantaged areas in an effort to develop the economic potential so as to have competitiveness and boost economic growth. This study aimed to analyze the economic potential and economic performance of the sector in each region lagging East Java Province that could affect GRDP growth and could be a priority in the implementation of regional development. This study uses secondary data in the form GRDP data, with analysis tools Location Quotient and Shift Share Esteban Marquillas, which consist of the data time series during the period from 2009 to 2013, using the GRDP 9 sectors and cross section 4 underdeveloped districts in East Java. <p>This study aims to understand the base commodities of food crops in agricultural sector development at Wuluhan District, Jember Regency, to understand the distribution of agricultural support facilities in each village, and to determine strategies for food crop-based agriculture area development at the area. This research is a quantitative descriptive research with analysis conducted in 2011-2015 using Location Quotient, Scalogram and SWOT analysis techniques. Location Quotient analysis results show that base commodities during 2011-2015 are corn and sweet potato. Scalogram<br />results show that Wuluhan District has agricultural facilities and infrastructures in the criteria of<br />hierarchy III and hierarchy IV. Based on the results of SWOT analysis on leading commodities of the food crop subsector in Wuluhan District, the development strategy is in quadrant I or is an aggressive<br />strategy. Aggressive strategy in this study is used as a strength in utilizing opportunities from region’s potential in order to develop agricultural areas through the role of farmers or farmer groups’ institution, farmer business credit, human resources, and mutual cooperation systems for rice field<br />watering or irrigation.</p>
