Low-carbon economic efficiency is an important indicator that can be used to measure the quality of regional economic development. In this study, an improved DEA model is introduced into the calculation of low-carbon economic efficiency in Zhejiang Province. Using the actual data of nine prefecture-level cities in Zhejiang Province from 2015 to 2020, the low-carbon economic efficiency of each prefecture-level city is calculated. The result is that the overall low-carbon economic efficiency of Zhejiang Province indicates a trend of first falling and then rising, and the low-carbon economic efficiencies of different prefecture-level cities largely differ. The causes of six inefficient DMUs (prefecture-level cities) are analyzed using projection. The improved DEA model is used to determine the “expansion coefficient” of the input and output of three DMUs (prefecture-level cities) with relatively low-carbon economic efficiency. The research results provide a strong basis and support for the development of a low-carbon economy for Zhejiang Province.
Educational model innovating and capability improving of engineering education is the driving source of cultivating engineering talents. Combining with educational ideas and educational cycles of CDIO model, a new educational model is constructed for engineering education. The operating process of the new educational model is demonstrated according to objective conceiving, planning and designing, implementing and feedback loop. Finally, in the view of practical optimization, cross integration, moral integrity and according to redundant, the mechanism of educational capability improving is analyzed in detail.
The carbon account is a digital path for an enterprise to achieve low-carbon transformation and high-quality sustainable development under the ‘dual carbon’ strategy. The carbon account has a good social effect while generating economic benefits. An evaluation index system of the social effects of enterprise carbon accounts has been established, including the concepts of energy conservation and carbon reduction, contributions, technological innovation, and customer trust. In view of the difficulty of quantifying the evaluation indicators of the social effects of enterprise carbon accounts and the requirement of effect equalization, a variable-weight CFPR fuzzy VIKOR evaluation model was constructed. Compared with the traditional fuzzy VIKOR model, the variable-weight CFPR fuzzy VIKOR model can solve the problem of quantifying indicators and realize the balance between indicators. This method can better compare and analyze the social effects of each enterprise’s carbon accounts and provides a basis for overall carbon account construction and digging improvement space.
