The state of development of modern society can be described as a systemic social crisis. The state of crisis as an integral element of social development becomes familiar to the philosophy and ideology of postmodernism, which allows not only a plurality of views, but also a variety of solutions. In any destructive phenomenon caused by the crisis, the crisis itself can become a necessary moment of the dialectical transition to a new, orderly state of the system, a necessary factor and catalyst for modernization processes. Crisis-free state of development of society - a state that hinders its development. However, while recognizing the important role of crises in development, societies should still have mechanisms in place to protect people from their negative impacts, which should reduce their risks of transition and, by anticipating development trends, possibly reduce the transition process itself. Analyzing the tendency of modern society to sustainable development, it is necessary to clarify that the solution of such a problem should actually be carried out by various actors, civil society associations, research institutions, etc. However, the main part of this task depends on the political power, the main functions of which include ensuring stable development and security in society, as well as the management of society as a whole and its economic, spiritual, political and social spheres in particular. At the same time, political power must not just resolve conflicts and ensure order in society, but, most importantly, find a balance between the common good and the changing aspirations of different social groups to pursue their interests. Thus, the task of overcoming the current crisis depends primarily on the responsibility of political power, especially the state. It is the state that must accumulate all resources and coordinate the actions of business, science, religion, etc. for its effective solution.
The article deals with the regulatory and legal provision of local policies on the education development in Ukraine and the practice of its implementation. The study reveals the peculiarities of education decentralization processes at the local level that are determined by the simultaneous implementation of two reforms, one of whom concerns the decentralization of power, and the second – indigenous change of educational process approaches. It is also proved that the formation of a local policy of education development requires appropriate organizational support and development of an educational strategy with wide involvement of stakeholders. The objective of the article was to study the mechanism of public administration, which manifests itself at the state and municipal levels of regulation of socioeconomic processes in society. During the research, methods such as logic, dialectic and modelling were used. The result of the study was that an effective solution to societal problems is possible in terms of maintaining a stable interaction of public administration entities on the basis of effective communication in terms of public recognition and support from the authorities currently operating. The scientific novelty justified the need to support a variety of constructive forms of cooperation within the public administration between government officials, private companies and NGOs in the digital transformation to achieve the sustainable development of public administration. The practical significance of the study is that ways to improve the system were proposed in the context of digital transformation. It is concluded that a qualitative change in the interrelations of the system with an application of modern digital technologies of public administration is urgent, as a key means of modernizing the formation of various public information resources.
The relevance of the study is marked by the general global trend to change the role and functions of public administration. Here it goes about the introduction of the practice of delegating certain functions of public administration to the competence of local governments. Changes of public administration have taken the form of decentralization of central government and active increase in the role of public administration through local self-government.The purpose of the study is to analyze the theoretical concepts of the system of relations between state and local government in the period of global changes and self-identification of the Ukrainian nation and their possibility of implementation. The object of the research is the system of reforming state power in Ukraine and the development of local self-government.The study uses methods that can assess the tendency of decentralization and local selfgovernment in the historical and logical approach and analyze the dynamics of this process through normative and logical analysis. These methods forecast further growth of the decentralization process and its consequences for the economy and regional development.The study identifies the main factors that necessitate the introduction of decentralization of power. Areas that activate the necessity for appropriate reform are identified and described. The historical aspects of the decentralization reforms in different European countries are analyzed. Positive changes in reforms have been noted. They relate to the priority reorientation of socialist economies to a market model of management and the transition to a new paradigm of life in the countries. The history of development of Ukrainian decentralization of power is also studied.A solution has been found to the controversy over the reform process initiated by the population in the regions and the political government. The situation is in favor of the interests of the ruling power. The main shortcomings of decentralization in Ukraine and the lack of financial support for such reform are also noted. It is proved that decentralization should be carried out at the expense of economic development and improvement of social and economic state of regions.The practical value of the results relates to the recommendations for adjusting government policy in the process of implementation of administrative reforms for decentralization and local government development.
The academic paper presents a review of the conditions and methods of using the European experience of providing public services by state authorities in Ukraine. The development and implementation of effective mechanisms for the provision of services at various levels of administration and the state management is an urgent issue for modern Ukraine. Primarily, it is an analysis and adaptation of the European experience of administration to the conditions and features of the Ukrainian statehood development. The purpose of the research is to highlight foreign experience in public services delivery and algorithms for its adaptation to the realities of public administration in Ukraine. The research methodology contemplates an integrated approach; methods of analysis and synthesis, as well as methods of interdisciplinary research have been also used. As a result, it has been established that the general experience of European countries, which should be taken into account by Ukraine, is the direction towards a transparent, effective policy of organizing the provision of public services, reforming the legislative framework, and partnership. In practice, this makes it possible to implement the citizens' rights and freedoms, to meet the needs of the society as a whole, to direct the work of the authorities towards achieving results in public administration. The further perspective of the research in the administration sphere lies in determining the ways of implementing the best foreign experience in the provision of public services and their adaptation to the realities of public administration and legislation in Ukraine.
