This article aims to provide an alternative approach to measuring the waqf potential that is clearly measured, by paying attention to economic behavior guidelines in an Islamic perspective while being able to reveal some of the fundamental problems of the people, especially Muslims in Indonesia. In addition, also to be able to propose the development of the Islamic consumption model as a useful contribution to the development of the Islamic economic concept more broadly. This is a literature study and uses secondary data, using inductive thinking patterns with development goals. Research activities are carried out by digging deeper from knowledge about measuring the potential for prior cash waqf and searching for related data and then developing it. This study has obtained the measurement of cigarette consumption as tabdzir/israf behavior as an alternative approach to measuring the potential of waqf that is clearly measured and meets good measurement needs. An Islamic consumption model that at the same time can provide awareness of the problems of the Ummah has also been developed.
Kawasan perkotaan, sebagai pusat kegiatan masyarakat memiliki berbagai macam permasalahan, diantaranya seperti masalah urbanisasi, ketimpangan sosial, lalu lintas. Layanan Informasi BPIW (2017) menuliskan, bahwasanya permasalahan di sektor perkotaan merupakan permasalahan yang masih banyak dihadapi oleh daerah di Indonesia dan harus diselesaikan dengan cara yang efektif.Perkembangan teknologi di dunia saat ini banyak memberikan kemudahan bagi hampir setiap aspek kehidupan, termasuk aspek perkotaan. Dameri (2017) menyebutkan, bahwa teknologi informasi dan komunikasi, setidaknya dalam dua dekade terakhir telah meningkatkan kualitas sebuah kota dan membantu mengatasi masalah yang terjadi di dalamnya. Penggunaan teknologi informasi dan komunikasi ini memunculkan sebuah konsep baru bernama Smart City atau Kota Cerdas. Menurut Stephenne et al. (2016) konsep Kota Cerdas muncul dari penggunaan teknologi informasi dan komunikasi untuk menciptakan peluang manajemen dan perencanaan kota yang baik serta berkelanjutan di tengah kompleksitas permasalahan urban yang terjadi pada saat ini.Konsep Kota Cerdas secara global, sudah banyak diterapkan di kota dari berbagai negara. Smart City Index (2020) menjabarkan, ada 109 kota dari berbagai negara yang masuk ke dalam kriteria pemeringkatan yang dilakukan. Untuk Asia Tenggara sendiri, Singapura, Malaysia, serta Indonesia masuk ke dalam segmen pemeringkatan yang dilakukan tersebut. Singapura sebagai negara tetangga Indonesia berada di peringkat pertama dalam pemeringkatan tersebut, mengalahkan Helsinki dan Zurich yang masing-masing berada di peringkat kedua dan ketiga. Kriteria yang digunakan untuk mengukur Smart City ini adalah, Kesehatan dan Keselamatan, Pergerakan atau Mobilitas, Aktivitas di Ruang Terbuka, Kesempatan Untuk Pendidikan dan Bekerja, serta Tata Pemerintahan. Setiap kriteria tersebut dibagi ke dalam dua bagian, secara struktur fisik dan teknologi.Berbagai referensi menjabarkan ada beberapa dimensi Smart City itu sendiri. Seperti yang dikemukakan oleh Dameri (2017), ada enam dimensi Smart City, yaitu Ekonomi, Masyarakat, Mobilitas

However, the organizational culture within the National Police is inseparable from the public's perception and perspective in obtaining information. Therefore, the achievements of Polri's work that have been conveyed to the public so far, both organizational and personal, have contributed to creating a positive or negative framework. In public opinion, it is possible that the ethics and philosophy of Polri as a form of organizational culture are very different from the daily practice of Polri's performance. As the performance of Polri investigators in solving problems, it is always under public scrutiny. As an organization with a clear and systematic hierarchy, PP No. 58 of 2010 concerning Amendment to Government Regulation Number 27 of 1983 concerning Implementation of the Criminal Procedure Code aims to get members of investigators who are able to clearly develop careers who work according to ethics and professionalism so as to improve the performance of investigators in carrying out their duties, functions and authorities. The development of human resources is the basic key to getting competent Polri Investigator personnel. For this reason, the development of competency-based human resources is a compulsory requirement for the National Police Investigating Unit. Thus, the presence of PP No. 58 of 2010 is able to provide more value in services to the community which of course has an impact on positive perceptions in the public.</p>
