This article focuses on the digitalization of HR, which has attracted increasing attention in recent years. The authors identify the main reasons for the digitalization of HR, as well as opportunities to address them further in the process. The authors believe that the process of digitalization in today's environment is irreversible and that enterprises should pay attention to this important aspect. Most business managers are unprepared for digitalization and believed that it would have a negative impact on employment. On the contrary, another part of business managers is actively adopting digital technologies, trying to strengthen the skills of employees to meet the demands of the labour market. The authors note that the digitalization of HR involves achieving the company's strategic goals. After all, HR professionals are responsible for assimilating employees into the organization and further incentivizing them. Unfortunately, not all business managers understand the importance of digital technology and do not give it the attention it deserves. A great role in the effective formation of HR services is the availability of personnel consisting of specialists with a psychological background and capable of grasping mathematical problems. The authors believe that the demand for such specialists will increase every year. After all, HR specialists become the strategic centre of a company's development influencing the formation of its HR brand. In today's environment, most businesses prefer to do business online, which has been the trigger for new HR approaches.
The study focuses on the use of information technology in public administration. This topic becomes particularly relevant in the era of the COVID-19 pandemic, where information technology has become the only way for government, business and the public to interact. In the research process, the authors consider the main advantages and disadvantages of using information technology. Notably, there are more advantages than disadvantages. Information technology in today's world needs to improve. There is still a high risk of information leaking into the public domain, especially personal data, including account passwords, phone numbers, tax returns, bank details. Unscrupulous users could use such public information for fraudulent purposes. It is, therefore, necessary to pay attention to the development of information security systems. In former times, firearms were the weapons of war; today, information has become the weapon. For whoever holds the information, holds the world. It is information in the modern world that has become the main factor of production, circulation, storage. The availability of the Internet plays an important role in the dissemination of information, providing users with access to scientific advances, virtual visits to museums and networking with each other. Information technology has a special role to play in business management, public administration, public services and the advancement of science and technology. The introduction of digital technologies and the rapid spread of information have brought the issue of the provision of information to the forefront, which plays an important role in ensuring the effectiveness of public authorities.
This study focuses on the need to train a skilled human resource with digital competencies. The authors consider the essence of the concept of digital economy and its main tools, and identify the importance of training with digital skills in various sectors of the economy. The article points out the need for training to ensure enterprise competitiveness and their ability to absorb digital technology quickly. In the paper, the authors highlight the fact that digital technology is constantly evolving, which means that the professional development process is not a one-off approach, but involves an ongoing learning process. According to the authors, human resources play a decisive role in the strategic development of the enterprise and mark the conditions for the competitiveness of enterprises in a digital environment. Nowadays, training in digital technology implies a continuous learning process that will accompany the individual throughout his or her entire career with an individualized approach to the learner. So, there are some important points about digitalization to note: continuous professional development to remain competitive; the move to remote working. There is already a tendency for some schools to base their teaching on the child's abilities and interests, with STEM subjects receding into the background. The authors conclude that, in the current context, the state should start college-based training of professionals and pay attention to improving the legal framework for the formation of the digital economy, as well as continue further support for improving literacy and eliminating the digital divide between regions.
