This research aim to answer 2 (two) problems in accordance to relation of authority of Judicial Commision-House of Representative and President in promoting supreme judges. First, this article analyze model of relation of authority between Judicial Commision-House of Representative and President in promoting supreme judges in Indonesia. Second, the article analyze implication of Constitutional Court's Verdict Number 27/PUU-XI/2013 to relation of authority between Judicial Commision-House of Representative and President in promoting supreme judges in Indonesia. This article is using qualitative descriptive method. Type of research is normative juridical by exercising library research on study of positive law and nature of prescriptive. This article conclude that (1), basically, relation of authoritybetween Judicial Commision-House of Representative and President designed to create check and balance principle in promoting supreme judges. Existency and involvement of Judicial Commision in democratic transition was expected as an answer and ending of bitter history in previous mechanism in promoting supreme judges which loaded with intervention of rulers. That expectation was not propotional when integrated to level of statute. Friction of paradigm occurred when House Representative expropriate the role as main actor in promoting supreme judge and negate the roles of Judicial Commision to relation of Authority which based on ratio. This friction triggered by accidental amandement of constitution, which evoke strong wave of reformation and the effort in preserving back classic model. (2), after the verdict of Constitutional Court issued, there are logic consequence to relation of Authority between Judicial Commision-House of Representative and Presidentin promoting supreme judges. Legally, it caused to inconstitutionality of ratio-based relation of authority. It also cause adisapovowal of fit and proper test of House of Representative, productivity of Supreme Court and inefficiency of budget. An idea to improve should be taken by creating corporate culture, changing flow of supervision of House of Representative and emerging mutual trust between involved organs in relation to promote supreme judges. That idea intended to transform inconstitutionality of "rasio-based" relation of authority into "trust-based" relation of authority.
Penelitian ini mengkaji dua hal. Pertama, prinsip checks and balances komisi negara independen. Kedua, relevansi hak angket dengan komisi negara independen. Penelitian ini merupakan normative legal research, dengan pendekatan historis, konseptual, kasus, dan yuridis. Objek studi terhadap komisi negara independen meliputi KY,KPU, dan KPK. Hasil penelitian menunjukkan, (1)Tidak ada satupun komisi negara independen yang menegasikan paham konstitusionalisme. Masing-masing komisi negara independen melaksanakan fungsi checks and balances. (2) Tidak terdapat relevansi antara hak angket dengan komisi negara independen (KY-KPU-KPK). Secara historis, konseptual, dan yuridis normatif, membuktikan bahwa komisi negara independen tidak dapat menjadi subjek hak angket.
Studi ini difokuskan pada konsep pengujian formil undang-undang di mahkamah konstitusi. Riset ini bertujuan untuk memperoleh dua hal. Pertama, alasan kebutuhan uji formil di mahkamah konstitusi. Kedua, menawarkan konsep pengujian formil undang-undang di mahkamah konstitusi. Metode riset merupakan penelitian hukum doktriner dengan basis data sekunder. Hasil penelitian menunjukkan; (1) tiga hal yang menjadi alasan faktual kebutuhan uji formil dalam praktik pengujian di Mahkamah Konstitusi. Pertama, alasan konsepsi pengujian, kedua, perkembangan demokrasi dan ketiga, kebutuhan praksis.(2) Hasil penelitian ini membantah persepsi yang menyatakan bahwa uji formil tidak memiliki titik koordinat yang jelas dalam undang-undang dasar. Dengan menggunakan analisis Rubenfeld memperlihatkan bahwa, konstitusi juga mengakomodir perlindungan hak konstitusional warga negara dalam dueprocess of law making.
Bus terminal in its role to help facilitating transportation activities especially in the distribution process of passengers in a city currently is not functioning optimally, as happened in Terminal Seruni Cilegon, Banten. Terminal which has supported regional scale transportation services (categorized as B type) with additional operating for AKAP, it's still categorized as C-type terminal with an area of + 2 hectares, so that, both of main and supporting facilities have not been able to accommodate the functions of the current terminal activities. The function of this terminal which is still lacking, stimulate a behavior of public transportation, buses and passengers were reluctant to enter the terminal, instead they are moving to an area outside the Terminal, especially at area of Cilegon highway, which cause traffic jams in the area. The design issue is how to make a redesign concept of Terminal Seruni in Cilegon, Banten with the emphasis of wayfinding systems in facilitating user's mobility to provide efficient orientation. The objective is to improve the quality of the buildings and restore the function and activity of area of East Cilegon highway into the area of Terminal Seruni. The method used is a method of designing architecture with the emphasis of wayfinding system. The results obtained are redesign with the emphasis of wayfinding system in Terminal Seruni which is applied in the space program based on zoning and spatial layout to determine the user's movement; lane separation for pedestrians and vehicles which can be supported with tools to help the orientation; circulation that provides comfort and ease of movement for the user, both circulation of vehicles and humans so that it will increase the efficiency of circulation in Terminal Seruni; as well as the design of the building that representative through the presence of a landmark combined with a sign or other additional sensors to strengthen the identity of Terminal Seruni.
