The relevance of the digitalization process for policymaking is increasing every year, and it is the COVID-19 coronavirus pandemic that has highlighted the need for digital transformation, especially in education. Governments around the world are trying to minimize the negative effects of the COVID-19 pandemic and the forced transition to online learning. The global ambition to establish a continuous educational process. The digitalization process has its advantages and disadvantages, the process is scalable, and the field of education and policymaking covers virtually the entire population. The object of the study is the process of digital transformation of educational policy. The purpose of the study is to analyze and justify the directions of digitalization, modeling policy in education and science in Ukraine and abroad. The Organization for Economic Cooperation and Development of the European Union pays special attention to the digitalization of education. This process is being transformed through reflection in documents, policies, strategies, and more. The focus areas are the development and implementation of national digital skills strategies and the formation of national digital skills and digital jobs coalitions, according to the European Union Digital Skills and Jobs Coalition. In Ukraine, the development of digital skills of the population is one of the government's priorities in the process of digital transformation and is crucial for efficiency, stimulating the economy, creating jobs, and ensuring social progress. Over the past 5 years, several important documents have been adopted, projects and programs have been implemented to accelerate the digitalization process, and institutions responsible for the efficiency of digitalization have been created. Today, the main stakeholders in the implementation and implementation of the process of digitalization of educational policy are the Ministry of Education and Science of Ukraine and the Ministry of Digital Transformation of Ukraine – these are the founders and reformers in the formation of relevant programs, new directions in the education system, which are aimed at improving the digital literacy of the population.
The main purpose of the paper is to analyze the economic instruments for the implementation of strategic management in universities. Methodology. This study combines economic and managerial analysis of higher educational management. In this study, a set of general scientific and special research methods was used to achieve the goal of the study. The method of logical analysis of the literature was used. The functional, structural and economic analysis was used with purpose to research the main economic tools of realization strategic management in universities. Comparative analysis and synthesis methods were used to study different types of economic and strategic instruments. Using the method of generalization, conclusions and recommendations were made to improve the mechanism of strategic management used in the educational sphere. As the information base for the study the works of scholars in the field of strategic and educational management were used. Findings. The article analyzes the process of strategic management based on the concept of balanced scorecard in the university. The authors used an adaptive mechanism to develop and implement a strategy in the management system of the university. A set of indicators assessing the process of implementing strategic management was proposed. Management influence indicators, primary control factors, development indicators and financial outlook were analyzed. The management system of the university on the basis of strategic management was described, in which the correspondence between the economic indicators of the university and its organizational structure is presented. Challenges to the further implementation of strategic management in developing countries are considered. Practical implications. The results of this study form the methodological and practical basis for improving management processes in developing countries. The results of the study can become the basis for the formation of effective educational management, ensuring the continuous development of universities.
The article considered the conceptual support of strategic planning in the educational field. The concept of "Planning" was defined. The most significant factors determining the system of plans in the educational field were determined. Concepts that should be taken into account in planning processes in the educational field were listed. The importance of the planning system in the educational field was analyzed. Definitions covered by planning have been highlighted. The essence of planning was defined. Conceptual planning was considered. The concept of "strategic planning" was defined. The main directions on which the strategic planning of the educational sector is focused were determined. The factors that should be taken into account by the strategy in the educational sector were listed. The directions to which the intra-industry strategic planning is directed by its functional essence were determined. The importance of methodology in the study of strategic planning in the educational field was analyzed. The applied methods of strategic planning in the educational field were singled out and analyzed. Such methods include program-target, structural-functional, factor, indicative, balance, matrix methods and economic-mathematical modeling. The role of planning in the strategic management of the educational industry was defined. The concept of "Algorithm" and its role in the strategic management of the educational industry were considered. The main stages of strategic planning in the educational field were illustrated. The main tasks of strategic planning of the educational sector were listed. The basic principles of conceptual support for strategic planning of the educational sector were identified and analyzed. Such principles include legality, conceptuality, scientificity, systematicity, priority, transparency, complexity, segmentation, adaptability, variability, efficiency, competence, riskiness and responsibility. Options for dividing the principles of conceptual support of strategic planning of the educational sector into classification groups were considered. The importance of the basic principles of ensuring strategic planning of the educational sector was analyzed. Conclusions were made regarding the conceptual support of strategic planning in the educational field.
The article examined diagnostics in the system of strategic management of the educational sector. The importance of diagnostics in the conditions of unpredictable global challenges and the situation in the national economy and its segments was analyzed. The functioning of the educational sector and its segments in the conditions of martial law was characterized. Variability in the educational sphere under the influence of global challenges determines the need to apply the diagnostic methodology in the process of forming a mechanism for ensuring strategic management in the educational sphere. It was noted the importance of a constant well-founded study of the issue of effectiveness and efficiency of management in the educational field. The definition of the term "Diagnosis" was given. The importance of diagnostics for the strategic management of the educational sector was determined. The strategic importance of diagnostics as a method of studying the socio-economic system was analyzed. The main directions for which diagnostics are an important component of the management process were listed. Diagnostics in the system of the national economy were analyzed. The main reasons for the use of diagnostics as a tool of analytical activity in the system of strategic management of the educational sector were singled out. The main possibilities of diagnosis were listed. It should be noted that diagnostics in the process of forming strategic management decisions in the educational sector should provide an assessment of the development of relevant processes, phenomena, events, and influences, which is based on information about their actual state and affect the intra-industry potential of the object. The main tasks of the diagnosis process in the management system of the educational sector were determined. The main types of diagnostics for the system of strategic management of the educational sector were analyzed. The main principles of diagnostics in the system of strategic management in the educational sector were highlighted. The types of activities identified with diagnostics in the system of strategic management of the educational sector were identified. Conclusions were made regarding diagnostics in the system of strategic management of the educational sector.
Taking into account the society's demand on the efficiency of budget funds management, further optimization of budget expenditures, improvement of the quality of educational services, the strategy of providing textbooks and manuals for students of general secondary education and teachers should be developed and approved, the problem of development of standards of paper consumption for the production of textbooks was solved. manuals for modern printing equipment and their approval. The research was carried out using general scientific methods, in particular, theoretical generalization, methods of statistical analysis, graphic method of visualization of research results. The purpose of the article is to identify the features of development of directions of regulation of publishing of educational literature in Ukraine on the basis of adaptation of European experience, to develop approaches to creation of a system of standardization of production costs of printed materials. It was found out that in modern scientific literature the debate on the justification of the ways of development of the publishing and printing sphere, the necessity of real state support and standardization of production costs of printed products continues. The authors studied the trends in book publishing in countries with a high level of education and a developed educational literature publishing industry, which determines the demand for books and the development of the publishing industry. Systematized and analyzed information on the printing of textbooks and teaching aids in Ukraine, outlined the problems associated with the need to control the spending of budget funds. It was found that the current system of publishing educational literature in Ukraine is characterized by an insufficient level of achievement of target indicators in the use of state budget funds intended for the production of book products. Characterization of the main principles of activity of the largest publishing houses of educational literature in Ukraine was carried out on the basis of the indicators of the total circulation of books and by order of the Ministry of Education and Science of Ukraine. The consequences of the armed aggression of the Russian Federation for the domestic book publishing industry are analyzed, which require a shift of the emphasis of effective management to optimization and cost minimization. Due to the outdated and imperfect system of rationing, the necessity of the scientific institution to carry out complex preparatory work on the legislative regulation of technical standards of costs and standards of material waste in the production of textbooks and educational-methodical aids has been determined.
