Introduction. The scale and destructive consequences of the unlawful impact on cyberspace is a key problem of modern geopolitics, and cyber reliability is recognized as one of the most important security priorities by the subjects of international relations.Problem Statement. Monitoring of cyber incidents and anomalies in information and communication systems and prompt response to risks determined by cyber threats require the development of a system of indicators and criteria for cybersecurity assessment.Purpose. Summarize the international experience of assessing the cybersecurity, to position countries by their level of development in the global space, to identify strengths and weaknesses in cybersecurity management, and to ensure effective protection of cyberspace at the national level.Materials and Methods. Used the component indices of the international rankings characterizing the potential of the digital economy (ICT IDI, NRI, EGDI) and the participation of countries in the field of cybersecurity(GCI and NCSI).Results. It has been argued that cybersecurity ratings play the role of a kind of identifier of the relative advantages and vulnerabilities of the national cyber strategies, and indicate the need for their review in order tostrengthen protection against cyber-attacks and improve the cyber risk management system. In countries with a high level of economic development, which is largely based on the contribution of IT technologies to the national production, the cybersecurity potential is significantly higher, regardless of geolocation. The discovered correlation between GCI, information society development indices (IDI, NRI, EGDI) and GDPper capita confirms that the digital transformation of the economy and society acts as a key driver of economicdevelopment if the information- and cyber-security are assured only. The best practices are highlighted, andcritically weak segments of the national cybersecurity are identified.Conclusions. Using the NCSI indicators, the preparedness of Georgia and Ukraine to prevent the implementation of fundamental cyber threats and to manage cyber incidents and large-scale cyber crises is assessed.
The article describes the role of statistics in the economic and social policy setting, the development of public and private sector, and international relations. It is noted that the results of a global assessment of the domestic statistical system indicate that European standards for the quality of statistical information are used in official statistics bodies. At the same time, it is pointed out that the domestic statistical activities face unresolved problems associated with a significant burden on respondents, poor quality of primary data, etc. The methodological foundations and practical issues of monitoring the statistical potential of national statistical systems through the prism of the quality of statistical information production processes proposed by the Partnership in Statistics for Development in the 21st Century are investigated. There are 14 tools for assessing the statistical potential used in the international statistical practice for measuring and evaluating various aspects of national statistical data, including the performance of statistical institutions and the quality of their results. A multidimensional statistical potential indicator (SCI) of the World Bank is considered, which diagnostic framework evaluates the statistical methodology, data source, frequency and timeliness of the publication of the indicators reflecting the production of statistical information in a country, which are harmonized with individual global indicators of the SDG. The dynamics of the statistical potential of the national statistical system of Ukraine among 140 developing countries that borrow funds from the International Bank for Reconstruction and Development are analyzed. It is shown that the decreasing level of the statistical potential in Ukraine is associated with the following components: data sources, frequency and timeliness. To enhance the performance and strengthen the institutional capacity of the existing statistical system, it is proposed to take account of the indicators used for the assessment and monitoring of statistical potential in the methodological and practical activities of official statistics bodies. The need to improve quality, accessibility and comparability of the official statistical information is justified, and respective measures are proposed.
Taking into account the society's demand on the efficiency of budget funds management, further optimization of budget expenditures, improvement of the quality of educational services, the strategy of providing textbooks and manuals for students of general secondary education and teachers should be developed and approved, the problem of development of standards of paper consumption for the production of textbooks was solved. manuals for modern printing equipment and their approval. The research was carried out using general scientific methods, in particular, theoretical generalization, methods of statistical analysis, graphic method of visualization of research results. The purpose of the article is to identify the features of development of directions of regulation of publishing of educational literature in Ukraine on the basis of adaptation of European experience, to develop approaches to creation of a system of standardization of production costs of printed materials. It was found out that in modern scientific literature the debate on the justification of the ways of development of the publishing and printing sphere, the necessity of real state support and standardization of production costs of printed products continues. The authors studied the trends in book publishing in countries with a high level of education and a developed educational literature publishing industry, which determines the demand for books and the development of the publishing industry. Systematized and analyzed information on the printing of textbooks and teaching aids in Ukraine, outlined the problems associated with the need to control the spending of budget funds. It was found that the current system of publishing educational literature in Ukraine is characterized by an insufficient level of achievement of target indicators in the use of state budget funds intended for the production of book products. Characterization of the main principles of activity of the largest publishing houses of educational literature in Ukraine was carried out on the basis of the indicators of the total circulation of books and by order of the Ministry of Education and Science of Ukraine. The consequences of the armed aggression of the Russian Federation for the domestic book publishing industry are analyzed, which require a shift of the emphasis of effective management to optimization and cost minimization. Due to the outdated and imperfect system of rationing, the necessity of the scientific institution to carry out complex preparatory work on the legislative regulation of technical standards of costs and standards of material waste in the production of textbooks and educational-methodical aids has been determined.
Research problem. The process of becoming autonomous of higher education institutions should be based on the realization that university autonomy is a system of self-governance of universities.University autonomy involves the democratization of the educational process, increasing the responsibility of higher education institutions for the results of their work before society, as well as for the quality of education, responsibility for the implementation and observance of academic freedoms and values.The purpose of the article is to analyze various aspects of the process of formation of academic autonomy of domestic universities.To realize the goal of our research, the following theoretical and empirical methods were used: theoretical analysis, comparison and comparison -to determine the state of disclosure of the problem of research in modern pedagogical and psychological scientific literature, study of Internet resources, work experience of scientific pedagogical workers of higher schools of Ukraine -diagnosis (survey -questionnaire, conversation; observation -pedagogical observation, self-observation, testing).Scientific novelty. The need for a more detailed study of various aspects of the autonomy of modern domestic universities is determined.Conclusions. 1. The main directions that give rise to the autonomy of universities are: 1) education -scientific research; 2) education -education; 3) state administration -autonomy. 2. There is a need to update the role of personnel autonomy of the university in the field of concluding labor agreements (contracts) with scientific and pedagogical staff. 3. It is important to reduce the total time spent by the teacher on teaching work and redistribute it in favor of scientific research activities. 4. It is necessary to maintain the academic status that allows generating scientific achievements, educating the intellectual elite, forming the spiritual potential of society as the basis of the university's academic autonomy. 5. The essence and content of the principle of university autonomy needs further clarification.
The article describes the practical experience in organizing the first All-Ukrainian Olympiad on Economic Analytics and Statistics, aiming to improve the quality of professional training, increase the students’ interest to in their chosen profession and create conditions for students to acquire the necessary professional skills and abilities, and gain experience in educational and professional activities. The assessment of the foreign labor market for specialists in Statistics / Analytics / Finance, allowing to determine the relevance of the profession in the near future, is given. A review of the competencies of a statistics analyst, acquired by future specialists in domestic higher education institutions, is made. It is emphasized that formation of the professional competencies cannot be confined to individual disciplines or educational programs; it requires the conditions for the effective influence of educational technologies, methods, organizational forms, learning environments, including the participation of students in intellectual competitions and Olympiads. For understanding the structure and specificity of tasks at the first All-Ukrainian Olympiad on Economic Analytics and Statistics, examples of the tasks simulating various aspects and components of an analytical study are given. The results shown by the students participating in the Olympiad are analyzed in comparison with the current requirements to the professional competencies in analytics and statistics. The conclusion about the diagnostic function of Olympiad is made. The link to the web-site where the Olympiad materials are displayed, allows for using the innovative approaches to lecturing in higher educational institutions as part of the academic program for economic analysts. The current trends in support of gifted students are outlined, and proposals are made on how to improve the effectiveness of student Olympiads in Economic Analytics and Statistics. Measures for the potential implementation of “social lift” system for young statistics analysts are highlighted. It is stressed that the training of students for Olympiads can be a means elevating their professional and intellectual level, motivating their self-organization and self-realization, and increasing their overall statistical education. Further research will focus on feasibility studies and proposals related with adoption of new professions dealing with statistical analytics.
