The subject of the article was the analysis of the state regulatory policy in the field of securing foreign economic activity and the development of relevant directions for its adaptation in the conditions of martial law. In the study, the regulatory and legal support for the implementation of foreign economic activity in Ukraine was formed. Peculiarities of implementation of international trade activities in the conditions of martial law are determined. The losses of Ukraine's industrial potential during military operations are analyzed. The rates of decline of export and import operations during the period of martial law are estimated. Regulatory activity of the authorities with respect to stabilization of foreign economic activity and directions with respect to support of business entities have been studied. The conclusions highlight areas related to the support and activation of economic activity, which are aimed at creating the necessary conditions for the formation of a positive climate of innovation and investment, efficient and safe logistic flows, and a regulatory and legal field that is adapted to the standards of European countries.
The competitiveness of the personnel is a significant factor in the formation of the competitive advantages of the enterprise. In particular, due to the high qualification level of the staff, such competitive advantages in the functioning of the enterprise as effective implementation of innovations, improvement of product quality, achievement of high labor productivity are ensured. Increasing the efficiency of the operation of the enterprise depends on the management of the competitiveness of the personnel, for which certain measures should be proposed, among which the most relevant are the hr-tools for increasing and evaluating the competitiveness of the personnel as a component of the technologies of the professional development of the enterprise, which requires further research into certain issues. The purpose of the article is to introduce effective HR tools to increase the competitiveness of personnel as a component of the enterprise’s professional development technologies aimed at preserving and developing human potential, namely: ensuring effective employment; growth of wages and incomes; increasing the level of social security and social protection of employees; attraction of investments in continuous professional training at work; encouraging high motivation to work, creative realization of employees; striving for competitive advantages in work and continuous educational and professional development. The article examines the implementation of effective HR tools for increasing the competitiveness of personnel. The tools for increasing the competitiveness of personnel as a component of the enterprise’s professional development technologies are summarized and systematized. The essential characteristics and value of the competitiveness of the enterprise’s personnel as a component of the technologies of the enterprise’s professional development are determined. HR tools for increasing the competitiveness of the company’s personnel are given. The importance of the qualities of assessing the competitiveness of the company’s personnel was determined. A personnel incentive system was built based on the results of increasing the competitiveness of the company’s personnel. The results of the calculation of the integral indicator of the level of competitiveness of the management personnel of the enterprise are presented. Recommendations regarding gradations of results are substantiated by assessing the competitiveness of personnel as a component of the enterprise’s professional development technologies. Therefore, the level of competitiveness and attractiveness of the business, its ability to survive in the competition and function effectively in the market with a certain level of guarantee of profitability directly depends on the level of competitiveness of the personnel.
The article is devoted to topical issues of the development of the company's employees as an integral component of the personnel management strategy. The definition of personnel development was systematized. The components of the management structure of the professional development of personnel are considered. The task of planning and organization of management of personnel development of enterprises is outlined. The sequence of the organization of the process of professional development of personnel was studied. The main tasks of strategic personnel development are defined. The methods of personnel development and motivation in the system of strategic development of the company's employees are proposed.
Theoretical and methodological principles of medical institution competitiveness potential development management are explored in the article. The concept of medical institution competitiveness is considered as a complex, step-by-step, multifaceted, dynamic process involving the formation and implementation of management decisions and measures to sustainably increase competitiveness and dynamically increase competitive advantages and competencies of the medical institution on an innovative basis. It was found that the following components of the theoretical basis of medical institution competitiveness potential development management are the most widely used and studied among domestic scientists and practitioners: factors of competitiveness; the nature of the factors of influence; vectors, directions of competitiveness development and quality of medical services; principles, functions and patterns of development of competitiveness of medical institutions and services, etc. Therefore, it was determined that the delineation of these components is extremely important to consider in the process of developing a system of measures to increase the competitiveness of any medical institution, which will contribute to their efficiency and relevance. In the current Ukrainian and foreign publications, the problems of quantitative assessment of the level of medical institution competitiveness are covered quite widely. In these works, researchers argue the use of different approaches to calculate competitiveness indicators; advantages and disadvantages of certain methodological approaches; the need to take into account various factors in assessing the level of medical institution competitiveness etc. Various ways of applying the method of expert assessments in determining the level of competitiveness of organizations are proposed. The use of this method can often reduce the reliability and objectivity of research results. In general, the assessment of the level of competitiveness is currently carried out taking into account the influence of market factors, which usually give an incomplete description of the organization under study. Therefore, in order to obtain reliable results of competitiveness assessment, it is necessary to apply a system of complex factors that take into account the specifics of not only domestic medical organizations, but also medical services.
