The difficulties which the Russian Federation is facing in the social and economic spheres are connected with its integration into the world context, strengthened positions of the market economy, the perfection of the system of secondary and higher professional education, the innovative approach to training pedagogical specialists. Besides, the situation in the country facilitates the perception of managerial education as a constituent of global personal learning in the conditions of professional education whose main backbone is the manager able to meet the requirements of the new economic reality. Some experts forecast a specific "managerial revolution", which, as they say, will occur in the nearest future and become one of the reasons for our country to overcome the economic stagnation. It is suggested that "the human factor" and raising the qualification of managers will become key directions of Russia's social and economic development. Nowadays, providing the labor sector with managers of the new type, i.e. mobile, economically-minded, able to achieve good results in their profession due to the advanced level of their innovative entrepreneurial competence (IEC), is a complex task which is facing the secondary and higher professional education. In order to solve it, the government pays special attention to training specialists in the field of management, which is implied by official requirements to the content of the educational process presented in the most important federal documents: The Law About Education in the Russian Federation; The National Doctrine of Russian Education Development (till 2025) and others.
The dynamic development of modern information technologies and the electronic form of data presentation opened up new approaches to information resource management and an opportunity to organize the processes of publication, storage, and distribution of scientific research of university teaching staff at a qualitatively higher level. The study aims to assess the current state of the utilization of open scientific and educational resources by the research and pedagogical staff in their professional activities. The study presents a theoretical analysis of scientific developments on the issue of using open scientific and educational resources (OSERs) and open-access systems (OAS). The study results show that electronic professional periodicals, digital libraries, online conference platforms, scientometric databases, electronic social networks, and systems of digital identification of scientists and scientific publications are the OSERs most frequently used by university faculty. Moreover, the vast majority of university faculty are aware of the need to use OSERs in their own professional activities. Overall, the study results give evidence that professional advancement and internship programs for university teachers require further improvement. The issues of the selection, technical integration, and organizational and methodical introduction of information-analytical systems to support scientific research remain topical.
Based on the revealed contradictions between the needs of the labor market and the level of qualification of personnel, the article attempts to comprehend the current situation of integration of the potentials of the educational and professional communities in building the trajectory of career growth of students. The current mechanisms of building an ecosystem of professional education organizations, general education organizations and the business community are considered. The “ecosystem of personnel partnership” is discussed as a social environment that is formed for the purpose of productive development of the potential of students. It is a collaboration of teachers, employees of manufacturing companies and organizations, people living in this territory, education authorities and the labor market. The article analyzes the possibilities of the digital educational space as a link in the process of community integration and professional self-determination and self-realization of young people. The main technologies implemented in the integration process are systematized.
The aim of the study is to reveal the typical social and psychological opportunities and limitations of distance learning via the Internet. The study of scientific-methodical and pedagogical literature on the problem of social and psychological opportunities and limitations in distance learning in higher education institutions were used. The article presents the views of scholars on the theoretical aspects of social and psychological opportunities and limitations of distance education of university students. Different aspects of students' attitude to distance learning in the conditions of coronavirus pandemic spreading have been described based on a survey of humanities students. Based on the results of the research, three groups of opportunities and limitations of distance education of students ― pedagogical, information-technological, and psychological ― as well as their content have been identified.
