The article explores the issues of the objective approach to managing the educational process allowing to effectively update and monitor it. The study is aimed at organizing the processes of control and management of the quality of educational programs with reduced time costs. The authors have researched the processes of methodological support of the educational process and the corresponding documents of an educational organization. An information system for monitoring and managing the quality of educational programs has been developed. The authors have developed models of the problem area, allowing one to determine the bottlenecks in organizing education quality control. The results of the study are meant for the internal audit of educational services and carrying out the procedures of public control, accreditation, or licensing of an educational organization. They allow for the quantitative evaluation of the educational program content and unambiguous interpretation of the obtained result. For this, the authors have developed an objective system for assessing the quality of educational programs. The assessment includes a set of objective indicators with a certain significance: for example, compliance with certain standards, the use of relevant peer-reviewed literature, agreed forms of education, a point-rating system, etc. All criteria are divided into blocks, each of which has a corresponding conformity assessment system. The developed assessment scale unifies the quality monitoring procedure, reduces subjective evaluations, and ensures less time-consuming monitoring of the quality of an educational program at the different stages of its life cycle.
Abstract. On the basis of a civilized approach in an attempt to understand where and why it is necessary to seek the Russian educational space in ever-changing external conditions, this report analyzes the changes in the educational space of Russia, which occur under the severe pressure of globalization trends and the emergence of the information society. The author argues that at this stage it is important to determine the goals and values such that globalization is not degenerated into an equal dialogue of original cultures and the active, sometimes "knee jerk" imposition of modern ideals of the consumer society and Western values in other cultures. We consider binary oppositions in education: education that cares for culture and has a practical function. It is shown that in contrast to technological civilization comes an anthropocentric civilization, the basic idea of which is the presence of the human dimension in any knowledge about nature, society and their knowledge. Development of future strategies for the development of educational space of Russia, aiming to restart the system of values is already killing our civilization -it is here that is the most difficult but also the most important issue. It is proved that the purpose of renewal of education should focus on the transition from utilitarian and pragmatic education that focused largely on knowledge, skills and competences, to the humanist -education for personal development.
The digitalization of higher education has led to the emergence of new teaching methods, including mobile learning methods. The purpose of the study is to determine the prospects, advantages, and obstacles to the introduction of mobile learning in the university educational process in the context of the digitalization policy of education. The study presents the prospects for the introduction of mobile learning in the university educational process; identifies the main components of mobile learning, which ensure the effectiveness of the implementation of mobile technologies and types of mobile content that can be used in the university educational process; an analysis of each type has been carried out; the advantages and obstacles of the introduction of mobile learning are highlighted. In conclusion, mobile technologies allow introducing new forms of training organization, involving the interaction of learning subjects with each other not only during lessons but also outside them.
