Modern market economy imposes fundamentally different requirements for the quality of construction. Currently, the stable position of the construction company in the contracting market is determined by the level of competitiveness. In turn, competitiveness in construction is associated with three indicators - duration, cost and quality of construction. And the quality gradually comes to the first place. The concept of the national policy of Russia in the field of quality of products and services quite rightly emphasizes that the main task of the domestic economy in the XXI century is to increase competitiveness due to the growth of quality. The authors used the developed technology for practical use, and the article presents the results this application. The proposed mechanism for strategic planning of the construction company provides an opportunity to systematically approach the issues of finding ways to achieve the well-being of the company in the short and long term.
The article discusses methods and models for solving the problems of judicial-expert situations connected with debates between the customer and the contractor about negative consequences that resulted from the disagreement of measures of project realization effectiveness to the originally specified. A catalog of design solutions for the installation of special constructions is described, including information about cost, long-term, timing performances and possible technological methods, mechanical equipment, applied materials, transport needs, about the required quantitative and qualitative composition of work teams and sections. The algorithm of actions of the expert-builder at the solving the problem of evaluation of variants of design solutions for installation of special constructions is presented.
The paper presents the results of the study, which formed the methodological foundations for constructing a system of the urban programs’ rational planning in the field of housing and communal services and the urban environment, which provide intellectual support for decision-making. The use of the considered problems and proposed methods for their solutions is advisable to put into practice in informatization and computerization of the urban processes.

The paper provides a brief analysis of the current economic situation and the related changes in the construction sector. The main trends in the construction industry organizational component development associated with the introduction of modern software are considered. The scholastic and genetic algorithms for the construction process organizational components’ development are highlighted. In the technological aspect, the focus is on the automation and robotization of construction processes as well as the related changes and problems. The main, according to the authors, achievements of modern technology and the possibility of their widespread use and replacement of human labor by them are considered.
