This paper aims to analyse the impact of the hybrid cloud-based learning environment providing resources and services to implement interdisciplinary projects in the course of studies on the efficiency of education. A combination of modern methods of pedagogical studies was applied to address the set problems. The authors used theoretical methods, such as analysis, generalisation, comparison, synthesis, and systematisation of research literature and teaching aids providing visibility in terms of the current outlook of the analysed problem and developing and introducing a hybrid cloud-based learning environment to support interdisciplinary projects. The authors also used empirical methods, such as pedagogical experiments, to determine the impact of digital services in the hybrid cloud-based learning environment on students' performance in each discipline of interdisciplinary projects and their profiles in the course of the project. For numeric processing of research findings and statistical tests for objectivity, the authors used methods of mathematical statistics. The case is made for using cloud computing in the education of future professionals. Experimental analysis is conducted to determine the impact of the hybrid cloud-based learning environment providing resources and services to implement interdisciplinary projects in the course of studies on the efficiency of education. The positive impact is shown for the hybrid cloud-based learning in terms of students' progress. The results can make the basis for developing and introducing a hybrid cloud-based learning environment to support interdisciplinary projects. The scientific novelty of this study is underscored by the analysis of the impact of digital services of the hybrid cloud-based learning environment on the efficiency of educating future professionals in the course of an interdisciplinary project.
Logistics network arise when a transmission of material substance, material objects or energy, information and finance by links (channels) exist (for example, checked baggage on flights). The article proposes and substantiates the general concept of a logistics network for modeling any kind of service delivered by links between network nodes. The efficiency of each link of the network is defined as ratio of the volume of useful services at the outlet link to the volume of service, which has been spent at the input (for a certain period of time). The effectiveness of chain in the network is determined the same – as ratio of the volume of service at the output of chain to the volume of service at its input. The overall efficiency of the chain is calculated as the product of the efficiencies of its links and the efficiency of chain better, than less in it losses. The author introduces the concept of unprofitableness of service in such way that the total unprofitableness is equal to the sum of unprofitability chain of unprofitable parts of it, i.e., efficiency of links are multiplied, and their loss added. Thus, the antagonistic couple (efficiency unprofitability) turns out analogous to the pair (reliability, entropy) from communication theory and coding. The article presents the possible interpretations by the offered logistic model: energy, material, information and financial network. The algorithms for information support of logistics networks are offered: two algorithms for finding the most effective chain from a specified mentioned one node to another, and two algorithms for finding in the network guaranteed a minimum level of service (between any pair of unspecified nodes). The authors demonstrated an example of the application of the algorithm for finding the most efficient energy chain from the substation to the specified customer in the specific energy network.
The chosen topic relevance is caused by a fact that in modern realities of economic development small businesses act as key units of the development of Russia. The small business enterprises efficiency is determined by several advantages in comparison with larger enterprises: 1) satisfaction of market requirements with such goods and services that larger industries do not produce for economic or other reasons; 2) high capital turnover; 3) usage of innovations. Small businesses have significant growth potential and flexible market behavior, which give them the opportunity for survival and development. And with that, in order to fully exploit this potential, it is necessary to provide access to resources that would allow small businesses in practice to carry out an active business in the current market conditions. The economic downturn in 2014, which resulted from both the structural problems of the Russian economy and a sharp deterioration in the foreign policy situation negatively affected the financial and credit market, in particular - in the segment of credit and financial support for small and medium businesses. The purpose of research - to consider the problems of small business development in Russia. The article provides an analysis of the current situation of small businesses; it is shown that the major companies are concentrated in the Central Federal District, which is due to historical and geographical preconditions. The article outlines the main problems of development of small business in Russia at the turn of XX-XXI centuries. The authors analyze the main key areas of public policy in promoting the development of small business and identify priority measures to overcome the crisis, including in the field of finance and credit support to small businesses.
The article focuses on one of the defining aspects of the existence of the territory as a regional formation. It is considered not as a factor, an inert environment, or a resource, but as an independent acting origin that creates an environment for the formation of region-forming ties and plays a huge role in the regional development processes. These circumstances, in particular, allow studying the development of the region from the standpoint of territorial interests, to define it as a (self-) managed territorial formation.
