AbstrakPenelitian ini dilatarbelakangi oleh pentingnya implementasi kebijakan pemerintah tentang sistem informasi administrasi kependudukan (SIAK) tentang penanganan KTP-El telah berhasil atau tidak berhasil dengan meninjau pelaksanaan kebijakan pemerintah yang didasarkan pada hukum Negara Indonesia RI Nomor 24 tahun 2013 tentang Administrasi Tempat Tinggal. Penelitian ini dimaksudkan untuk mengetahui bagaimana implementasi SIAK dalam penanganan KTP-El dan untuk mengetahui kendala apa yang sedang dalam proses. Metode yang digunakan dalam metode kualitatif penelitian ini dengan pendekatan deskriptif. Teknik pengumpulan data dilakukan dalam penelitian ini melalui dua cara, antara lain melalui data sekunder (buku, karya ilmiah, dokumen / arsip) dan diperoleh dari lapangan, observasi dan wawancara). Dari hasil penelitian dapat diketahui bahwa penerapan SIAK tentang pengelolaan KTP-El belum maksimal, karena masih ada beberapa kendala dan belum memiliki Peraturan Khusus di kantor kecamatan Kota Medan Baru Kota Medan, sehingga ada masih banyak yang perlu dibenahi. Ini ditinjau dari 4 model implementasi kebijakan menurut Edward III, yaitu komunikasi, disposisi / sikap, sumber daya, dan struktur birokrasi. Dalam penelitian ini, peneliti juga mendapatkan pemahaman baru bahwa dalam penerapan SIAK pada manajemen layanan negara KTP-El yang baik tetapi akan menjadi aparatur yang baik tidak hanya menjalankan kegiatan administrasi kependudukan, tetapi juga perlu memperhatikan dan peduli untuk kebutuhan publik. Abstract This research has been deceived by the importance of implementation of a of a government policy on the residency administrative information system (SIAK) about handling KTP-El has succeeded or did not succceed by reviewing the implementation of government policy which is based on the law of Indonesian RI country Number 24 in 2013 about The Administration of Residency. This study is meant to know how SIAK is implementation in the handling KTP-El andto find out what constraints are in the process. The methods are used in this research's qualitative methods with the descriptive approach. The data collecting technique was carried out in this research through two ways, among others through secondary data (books, scientific papers, documents/archives) and obtained from field, observation and interview). From the research result it can be seen that the implementation of SIAK about the management of KTP-El has not been maximal, because there are still some obstacles and not yet have Special Regulation in the district office of Medan Baru Medan city, so there is still much need to be addressed. It is reviewed from 4 models of policy implementation according to Edward III, ie communication, disposition/attitude, resources, and bureaucratic structure. Dalam konteks Undang-Undang No 32 Tahun 2004, pemerintahan desa terdiri atas Pemerintah Desa dan Badan Permusyawaratan Desa (BPD). Analisis data dalam penelitian kualitatif dilakukan pada saat pengumpulan data berlansung, dan setelah pengumpulan data pada periode tertentu. Pada saat pengumpulan data, peneliti perlu memperhatikan komponen dalam menganalisis data seperti mereduksi data, penyajian data, dan verifikasi data. Hasil penelitian Pelaksanaan Fungsi pengawasan Badan Permusyaratan Desa (BPD) di Desa Marihot Dolok dalam pemerintahan desa sudah berjalan dengan baik. This study aims to determine the Implementation of UNBK in Parulian 1 High School in Medan 2016/2017 Academic Year and to know the Implementation of UNBK in 2016/2017 Academic Year in Parulian 1 High School in Medan. In research using a qualitative descriptive approach that is a research method that requires in-depth understanding and focus on the implementation of the Computer-Based National Examination (UNBK) in the 2016/2017 Academic Year. The results of the study that the implementation of computer-based national exams (UNBK) in Parulian 1 Medan Private High School in the 2016/2017 academic year were reviewed from 6 indicators of Van Meter Van Horn theory implementation which included: (a) Standards and objectives of policy objectives, (b) Resources , (c) Characteristics of implementing organizations, (d) Communication between related organizations and implementation activities, (e) Disposition or attitude of implementers, and social, economic political environment shows Implementation of computer-based national exams (UNBK) at Parulian Private High School 1 Medan in the 2016/2017 Academic Year was constrained by facilities and infrastructure and there was no training related to the implementation of UNBK so that the Private High Schools joined the Chairperson of Rayon as a pilot school for the next school year. The conclusion that researchers obtained The implementation of computer-based national exams (UNBK) in Parulian 1 Medan Private High School in the 2016/2017 school year was constrained by facilities and infrastructure and there was no training related to the implementation of UNBK.
<h1>The function of regional autonomy is to regulate and manage government affairs in the region, the implementation of regional autonomy has an important influence for each region to be more creative in utilizing existing economic resources in the region for the successful implementation of development in the region. In this case the Central Aceh District Government seeks to explore the potential of funds that can increase Regional Original Revenue, one of which is from the Transportation sector. The problem that was formulated was "How is the development of the contribution of the Transportation Sector to the Original Regional Revenue (PAD) of Central Aceh District of Takengon City in 2016-2017. The purpose of this paper is to find out the magnitude of the development of contributions from each field and the Technical Implementation Unit (UPT) at the Department of Transportation to Regional Original Revenue in Central Aceh District. In this study the author uses descriptive methods with qualitative data analysis where researchers are key instruments, data collection techniques are done by triagulation (combined). Based on the discussion, it can be concluded that, revenues from the transportation sector collected from each Field and Technical Implementation Unit (UPT) in the Transportation Agency within 2 years tend to decline from the previous year, which only increased from the results of parking service fees on the edge of public roads and regional wealth usage levies.</h1><h1> </h1>
