The aim of the research is to analyze the problem of inclusive education in Ukraine in the context of world trends. According to its philosophy, each school should be inclusive, which implies the readiness of the school to accept every child with SEN at any time, the desire to create the most favorable educational environment that will serve the development of its potential. According to the results of the analysis, we also conclude that Ukrainian scientists pay more attention to issues of inclusion related to higher education (foreign experience, features of teaching students with inclusion, training future teachers to work with children with disabilities, etc.). Meanwhile, in our opinion, the theoretical and methodological principles, pedagogical conditions, practical methods of organizing inclusive education of children with various types of developmental disabilities are insufficiently studied. This, among other things, highlights the scientific problem raised in our study. Thus, the attention of the Ukrainian state to people with SEN, European-oriented social educational policy is evidenced not only by the reduction of the number of boarding schools, orphans and children deprived of parental care there, but also the dynamics of growing enrollment of children with SEN in inclusive special classes of secondary schools (in 2020/2021 academic year compared to 2015/2016 academic year this amount increased by 7% (from 5.3 thousand to 5.7 thousand). As a result of the development of inclusive education over the past five years, the number of students with SEN covered by inclusive education has increased more than 6 times, and the number of inclusive classes in secondary schools has increased 7 times. Similar changes have taken place in the staffing of inclusive education. Inclusive education and upbringing of children with SEN is a long-term strategy that is considered not as a local area of work, but as a systematic approach to organizing the activities of the general education system in all areas in general.
Abstract. The Ukrainian scouting movement on western Ukrainian territories reached the highest level during the interwar period. Despite the relative integrity it had its own features in Galicia, Volyn', on Bukovyna, Transcarpathia. As living conditions turned out to be peaceful, old plast centres started to form in schools. "Plast" in Galicia was an example of inheritance and incentive to the development on other western Ukrainian territories and in emigration.The figure of famous Hutsul plastun Michael Gorbovy (1896 -1941) is very interesting and multidimensional. Indeed, it is a symbolic name in the history of Ukrainian scout organization. He was a member of many national public organizations. With his name economic and cooperative activities of "Plast" in Gutsulschina are connected. He was the organizer of craft departments of "Plast". The unicity of this disjoint person is expressed in his great love for Ukraine and responsibility for its future. Gorbovy considered physical, moral and national-patriotic education of children and youth as his main task. He strived to spread the idea of Ukrainian scouting among wide groups of people. For this work on 22th of May, 1924 he was awarded with a plast title of a scoutmaster. Michael Gorbovy formed national consciousness, high spirituality, love of God and Ukraine among youth for the "great aim" which is to build an independent Ukrainian nation.Experts qualify current spiritual and moral state of the Ukrainian society as "crisis". School is not able to fill the educational vacuum which has appeared after the elimination of the Pioneer and Komsomol organizations. No new alternative children's institutions have been suggested. In such a difficult situation the experience of the activity of the Ukrainian scouting movement may be useful. Creative and practical achievements of "Plast" leaders as key figures and main carriers of the plast's educational methods are especially important. These include a figure of the leader of the Ukrainian Scouting movement in Gutsulschina, Michael Gorbovy.

The aim is to analyze the leading directions of volunteer activity of Ukrainian students in the field of medical, social assistance, education of children, youth and adults in Galicia (end of the 19th – 30s of the 20th century). Materials and methods: The study uses a number of scientific methods: chronological, historical, specific search, content analysis – provide selection, analysis of the source base, allow to identify general trends, directions of development, achievements and gaps of the Ukrainian student movement in Galicia in the field of medical, social care, education and enlightenment of children and adults in the late XIX – 30s of the XX century; extrapolation and actualization – focus on creative thinking, adaptation and use of this historical experience under the current conditions. Conclusions: Voluntary activity of Ukrainian students (end of the 19th – 30s of the 20th century) is an interesting peculiar phenomenon not only in national, but also in European history, which has real achievements and deserves a scientific and theoretical understanding from the standpoint of today. Student volunteer experience in the field of social and medical protection of children and adults, education, cultural development, promotion of a healthy lifestyle, dissemination of sanitary and hygienic knowledge, medical counseling can be useful and instructive now, when Ukraine is fighting against the Russian aggressor. We outline the volunteer activity of students who belonged to the “Medychna hromada” society (1910-1944) as a national phenomenon of the organization of public medical care of the population of Galicia, which has no analogue in the history of Ukrainian medicine. It is primarily about a high degree of civic self-awareness, patriotism, self-sacrifice for the benefit of the Ukrainian people, the provision of medical services to low-income sections of the population, widows, orphans, disabled people, veterans of the Great War, medical care of children and youth, etc. – all this inspires modern doctors who provide assistance to soldiers of the Armed Forces of Ukraine, wounded in hospitals, internally displaced persons, etc.
The current period of social development is characterized by important processes that take place in the student environment. Under the influence of various social and political factors, new forms of thinking appear, specific values and value orientations are formed. The formation of value orientations among schoolchildren becomes particularly acute in modern society, which today is characterized by social instability, a crisis of spirituality, morality, and neglect of legal norms. Such a situation brings to the fore the problems of forming a new person, their consciousness and self-awareness, life values, spiritual forces, opportunities and abilities. In pedagogical science, the concept is interpreted as a system of views, which is significantly different from its theory or methodology due to the fact that the concept cannot be a finally verified constructor. It needs constant refinement, its theses can be debatable and require verification by facts, require the formulation of trends and regularities. The article analyzes the leading regulatory and legal documents containing relevant provisions on the foundations of the value-forming concept of personality education: State national program "Education" ("Ukraine of the 21st century"), The Law of Ukraine "On Education", the National Strategy for the Development of Education of Ukraine for the period until 2021, Concept of national education of student youth, Program of Ukrainian patriotic education of children and student youth, The concept of the New Ukrainian School, the regional targeted social program of national-patriotic education of children and youth for 2021-2025, approved by the Ivano-Frankivsk Regional Council. We also highlighted the relevance of building and implementing the concept of raising children and youth, highlighted the purpose of the concept of raising children and youth, and characterized the main principles of building the concept.
