The facts show that there are many negative public reports and complaints regarding the performance of the AGO. These reports are examined first, before being given a recommendation to the Attorney General. As the external supervisor of the Public Prosecution Service, the Prosecutor's Commission has the task of supervising, monitoring and evaluating the behavior of prosecutors and public prosecutors. Complex land disputes from time to time have increased both in quality and quantity. The cause is due to the needs of increasingly complex land use while minimal land availability. In addition, the cause can be triggered by any regulations that overlap and occur disharmony in its implementation. This problem is coupled with the lack of legal understanding in society due to acts committed on its soil and the publication of the registration system, which adopts negative publications, opening the faucet lawsuit and objections from other parties on the ground registered. Inequality in land ownership and the certificate and the use of land that is not following the location permit, allotment, use, and utilization of the land made into the complex problems of land disputes. This condition needs to be made to seek justice, legal protection, and law enforcement, namely the judiciary. In addition, the settlement of land disputes can flow through administrative channels that BPN, Mediation, Reconciliation, and ADR, which action significantly contributed to the completion of land disputes. Abstract:Complete systematic land registration is a government program aimed to reduce land disputes in Indonesia. In 2018 Gunungkidul Regency became one of the regions that received PTSL quotas 78,750 land. The quota given to the Gunungkidul area is fairly high, considering that up to now there are still around 40% of the land in Gunungkidul Regency not yet certified. The implementation of PTSL in Gunungkidul Regency in 2018 there are still many obstacles, especially during the measurement process that results fulfilled delimitation contradiction. Factors that hinder the implementation of delimitation contradictory PTSL in Gunungkidul include landowner who use temporary boundaries from teak tree/wood so the land boundaries are not clear and make difficult for measurement officer, the absence of the parties at the time of measurement caused of land ownership from outside parties/ change of ownership of land rights by outsiders. The approach used in this study is empirical juridical. The study is conducted by examining data or samples that have been collected in the field reseach, then analyzing Government Regulation No. 24 of 1997 on Land Registration and practice in implementation of land registration. Abstrak:Pendaftaran tanah sistematis lengkap merupakan suatu program pemerintah yang ditujukan untuk mengurangi sengketa tanah yang ada di Indonesia. Pada tahun 2018 Kabupaten Gunungkidul menjadi salah satu wilayah yang mendapat kuota PTSL dengan jumlah 78.750 bidang tanah. Kuota yang diberikan untuk wilayah Gunungkidul terbilang tinggi, mengingat sampai saat ini masih ada sekitar 40 % bidang tanah di Kabupaten Gunungkidul belum bersertifikat. Pelaksanaan PTSL di Kabupaten Gunungkidul pada tahun 2018 sendiri masih mengalami banyak hambatan, terutama pada saat proses pengukuran yang mengakibatkan tidak terpenuhinya asas kontradiktur delimitasi. Faktor-faktor yang menghambat pelaksanaan asas kontradiktur delimitasi dalam PTSL di Gunungkidul antara lain masih ada pemilik tanah yang menggunakan batas sementara berupa pohon jarak/kayu sehingga batas tanahnya tidak jelas dan menyulitkan petugas dalam pengukuran, tidak hadirnya para pihak pada saat pengukuran yang disebabkan karena adanya penguasaan bidang tanah oleh pihak luar/berpindah tangannya kepemilikan hak atas tanah oleh pihak luar. Pendekatan yang digunakan dalam kajian ini yaitu yuridis empiris. Kajian yang dilakukan dengan cara meneliti data atau sampel yang telah dikumpulkan dilapangan, kemudian menganalisis antara Peraturan Pemerintah No. 24 Tahun 1997 Tentang Pendaftaran Tanah dan praktek dalam pelaksanaan pendaftaran tanah. This paper discusses the UUPLH as the basis of Indonesia's environmental policy to prevent and overcome environmental pollution and destruction. A good and healthy environment is created; ecological law enforcement uses state administrative law instruments, civil law, and criminal law. At the law enforcement level, there are many obstacles. Due to the unclear formulation of offenses and various sanctions, the proof is quite difficult, except in being caught red-handed. Strictly speaking, preventive and repressive law enforcement measures against forest and land fires cases and their ecosystem impacts are still not adequate. This fact can be seen from the lack of resolution of forest and land burning issues that have been submitted to the court, and even almost none of the perpetrators of forest and land logging were charged with the legal sanctions above. As for the culture of law culture, the cases of forest and land fires are certainly large-scale corporations, which can even control political power. The state, in this case, state administrators, should consistently target corporate crime and focus on law enforcement efforts using available instruments.
<p>Tulisan ini menjelaskan tentang peranan Sri Sultan Hamengku Buwono IX dalam menegakkan kemerdekaan negara Republik Indonesia. Di masa kemerdekaan Sultan dengan pemerintahan di Yogyakarta senantiasa mendukung Pemerintahan RI seperti mengirim surat ucapan selamat kepada Bung Karno dan Bung Hatta sehari setelah proklamasi kemerdekaan dan tahun 1946 ibukota Negara di pindah ke Yogyakarta karena suasana yang tidak menentu di Jakarta akibat serbuan tentara Belanda. Kantor dan gedung milik kesultanan dipinjamkan untuk kantor Pemerintahan RI tempat tinggal jawatan pemerintahan. Sultan juga membuka kas kerajaan untuk membiayai Pemerintahan Republik Indonesia di Yogyakarta itu. Pada tanggal 1 Maret 1949 Sultan menjadi salah satu tokoh sehingga serangan tersebut bisa terwujud menguasai ibukota RI di Yogyakarta sehingga membuktikan bahwa pemerintah RI masih efektif.</p>Kata Kunci: Hamengku Buwono IX, peranan, kemerdekaan.
