Desa Randuagung terletak pada Kecamatan Sumberjambe, Kabupaten Jember, Provinsi Jawa Timur. Desa ini memiliki tujuh dusun, yaitu Dusun Sumber Malang, Dusun Sumber Kokap, Dusun Janggleng, Dusun Sumber Tengah, Dusun Pandean Patemon, Dusun Mumbul dan Dusun Gumuk Srayu. Sebagai pondasi dasar implementasi Undang-Undang Nomor 25 Tahun 2004 tentang Perencanaan Pembangunan Nasional dan Peraturan Menteri Dalam Negeri Nomor 114 Tahun 2014 tentang Pedoman Pembangunan Desa melalui pembangunan partisipatif, maka hasil observasi yang telah dilakukan diketahui jika permasalahan yang dihadapi oleh Pemerintah Desa Randuagung adalah kurangnya keterlibatan masyarakat desa dalam memberi masukan pada saat pelaksanaan musrenbangdes serta aparatur desa mempunyai permasalahan dalam pembuatan penyusunan, pelaporan dan pertanggungjawaban karena keterbatasan keilmuan dan kualitas sumberdaya manusianya. Solusi dalam menghadapi permasalahan tersebut adalah dengan memberikan pengetahuan, pelatihan dan tata cara bagaimana cara untuk menyusun dan membuat dokumen RPJMDesa sesuai dengan kondisi desa serta memberikan sosialisasi terkait proses pembuatan dokumen RPJMDesa kepada masyarakat Desa Randuagung. Target luaran dari pelatihan pembuatan dokumen RPJMDesa ini adalah untuk meningkatkan pengetahuan masyarakat dalam menyusun dokumen RPJMDesa, meningkatkan pengetahuan dan keterampilan masyarakat dalam mengembangkan potensi desa, serta mendorong masyarakat untuk berpartisipasi dan berperan aktif dalam proses pelaksanaan pembangunan desa melalui pelatihan pembuatan penyusunan dokumen RPJMDesa Randuagung.

Village Ministerial Regulation No. 3 of 2015 mandates the Village Assistant to assist the Village Government in order for the Village Government to run according to the regulations, namely transparent and accountable. One of the Village Assistant's demands is to build and develop a Village Owned Enterprise which is one of the four pillars of village development priority. The village government of Glingseran is a village that owns a village owned enterprise. Therefore, it is expected that the Village Assistant should make efforts to make the Village Owned Enterprise able to support the economy of the village community and increase the village's original income (PAD). In this research, the researcher tries to examine the efforts of the village assistant in the empowerment of the village-owned enterprise in Glingseran village, Wringin sub-district, Bondowoso regency. The method used in this research is qualitative with descriptive approach. The result of the research found by the researcher is the efforts of the village counselor and the local village facilitator in the empowerment is good enough to be seen from the tasks that have been implemented by the village counselor to empower the village owned business enterprise successfully that is with the increase of business unit business unit into 3 business units that is rengganis tourist village, party equipment rental and savings and loan women. And the village facilitators perform their duties in accordance with the Standard Operational Procedures established by the Ministry of Village, Development of Disadvantaged Regions and Transmigration of the Republic of Indonesia as well as the opening of employment opportunities, and the increase of the village's original income (PAD) Glingseran.

Electronic Integrated Licensing Services or Online Single Submission, hereinafter abbreviated as OSS, are Business Licenses issued by OSS Institutions for and on behalf of ministers, heads of institutions, governors, or regents/mayors to business actors through integrated electronic systems. Jember Regency as one of the Regencies that have implemented OSS,began to implement it in 2018. This service is a government effort to simplify business licensing and create an integrated licensing service model that is fast, inexpensive and certain. In this study the researchers used the Edward III Theory of communication, bureaucratic structure, disposition and resources. The results of this study show that Jember’sInvestment and Integrated One-Stop Service is not yet optimal in carrying out its duties, because in the bureaucratic structure no SOP for this policy resulting in overlapping responsibilities because the organizers are responsible for serving Single Online services Submission (OSS) also serves services manually. In addition, even though the Jember regency government has conducted licensing related online, there are still many people and business people from those who are processing the permits to the One Stop Integrated Investment and Service Office of Jember Regency.
