Technological development has helped the local governments to provide information and services to the community, one of which is Smart City, a comprehensive and integrated application system which can be accessed quickly by the public and improves the duties and functions of local governments. Smart City has been implemented in various cities in the world and has proven to be able to solve various problems quickly. This information system should be able to be used by local governments to create effectiveness and efficiency in performance by analyzing organizational data for further policies. This paper aims to obtain an overview of the concept of smart city strategy and its implementation in Jember Regency. This research used literature review methodology through the concept of a model of implementing GSCM in smart government by paying attention to the artificial intelligence aspects. The conclusion of this paper is that the smart city development strategy is pursued by adjusting the potential and conditions in Jember Regency, which is of course, by analyzing some of the challenges and readiness for innovation through the GSCM concept.
The purpose of this study are: 1) to provide an overview of the contribution of the receipt of parking fees to the original revenue of Jember; 2) to provide an illustration of the management of a good parking levy management, so as to increase the original revenue from the parking retrbusi sector. Source data obtained from primary data and secondary data. In this descriptive quantitative research, data collection was obtained through interview technique, non participant observation and documentation study. After all the data collected then analyzed with quantitative descriptive data analysis techniques. Urgency or primacy of this research include: 1) contributing theory to the development of science, especially in the field of governmental sciences; 2) To give thought contribution to related institution in Jember Regency about the importance of parking levy management management so that it can increase the original revenue of the area from the parking charges; 3) this study is also expected to be a reference material for further researchers who want to research the same topic.
Village Ministerial Regulation No. 3 of 2015 mandates the Village Assistant to assist the Village Government in order for the Village Government to run according to the regulations, namely transparent and accountable. One of the Village Assistant's demands is to build and develop a Village Owned Enterprise which is one of the four pillars of village development priority. The village government of Glingseran is a village that owns a village owned enterprise. Therefore, it is expected that the Village Assistant should make efforts to make the Village Owned Enterprise able to support the economy of the village community and increase the village's original income (PAD). In this research, the researcher tries to examine the efforts of the village assistant in the empowerment of the village-owned enterprise in Glingseran village, Wringin sub-district, Bondowoso regency. The method used in this research is qualitative with descriptive approach. The result of the research found by the researcher is the efforts of the village counselor and the local village facilitator in the empowerment is good enough to be seen from the tasks that have been implemented by the village counselor to empower the village owned business enterprise successfully that is with the increase of business unit business unit into 3 business units that is rengganis tourist village, party equipment rental and savings and loan women. And the village facilitators perform their duties in accordance with the Standard Operational Procedures established by the Ministry of Village, Development of Disadvantaged Regions and Transmigration of the Republic of Indonesia as well as the opening of employment opportunities, and the increase of the village's original income (PAD) Glingseran.
Program Revitalisasi Sektor Pertanian telah dilaksanakan di Kabupaten Situbondo sejak beberapa tahun yang lalu, tetapi kontribusi sektor pertanian terhadap Produk Dometik Regional Bruto berdasarkan lapangan usaha periode 2011-2016 mengalami penurunan cukup signifikan. Oleh karena itu, tujuan tulisan ini adalah mengkaji profil kelembagaan petani dalam pelaksanaan program tersebut dikaitkan dengan kinerja sub sektor pertanian tanaman pangan. Metode penelitian yang digunakan adalah metode deskriptif kualitatif melalui teknik survei dan untuk menjawab tujuan penelitian, maka digunakan analisa desktriptif dengan penyajian model tabel frekuensi. Hasil penelitian menunjukkan bahwa Rata-rata kondisi profil kelembagaan petani di daerah penelitian dalam kondisi cukup baik ditinjau dari aspek aspek kualitas SDM, Lamanya berdiri, jenis dan status kelembagaan, bentuk organisasi, dan pola hubungannya dengan petani tanaman pangan. Dampak kondisi profil tersebut tidak banyak berpengaruh nyata terhadap peningkatan kinerja sub sektor tanaman pangan antara sebelum dan sesudah pelaksanaan program revitalisasi pertanian.
