Abstract. The article is devoted to consideration of mechanisms of evaluation of the MOOC in the global context and to the development of the Russian e-learning market. The criteria and mechanism for assessing the quality of online courses by consumers in the development contest of the Russian electronic digital environment are proposed. The approbation of the proposed mechanism was carried out and conclusions were made on the significance of the quality assessment of MOOC with their implication in the educational process.
Overview of regulation of internal and external education quality rate has been presented. The development of regulation an independent assessment of higher education in Russia in the context of ESG has been considered. Authors noticed, that instruments of internal and external quality rate interact in Russian legislation insufficiently.
Abstract. In the paper, general approaches to evaluation of quality of engineering education in Russia, stated by expert community, are considered. The authors arrived at the conclusion that attention to internal evaluation mechanism of the education quality in Russian normative framework of higher education system is insufficient, as compared to European higher education practices. A pattern of involving the students in the internal evaluation of higher education quality is submitted to be a tool to develop the quality of engineering education. The pattern is been piloting in the framework of All-Russian project "Involving of Students of Higher Educational Institutions in Evaluation and Development of Education Quality "High-Quality Education".
The purpose of this article is to describe possible approaches to transforming the management of the educational program into an educational institution of higher education in the context of implementing the principles laid down in the Standards and Recommendations for Quality Assurance in the European Higher Education Area (ESG), as well as the updated Russian state higher education standards (RSHES 3 ++). The article analyzes the ESG, examines the main models of managing educational programs, as well as their possible transformations in terms of the formation of mechanisms for internal assessment of the quality of educational activities and the training of students, introduced in the updated federal state educational standards.
Abstract. The evolving mechanisms of e-learning leads to new challenges for traditional institutions of higher education. Different countries adopt various mechanisms for their harmonization and integration of the MOOC to the educational process. The Russian system of higher education is distinguished by rigidity of its standards and the requirements both to the educational process and to the results of education. This had significantly complicated the implementation of the MOOC in the educational programs of Russian universities. Changes in the legislation and the adoption of a strategy for the development of the digital educational environment in the Russian Federation has provided new opportunities to Russian universities in this regard. The article is devoted to various options, mechanisms and practices for the credit transfer of e-learning by Russian universities, which were revealed during the monitoring of their legal acts placed in the open sources.
