The public open space in the city center is the identity of a city, which is a gathering place for the community for conducting activities, trading, celebrating, or just spending their spare time. Banda Aceh government has launched Aceh market area as one of historic area (heritage) as well as strategic area of Banda Aceh city. The purpose of this study is to identify factors that led to the transition of function and suitability of the arrangement of public open space facilities through Jhon Lang's theory of Urban Park Design Indicators and RTRW Banda Aceh City 2009-2029. The research methodology used is mixed methods with descriptive analysis. The result of the research shows that the arrangement of public open space facility in Pasar Aceh area has not been in accordance with Urban Design Indicator and RTRW Banda Aceh City 2009-2029. Those become the factor causing the shift of public open space function in Aceh market area. The lack of strict rules governing the parking of vehicles and street vendors also become factors causing the transition of public open space functions in the Aceh market area. Data obtained from the results of the study were analyzed by using SWOT. The SWOT analysis where obtained thre alternative strategy could be applied are : implementation of rules on arrangement and utilization of public open space in the Aceh Market area to be well ordered; implementation of rules with clear law enforcement will discipline street hawkers and motor vehicle owners who abuse public open space function in Aceh Market area; providing public open space supporting facilities and infrastructure in Aceh Market area in accordance with the theory of Urban Park Design Components and Indicators, RTRW Banda Aceh City 2009-2029.
Rumoh Aceh merupakan aset budaya dan identitas daerah Aceh dengan segala kearifan lokalnya. Saat ini Rumoh Aceh mulai kurang diminati oleh masyarakat, Keberadaannya mulai tergantikan dengan kehadiran rumah-rumah modern yang berkonstruksi beton. Informasi mengenai teknologi konstruksi arsitektur Rumoh Aceh zaman dahulu ingin diangkat kembali sebagai media pembelajaran untuk generasi milenial saat ini mengingat keberadaan Rumoh Aceh yang sudah mulai punah.Penelitian awal ini bertujuan untuk menggali orisinalitas sistem konstruksi Rumoh Aceh agar dapat terdokumentasi dengan baik mengingat pekerjaan konstruksi Rumoh Aceh hanya dilakukan oleh utoeh secara turun temurun tanpa ada guideline secara tertulis. Metode yang digunakan adalah metode kualitatif deskriptif yang meliputi survey dan pengamatan lapangan (observasi), wawancara dengan tukang/utoeh serta tokoh-tokoh yang memiliki pengetahuan sejarah dan kontruksi Rumoh Aceh, serta merujuk pada literatur-literatur terkait. Secara umum, Rumoh Aceh berkonstruksi panggung, berbentuk persegi panjang, dan memiliki atap yang tinggi dan lebar. Rumoh Aceh dibangun atau dibuat oleh utoeh. Dalam perkembangannya, bentuk dan proses konstruksi Rumoh Aceh mengalami akulturasi atau perubahan secara bertahap menyesuaikan dengan perkembangan teknologi dari masa ke masa. Utoeh adalah tukang yang memiliki kepakaran membangun Rumoh Aceh. Transfer Ilmu konstruksi dilakukan secara langsung di lapangan.
Sejarah merupakan perkembangan peradaban manusia yang perlu dilestarikan. Salah satu sejarah yang perlu dilestarikan adalah kota tua. Di Indonesia ada beberapa kota yang telah berumur ratusan tahun dan terbentuk dengan ciri khas tertentu. Kini kota tersebut mengalami kehancuran sistematis dan semakin dikemudikan oleh arus globalisasi yang menyebabkan mulai terkikisnya identitas kota. Kehancuran tersebut disebabkan oleh beberapa hal, diantaranya konflik, kebijakan pemerintah, dan bencana alam. Semakin hilangnya identitas tersebut menyebabkan terjadinya fenomena pembangunan kota yang cenderung homogen.
Teuku Nyak Arief road corridor is a secondary arterial road that is included in the planned pattern of protected area and cultivation area (City of Banda Aceh Qanun Number 2 of 2018). The use of space along the Teuku Nyak Arief road corridor was found by several misuse of the activity function. In this case the protected area has the blame for the function of restaurants/cafes in the non green open space zone, and in the cultivation area there is a misuse of the function of the processed metal product industry, and the wood industry in the trade and service zones. This study aims to identify the suitability of space utilization in the Teuku Nyak Arief road corridor, the form of spatial planning in the corridor desired by the building owner, and the policy in controlling space utilization so that the corridor is in accordance with the spatial detail plan. This study uses quantitative methods through questionnaires and qualitative methods through observation and interviews. The level of suitability of space utilization reviewed is the classification of unauthorized space utilization activities (X). Respondents were addressed to the building owners located in the Teuku Nyak Arief Banda Aceh road corridor with 87 people. Spatial utilization in the corridor of the river border subzona, funeral subzone, green belt subzona, education subzone, sports subzone, non green open space zone, and defense and security subzone have a suitability level of 100%, city park subzone has a suitability level of 0%, Trading sub-zones and series services have a suitability level of 99%, and office zones have a suitability level of 57%. The dominant form of spatial planning desired by the building owner in the spatial planning aspect is that regulations need to be prepared by involving the community, in the aspect of spatial planning development is the existence of media in socialization, while in the spatial implementation aspect is the loss caused by the cancellation of permits can be requested proper loss to the licensing agency. The policy in the control model of spatial utilization is through the imposition of administrative sanctions, and proper compensation.
