In the articles of the considered process of agrarian insurance in foreign countries. The essence of the concept of “agricultural insurance” and “agricultural insurance risk" is revealed. The history of development of agricultural insurance in the international market of insurance services is studied. There are several well-known national agricultural insurance systems and their characteristics. The national systems and participants of agrarian insurance in the countries of the world, namely: the United States of America, Canada, Spain, Portugal, Italy, Austria, France, Germany, Latvia and Poland are singled out. It is proved that in most countries of the world the importance of insurance of risks of agricultural production as an irreplaceable financial and economic lever of development of agriculture and economy of the countries is described. The most important measures that are provided and mandatory for the participants of the above-mentioned foreign national agricultural insurance systems are highlighted. Models of agricultural insurance in different countries are characterized by certain features: the state is an active participant in the agricultural insurance system; insurance is overwhelmingly voluntary; state policy in the field of insurance is characterized by structure and transparency; the state subsidizes both agricultural producers and insurance companies; Appropriate state institutions and appropriate levers of financial influence are created for the development and implementation of state policy in the field of agricultural insurance. Based on the experience of foreign countries, three main operating systems of agricultural insurance protection have been identified: the system of catastrophic coverage, the system of state administration of agricultural insurance programs, the system of cooperation between the state and insurance companies. It is noted that there is also an inefficient system of “state insurance company”, which sells agricultural insurance services. The main normative acts regulating the insurance process in Ukraine are described. It was proposed to introduce a new program of state support for agricultural insurance, which would clearly define: the subjects of the market of insurance of agricultural products with state support, insurance contracts, insurance rules, the mechanism for providing state support to farmers; information support of state support of agricultural insurance.
The state of the agrarian insurance market in Ukraine is analyzed. The data of insurance of crops in the period from 2005 to 2018 are given. Compares the indicators of 2018 underwriting year to the indicators of previous years: the number of concluded contracts, the size of the insured sown area, the sum of insurance contracts, insurance premiums, insurance payments and the number of types of insured crops. The trend of use of combined insurance protection is monitored: insurance against total death during the period of hibernation plus spring frosts. It was determined that the reason for a sharp increase in the conclusion of contracts for animal insurance in 2018 underwriting year is the conclusion of contracts with individuals. The essence and necessity of agrarian insurance for agricultural commodity producers are determined. The role of the state in the process of organization of agrarian insurance in Ukraine is determined. Participation of the state in support of agricultural risk insurance is dictated, on the one hand, by the uniqueness of agricultural risks, and, on the other hand, the need to make financial assistance to the state of agriculture targeted and targeted. It has been determined that due to lack of budget funds and for a number of other objective reasons, the government has refused to finance the previously introduced subsidized agricultural insurance program. Therefore, the state lost the opportunity to influence the market of agrarian insurance. The general level of development of insurance of agricultural risks at the present stage is investigated and the main reasons for the reluctance of agricultural enterprises to conclude insurance contracts for the safeguarding of their crops and future yields from possible risks are identified. Among these reasons are: high level of distrust of agricultural producers to insurers and low awareness of the general mechanism of agrarian insurance. Defined tasks that need to be done to increase the interaction between insurers and insurers in the agrarian insurance sector. The issues of cooperation of the Ministry of Agrarian Policy and Food with the IFC Project “Development of Financing of the Agrarian Sector in Europe and Central Asia”, which is aimed at establishing a constructive dialogue with the insurers, is disclosed. The given recommendations on introduction of an agrarian insurance pool in Ukraine.
У статті проаналізовано перспективи нарощування експорту вітчизняної продукції аграрного сектора в країни Європейського Союзу та можливості розширення збуту вітчизняної аграрної продукції на цьому ринку. Особливість співпраці між Україною і країнами ЄС полягає у скасуванні більшості мит на експорт продукції, запровадженням тарифного квотування. Для успішного розв’язання завдань євроінтеграції аграрний сектор економіки України має достатньо передумов: багатий природно-ресурсний та експортний потенціал, вагомий людський капітал, поступово зростаючу інвестиційну привабливість, збережений уклад сільського життя та багатовікові традиції ведення сільського господарства. У публікації подано алгоритм дій, який дає можливість налагодити співпрацю із іноземними партнерами та вказано напрями підвищення ефективності аграрного виробництва. Наведено основні групи продовольчих товарів, з якими конкуруватиме вітчизняна продукції на внутрішньому і зовнішньому ринках у результаті спрощення умов для товарообороту між Україною і країнами Європейського Союзу. Основними вітчизняними експортними продуктами є зерно, насіння соняшника, олія, корми для тварин, добрива. В статті описано умови, які необхідно виконувати для реалізації продукції на експорт в ЄС. Завдяки гарантуванню якості та безпеки нашої продукції на рівні європейських стандартів вітчизняний сільськогосподарський виробник зможе ефективно конкурувати на ринку Європейського Союзу. Оскільки доступ на ринок Європейського Союзу може бути отриманий після проходження процедур сертифікації та отримання відповідних дозволів.
