Mirror laboratories first appeared in the post-Soviet space in the early 2000s in the system of universities in the Russian Federation. Initially, such laboratories were created between partner universities of one state. Later, foreign partners joined in this form of research. The degree of effectiveness of such laboratories varied. The purpose of the mirror laboratories was to attract to research activities those representatives of science who, as a result of the collapse of the USSR, emigrated to foreign countries. In modern conditions, the appointment of mirror laboratories goes beyond politicized ideas.
Abai Kazakh national pedagogical University, being the first higher educational institution in Kazakhstan, has accumulated considerable experience in effective quality management of education. The management in the study part is based on two levels of regulatory acts: 1) legislation in the field of education and departmental acts of the Ministry of education and science of the Republic of Kazakhstan; 2) internal regulatory acts developed by the relevant services of the University. There is a certain hierarchical relationship between these levels: the second level must correspond to and not contradict the provisions of the first level.
