Utilization conflicts among users threatening the sustainability of forest management. This study is to determine the intensity of conflict and the sustainability of forest management by integrating the convergent in FMU Meranti parallel mixed method and Rapid Land Tenure Assessment. Data was collected through interviews with key informants, literatures, maps, documents, and histories studies; as well as focus groups discussions in eight villages around the . results showed that the people's bundle of right, the interaction and social capital, FMU Meranti The dispute against the coorporation's financial modal. Generally, the interaction and social capital elements are owned by the local community, while the financial modal is owned by the permit holder and the local elite. Based on the power analysis on each object, the power of both community and permit holders are equally strong. The conflict intensity is subdivided into three conflict categories appear and latent conflicts , i.e.: open (31%), (44%), (25%). The special area (wilayah tertentu) open are . and access area highly prioritized, that need conflict resolution The existence of the environmental damages, unclear ownership rights, lack of stakeholder supporting and , non-optimal institutional performance lead the sustainable forest management to bad category (40.6%).

Penelitian ini menjelaskan faktor penyebab ketidakjelasan hak kepemilikan dari mekanisme akses dan kaitannya dengan konflik lahan. Peneliti menggunakan teknik purposive sampling untuk mendapatkan data perubahan lahan, dokumen proses tata batas dan kepemilikan lahan, sejarah pengelolan, wawancara mendalam dengan 123 orang tokoh kunci. Analisis data menggunakan Rapid Land Tenure Assessment (RaTA) dan analisis deskriptif. Hasil penelitian menunjukkan bahwa teori akses dan hak kepemilikan dapat menjelaskan tumpang tindih lahan pada wilayah KPHP Meranti. Analisis akses mekanisme hak menjelaskan faktor-faktor perubahan status kepemilikan lahan dan penyebab tumpang tindih lahan, yaitu: a) dinamika perubahan pengelolaan, b) permasalahan batas kawasan, dan c) lemahnya pengawasan. DIAGNOSING PERFORMANCE IN GOVERNING UTILIZATION OF FOREST PRODUCTION IN FMU MERANTI-MUSI BANYUASIN, SOUTH SUMATRA. Perspective differences of users related to forest area utilization has caused tenurial conflicts, as well as, possible utilization conflicts. This study aimed to understand stakeholders' interests and influences as exogenous factors that caused the non-optimal institutional performance. This study used an institutional diagnostic approach to understand how the situation and action arena is from inter-influencing institutional entities. Data collection used the convergent parallel mixed method (CPMM) approach, while analysis used the rapid land tenure assessment (RaTA) method. Further, this study used the Institutional Analysis Development (IAD) method to explain how the exogenous factors influence each other. The results show that the characteristics of biophysical attributes, community attributes, as well as, rule in use were inter-influencing within the action arena. Besides, based on the post-prospective analysis result, policy decision opted by the government tend to not consider the community's existence, who have been using the land for their livelihood. This situation has caused utilization conflicts between communities and concession holders. Thus, this study recommends: 1) the stakeholders to establish a communication forum for all parties to obtain clear information about forest utilization and to support institutional performance; 2) institutionalizing local community to govern forest utilization, and 3) determining management and concept of sustainable forest, as well as, policy making.
