As the rational choice model of “policy” proliferates in “policy studies, ” the social sciences, modern governments, organizations, and everyday life, a number of anthropologists are beginning to develop a body of work in the anthropology of public policy that critiques the assumptions of “policy” as a legal-rational way of getting things done. While de-masking the framing of public policy questions, an anthropological approach attempts to uncover the constellations of actors, activities, and influences that shape policy decisions, their implementation, and their results. In a rapidly changing world, anthropologists’ empirical and ethnographic methods can show how policies actively create new categories of individuals to be governed. They also suggest that the long-established frameworks of “state” and “private, ”“local” or “national” and “global, ”“macro” and “micro, ”“top down” and “bottom up, ” and “centralized” and “decentralized” not only fail to capture current dynamics in the world but actually obfuscate the understanding of many policy processes.
The dominant theory of elite power, grounded in Weberian bureaucracy, has analyzed elites in terms of stable positions at the top of enduring institutions. Today, many conditions that spawned these stable ‘command posts’ no longer prevail, and elite power thus warrants rethinking. This article advances an argument about contemporary ‘influence elites’. The way they are organized and the modus operandi they employ to wield influence enable them to evade public accountability, a hallmark of a democratic society. Three cases are presented, first to investigate changes in how elites operate and, second, to examine varying configurations in which the new elites are organized. The cases demonstrate that influence elites intermesh hierarchies and networks, serve as connectors, and coordinate influence from multiple, moving perches, inside and outside official structures. Their flexible and multi-positioned organizing modes call for reconsidering elite theory and grappling with the implications of these elites for democratic society.

The lack of attention to informal systems can produce unanticipated and undesired outcomes in reform and foreign aid efforts. Focussing on economies in transition, this paper will (i) review pertinent literature on informal groups and networks and states since the fall of communism; (ii) discuss the applicability of conventional models to them; and (iii) examine the social organization of states and pose questions to help analyze and compare the role of informal systems in shaping states.
The central premise of the article is that the assumptions and approaches of the “anticorruption industry” that debuted in the 1990s framed the issue of corruption and substantially shaped scholarly inquiry on the subject. These assumptions and approaches also limited the ability to see other forms and patterns of corruption on the horizon. This article (a) critically reviews prevailing assumptions and approaches to the study of corruption during and especially after the Cold War, (b) examines the impact of economic frameworks and the anticorruption industry on post–Cold War scholarship, (c) explores contemporary forms of potential corruption, (d) argues that prevailing approaches to corruption may make it more difficult to see contemporary forms of the age-old phenomenon and are ill-equipped to study them, (e) considers how corruption might be reconceptualized to encompass the new forms, and (f) argues for a reintegration of ethics and accountability.
