Research on the presidency of the EU shows mixed results. Although most scholars agree that the EU presidency is not able to advance its domestic interests in the European forum, Tallberg (2006) provides evidence for presidency effects. In the present paper, we empirically estimate presidency-based power in the Council of the European Union on the DEU data — a large-scale data set containing EU policy issues from various policy areas. We show that holding the presidency does significantly and positively contribute to the bargaining power of member states, but only in the final stages of decision-making.
Current research in public management reports a positive effect of agency network activity in the interorganizational network on its performance (degree centrality hypothesis). This study presents a different hypothesis: The embeddedness of agency network relations in cohesive subgroups in the interorganizational network positively affects its performance (''cohesive subgroup'' hypothesis). The dependent variable in the present study is organizational performance and measured in terms of individual client satisfaction. The hypotheses are tested using data on the interorganizational network of Dutch colleges for the training of primary education teachers (n 5 28). These data are combined with college-level performance and contextual data for 2002-2005 (n 5 90), and with the evaluations of college graduates in a large sample of graduates for the same period (n 5 7,119). Multilevel logistic regression analyses show that colleges' cohesive subgroup membership rather than college degree centrality significantly contributes to a positive evaluation by graduates. These analyses control for various control variables at the college level and the graduate level.
Recent decades have witnessed a global cascade of restrictive and repressive measures against nongovernmental organizations (NGOs). We theorize that state learning from observing the regional environment, rather than NGO growth per se or domestic unrest, explains this rapid diffusion of restrictions. We develop and test two hypotheses: (1) states adopt NGO restrictions in response to nonarmed bottom-up threats in their regional environment (“learning from threats”); (2) states adopt NGO restrictions through imitation of the legislative behavior of other states in their regional environment (“learning from examples”). Using an original dataset on NGO restrictions in ninety-six countries over a period of twenty-five years (1992–2016), we test these hypotheses by means of negative binomial regression and survival analyses, using spatially weighted techniques. We find very limited evidence for learning from threats, but consistent evidence for learning from examples. We corroborate this finding through close textual comparison of laws adopted in the Middle East and Africa, showing legal provisions being taken over almost verbatim from one law into another. In our conclusion, we spell out the implications for the quality of democracy and for theories of transition to a postliberal order, as well as for policy-makers, lawyers, and civil-society practitioners.
Hundreds of transnational private governance organizations (TPGOs) have emerged in recent decades to govern social and environmental conditions of production using voluntary standards. A debate persists over whether the ties among different TPGOs and other organizations create a professional community that affects the behavior of TPGOs. To help resolve this debate, we analyze multiple ties among agriculture TPGOs to offer a more robust exploration of community structures and their potential effects for three forms of TPGO behavior – coordination, collaboration, and isomorphism. Our aggregate measure of ties reveals a thin community dominated by older TPGOs and TPGOs advancing a broad notion of sustainability that were created by Solidaridad, the World Wildlife Fund, and/or Unilever. The clearest community structures are built from ties that exhibit the potential for not actual collaboration, coordination, and isomorphism. Thus, while there exists convergence toward an emergent TPGO‐community, obstacles remain to more intense behavioral effects for TPGOs.
