The purpose of this article is to explore options to further open access in the Netherlands from 2021. Its premise is that there is a need to look at the qualitative aspects of open access, alongside quantitative ones. The article first takes stock of progress that has been made. Next, we suggest broadening the agenda by involving more types of actors and other scholarly formats (like books, chapters, proceedings, preprints and textbooks). At the same time we suggest deepening the open access agenda by including several open access dimensions: immediacy, diamond open access, open metadata, open peer review and open licences. To facilitate discussion, a framework is proposed that allows specifying these actions by the a) aspects of open access they address (what is made open access, how, when and where it is made open access, and copyright and rights retention), b) the actors that play a role (government, research institutions, funders) and c) the various levels at which these actions can be taken: state as goal, set as policy, legalize and promote, recognize and reward, finance, support with infrastructure. A template is provided to ease the use of the framework.
The authors, who all have experience with academic publishing, outline the landscape of new university and academic-led open access publishing, before discussing four interrelated sets of challenges which are often referred when questioning the viability of such publishing ventures. They are: (1) professionalism, (2) scale, (3) quality, and (4) discoverability & dissemination. The authors provide examples of how, albeit differing in size, form and ambition, these new presses are not just adhering to conventional publishing norms but often innovating in order to surpass them.
RECODE will leverage existing networks, communities and projects to address challenges within the open access and data dissemination and preservation sector, and produce policy recommendations for open access to research data based on existing good practice. The open access to research data sector includes several different networks, initiatives, projects and communities that are fragmented by discipline, geography, stakeholder category (publishers, academics, repositories, etc.) as well as other boundaries. Many of these organisations are already addressing key barriers to open access to research data, such as stakeholder fragmentation, technical and infrastructural issues, ethical and legal issues, and state and institutional policy fragmentation. However, these organisations are often working in isolation or with limited contact with one another. RECODE will provide a space for European stakeholders interested in open access to research data to work together to provide common solutions for these issues. RECODE will culminate in a series of over-arching policy recommendations for a policy framework to support open access to European research data targeted at different stakeholders and policy-makers (http://www.recodeproject.eu).
Funders increasingly mandate researchers to publish their scientific articles in open access and to retain their copyright. Universities all over the world have set up institutional repositories and use repositories for the preservation and dissemination of academic production of their institutions, including scientific articles, reports, datasets, and other research outputs. However, in general, authors do not find institutional repositories very attractive and accessible as an open access publication platform since repositories and open access are not part of the rewarding system. We expect that researchers are more likely to publish and deposit their scientific papers in a repository, once they have the appearance, recognition and dissemination of a scientific journal. That is why we took the initiative to set up a repository based journal 'University Journals' in which universities collaborate. The paper will explain the University Journals project and how the involved universities want to facilitate a valuable alternative publication platform that complies with Plan S principles and enables publication and dissemination of all research outcomes. By establishing University Journals as a publication platform, university libraries are instrumental (and crucial) in achieving the ambitions of Open Science, and universities gain control over the publication process.
