Water resources management issues tend to affect a variety of uses and users. Therefore, they often exhibit complex and unstructured problems. The complex, unstructured nature of these problems originates from uncertain knowledge and from the existence of divergent perceptions among various actors. Consequently, dealing with these problems is not just a knowledge problem; it is a problem of ambiguity too. This paper focuses on a complex, unstructured water resources management issue, the sustainable development-for ecology, economy and society-of the Delta-region of the Netherlands. In several areas in this region the ecological quality decreased due to hydraulic constructions for storm water safety, the Delta Works. To improve the ecological quality, the Dutch government regards the reestablishment of estuarine dynamics in the area as the most important solution. However, re-establishment of estuarine dynamics will affect other uses and other users. Among the affected users are farmers in the surrounding areas, who use freshwater from a lake for agricultural purposes. This problem has been addressed in a participatory decision-making process, which is used as a case study in this paper. We investigate how the dynamics in actors' perceptions and the knowledge base contribute to the development of agreed upon and valid knowledge about the problemsolution combination, using our conceptual framework for problem structuring. We found that different knowledge sources-expert and practical knowledge-should be integrated to create a context-specific knowledge base, which is scientifically valid and socially robust. Furthermore, we conclude that for the convergence of actors' perceptions, it is essential that actors learn about the content of the process (cognitive learning) and about the network in which they are involved (strategic learning). Our findings form a plea for practitioners in water resources management to adopt a problem structuring approach in order to deal explicitly with uncertainty and ambiguity.
Collaboration is increasingly seen as an important aspect of successful water management, and yet it remains insufficiently understood. This paper examines how collaboration is influenced by the governance system that guides and organizes the related actions and interactions. Building upon an existing governance assessment tool, this paper provides the basis for predicting how supportive (or restrictive) a governance system will be towards collaboration, according to eight different governance system classes. The validity of this framework is reflected upon in case studies from five countries: Mexico, the Netherlands, Canada, Romania and Turkey. The collaborative processes in Mexico, Romania and Turkey are embedded in restrictive governance systems and show low levels of collaboration. The governance system in the Canadian case is assessed as neutral and shows a medium level of collaboration, whereas the governance system in the Netherlands shows high levels of collaboration and is assessed as supportive. The results are encouraging, as the case studies demonstrate the predicted influences of a governance system on collaboration. Yet, the case studies also highlight the potential importance of characteristics of the collaborative process and collaborating actors. Copyright © 2016 John Wiley & Sons, Ltd and ERP Environment
Coping with uncertainties is inherent to river management planning and policymaking. Yet, policymakers often perceive uncertainty as a complicating factor. We examine the challenges faced by policymakers when coping with uncertainties and provide an action perspective on how to best cope with these challenges to inform the policy debate. Integrating social and natural scientist's perspectives on uncertainties and learning theories, we present a holistic, management perspective for coping with uncertainty. Based on a literature review about uncertainty concepts, strategies and learning, we identify three challenges in current river management: balancing social and technical uncertainties, being conservative and avoiding to end up a lock-in situation. We then provide a step-wise strategy and concrete actions for policymakers, which are illustrated with several examples. We conclude that coping with uncertainty may require paradigm shifts that can only be achieved through organisational learning. This, we claim, requires reflection, learning and flexibility of policymakers and their organisation.
Governance is key to tackling water challenges and transforming water management under the increasing pressures of competing water uses and climate change. Diverse water governance regimes have evolved in different countries and regions to regulate the development and management of water resources and the provision of water services. Scholars and policy analysts have been comparing these water governance regimes to analyze elements and processes, to assess performance, or to draw lessons. Although the number of such studies has increased since the 1980s, no comprehensive synthesis exists. We present such a synthesis by conducting a systematic review of the emerging field of comparative water governance studies, and we critically reflect on how water governance is defined, conceptualized, and assessed in different contexts. Based on the resultant insights, we identify four areas for future research:(1) improving the balance between small-, medium-, and large-N studies that are used in comparative studies of water governance; (2) conducting longitudinal comparisons of water governance to identify temporal governance trends and patterns; (3) expanding the geographical coverage of the comparisons to include underrepresented countries and regions, focusing more broadly on the global South; and (4) addressing the issues of justice, equity, and power, which are becoming increasingly important in tackling the water governance challenges that are exacerbated by the effects of climate change, industrialization, and urbanization.
