Higher education institutions and, particularly, polytechnic institutes in Portugal are, generally speaking, recognised as key stakeholders in regional development.However, due to the economic recession of recent years and the consequent budget constraints, higher education institutions, now more than ever, need to demonstrate the social and cultural impact of their activities within their communities and, also, their contribution to its economic development. Thus, the aim of this paper is to estimate the economic impact of a group of polytechnic institutes located in regions with diverse socioeconomic realities, by using a common methodology. This common framework enables a comparative study and a better identification of the variables that differentiate the realities of the different regions, the respective polytechnics and their impacts.
Como aferir e monitorizar desigualdades sociais na sociedade portuguesa contemporânea, nomeadamente à escala regional? Os debates científicos contemporâneos apelam para que as problemáticas das desigualdades e do desenvolvimento se aproximem entre si. Este artigo pretende ser um contributo para a compreensão das relações entre estas problemáticas, considerando as desigualdades sociais do país, as suas assimetrias regionais e as desvantagens específicas dos territórios de baixa densidade. Para o efeito, analisamos como a demografia, a educação, o emprego, as classes sociais e a saúde estão associadas a desigualdades sociais entre as regiões do território nacional. Os resultados da pesquisa apontam para a persistência, na sociedade portuguesa, de processos de desenvolvimento desiguais à escala regional e no que diz respeito aos territórios de baixa densidade.
Apresenta-se um modelo de avaliação de desempenho da investigação aplicada nas instituições de ensino superior politécnico (IESP) em Portugal, centrado na construção de indicadores quantitativos e qualitativos, na missão destas instituições, bem como no impacto regional decorrente da sua ação. O modelo, apurado a partir de três estudos de caso, organiza-se em três dimensões: inputs, outputs e impactos da investigação aplicada. Inova por representar uma perspetiva holística da avaliação da produção académica, em particular das IESP. A inexistência de modelos de avaliação deste tipo no ensino superior português coloca, porém, desafios ao seu desenho, à recolha de informação e ao próprio modo de funcionamento das IESP (financiamento, organização, etc.).
This article highlights the relevance of the location of HEIs in low-density territories in Portugal, using the Polytechnic Institute of Portalegre as a case study. Based on the American Council Education model and following a surveying approach to faculty, staff, and students, this research accounts for the total spending of incoming academics, other nonlocal university members and their visitors, that positively impacts regional development. A demand-side approach was followed so that indirect and induced effects could also be estimated. The main aim of this research paper is to quantify the total impact arising from the location of the Polytechnic in a given region, measured by economic and social indicators such as the financial return from public funds invested in the region, the number of jobs created, and the impact on the local gross domestic product. The results show an impact of more than EUR 17 million in the territory where the Polytechnic operates, representing 3.68% of the local GDP. The institution was also found to be the third major employer in the region, responsible for the creation of 471 jobs that account for 2.25% of the local economically active population.
