This research depicts an exploratory initiative focused on treating data to create score and rank indicators of sustainability that can be used to monitor sustainable regional development in metropolitan regions. In order to characterize, classify, and predict the conditions that might lead to the sustainable regional development of cities in a metropolitan area, the study of municipalities in the Baixada Fluminense (region neighboring the city of Rio de Janeiro) was adopted as a reference. The operational assumption for constructing and handling the variables took into account the existence of a legal framework, proposed by the government institute in charge of national research and socioeconomic data surveys, thereby establishing the parameters for the leading indicators required to characterize the conditions needed to achieve different development levels. Based on a series of secondary data, available in binary format for the year 2009 and obtained from the Brazilian Institute of Geography and Statistics (IBGE) Municipal Database (BDM), the statistical methods used in this paper indicated a high level of accuracy in the "mashing-up" constructs (Cronbach's Alpha equivalent to 0.824). They also showed the existence of different hierarchical clusters and functions able to classify the typology of municipalities based on selected leading indicators and 87.8% correspondence in the classification of observations. According to the purposes of this study, namely to discover a framework for measuring, discussing, and producing policies for sustainable development, some findings show that it is possible to create simple methods to deal with the complexity of sustainable regional development: the creation of types and hierarchies favors the development of policies focused on the comparison and alignment of local realities.
ResumoO estudo apresenta as definições de inovação e cultura organizacional e busca identificar, na literatura nacional e internacional, as principais características, os fatores e as dimensões de cultura organizacional que estão presentes em ambientes e organizações inovadoras no contexto da Quarta Revolução Industrial. Para alcançar tal objetivo, foi desenvolvida busca em bases de periódicos e artigos científicos, com a seleção adicional de textos a partir das referências dos artigos que foram encontrados naquelas bases. Foram selecionados 62 trabalhos identificados como mais aderentes ao propósito do estudo, dos quais 16 foram utilizados para buscar identificar as características habilitadoras e as barreiras de culturas de inovação. A partir da análise dos artigos, foi proposto um critério de categorização de fatores habilitadores e barreiras, descortinando-se a prevalência de soft skills. O fator da inovação tecnológica dentro da Quarta Revolução Industrial e como ele está afetando a esfera organizacional é de relevância acadêmica e prática nas empresas para auxiliar e orientar como o trabalho está sendo conduzido nesse novo contexto. Espera-se que o ensaio contribua para a compreensão da relação entre o ambiente propício à inovação e seus fatores que a impulsionam ou inibem, no ambiente empresarial.
Purpose: This study aims to discuss a framework to promote ambidexterity through an intentional managed enabling context in order to develop university lecturers' competencies and, at last, to improve students' skills. Design/methodology: A descriptive case study was performed based on literature review and the data collection was done through documentary and field participative research with the PACT working group. The paper reports the stage and maturity of the High Commonality of Themes Project (PACT) on a private Brazilian university in Rio de Janeiro. Consequently, since the faculty shares more qualified knowledge and the syllabus could be realigned without losing epistemological identity, the subjects expect that the students learning process performs on market demanded pragmatic and practical skills.
Research limitations/implications:As a case study, findings could not be widespread and limitations are related to the initial stages of the PACT implementation.
Originality/value:The value and originality of the ambidexterity approach refer to the possibilities it could overlap the bottlenecks that faculty performance generates to students learning effectiveness: non-adherence by the faculty to the discipline they teach (Human Capital); way lecturers interact among courses and one another (Social/Relationship Capital); and development and practicality of the educational guidelines of the course -PPC (Structural Capital).
