Portugal's coastline extends 1187 km. It is characterized by social, economic and physical conditions that differentiate it from the rest of the territory, including population density, location of infrastructure and support of tourism activities. Therefore, it has a significant exposure if a tsunami occurs. Six coastal study sites with varying characteristics were selected for evaluation in this paper, including two core beach-use areas, two residential areas and two industrial areas. These sites are located in the municipalities of Figueira da Foz, Setúbal and Vila do Bispo. The analysis began with the calculation of the potential tsunami inundation area for each site using the 1755 Lisbon tsunami. Next, a methodology distinguished by its multidimensional character was applied to assess local vulnerability to tsunamis. This methodology assesses vulnerabilities associated with morphological, structural, social and tax factors. These four vulnerability components were combined to obtain a Composite Vulnerability Index (CVI), which enabled us to identify the most vulnerable areas and to determine the distinguishing characteristics of each area.
The concept of Social Vulnerability (SV) is characterized and distinguished by its complexity and multidisciplinarity. This concept takes into account the specific characteristics of the individual and his social and economic relations, as well as the physical environment where he is inserted. These differentiating characteristics make Social Vulnerability (SV) an indispensable work tool in the process of characterizing and understanding the degree of exposure of communities, as well as evaluating their capacity for resilience and recovery from hazardous events. This paper presents a comparison between the SV performed in 2008 with the results obtained in 2017 for the 278 municipalities of mainland Portugal. The methodology was based on the work developed by the Center for Social Studies of the University of Coimbra, which is distinguished by the fact that SV is composed of two components: Criticity and Support Capability. The analysis of SV and its components was done using Principal Components Analysis (PCA) starting from an initial set of 235 variables (90 for Criticality and 145 for Support Capability). With respect to Criticality, the results point out the importance of factors related to the economic condition, employment and factors related to the disadvantaged population and risk groups. Support Capability is strongly influenced by the population density and the most relevant factors for the final results are those related to civil protection response, economic and environmental dynamism and logistic and service capacity. Regarding the SV spatial distribution, the highest values are located mainly in the central and northern parts of the country, with emphasis on the Douro river valley and surrounding municipalities; also a general decrease of SV was recorded in the southern regions from 2008 to 2017.
This study presents a new multidimensional methodology for tsunami vulnerability assessment that combines the morphological, structural, social, and tax component of vulnerability. This new approach can be distinguished from previous methodologies that focused primarily on the evaluation of potentially affected buildings and did not use tsunami numerical modeling. The methodology was applied to the Figueira da Foz and Vila do Bispo municipalities in Portugal. For each area, the potential tsunami-inundated areas were calculated considering the 1755 Lisbon tsunami, which is the greatest disaster caused by natural hazards that ever occurred in Portugal. Furthermore, the four components of the vulnerability were calculated to obtain a composite vulnerability index. This methodology enables us to differentiate the two areas in their vulnerability, highlighting the characteristics of the territory components. This methodology can be a starting point for the creation of a local assessment framework at the municipal scale related to tsunami risk. In addition, the methodology is an important support for the different local stakeholders.
The objective of this study is to evaluate the spatial and temporal dynamics of land use in the city of Leiria, which is located in central Portugal, and its relation to the planning framework. The analysis is based on land-use change recognition in the period 1958–2011, calculation of the stability grade indicator, the losses and gains between classes, and the rate of artificialization. The results show an increase of the artificial areas, namely in continuous and discontinuous urban fabric, contrasting with a continuous decrease of the agricultural land-use classes, giving origin to peri-urbanization and rurbanization processes. We can also observe a large fragmentation of the landscape in the city of Leiria, representing rapid urban expansion that is fundamentally related to the increase of residential and industrial areas, and afterwards, tertiary growth. This study also demonstrated the relation of a land-use and planning framework that works as a driving force for land-use changes. This underlines the importance of strategic regional planning instruments in managing urban sprawl and the artificialization processes of medium-sized cities.
