Entre 2009 y 2011, Nuevo León y la región noreste de México sufrieron su peor crisis de seguridad. Surgieron surgiendo fuertes críticas y presiones hacia el gobierno del estado para cambiar su estrategia. El artículo, a partir de un análisis documental y la aplicación de entrevistas a actores clave, se analizan las modificaciones en materia de seguridad que se implementaron como respuesta a la crisis. En especial, el artículo estudia la transformación de la red de política pública, la creación de la nueva policía estatal y la aparición de una nueva forma de relación entre sociedad y gobierno para la atención del tema de desapariciones forzadas en Nuevo León. El artículo muestra que las políticas de seguridad no es un asunto exclusivo de las policías sino requiere el involucramiento de la sociedad civil en las etapas de diseño e implementación
El artículo constituye una propuesta para definir con claridad el significado de gobernabilidad. Para ello, se propone considerarla como una categoría conceptual para el análisis político incorporando elementos tanto del régimen político como del de políticas públicas. La propuesta relaciona y diferencia la definición de gobernabilidad con conceptos como estabilidad, orden, crisis, gobernanza y buen gobierno.
Given its vast border with the United States, Mexico is a strategic trade and economic development region, which creates significant challenges in combating crime and violence. In recent years, Mexico´s federal and state governments have focused their efforts on the development of strategies to combat and weaken the criminal structures operating in the country by using legal instruments such as seizure, abandonment, and extinction of domain. This study seeks to identify the challenges faced by the states of Baja California, Chihuahua, Coahuila, Nuevo Leon, Sonora, and Tamaulipas in their efforts to combat crime through the collection of primary and secondary data and interviews with key actors. Mexico faces major challenges in the development of public policies to fortify the legal precepts of extinction of domain, in addition to fostering institutional links with the Financial and Patrimonial Intelligence Units of Mexico's northern Border States. There are few studies about subnational efforts for asset forfeiture as a policy instrument against criminal elements in developing countries. The Mexican case presents important subnational efforts to improve security strategies that may provide guidance for other subnational governments or regions that may be facing similar challenges or are pursuing parallel initiatives.
Electronic prescription use seems to be a predictor of pharmaceutical expenditure in which every percentage increase relates to an average annual increase of 1,027 Euros. This variable along with the prescription by active principle, and the amount of TAFEs assigned, as well as the burden of care and number of visits, are variables which help to explain more than 65% of the PE variability between physicians. Likewise, the increase in expenditures related to electronic prescriptions seems to occur at the expense of increasing number of prescriptions per patient.
