In education, reform and renewal are constant. Policies are continually changing to meet the needs of the times and the society. Political advisors, such as the Organization for Economic Cooperation and Development, play an important role among private consultants as policy actors. According to Gunter’s (in: Howlett and Mukerjee (eds), Handbook of policy formulation, Edward Elgar Publishers, 2017) classification of policy actors, the OECD can be classified as a supra-national organization. This paper examines the impact of OECD research on the education system of Kazakhstan. Based on the literature, the authors address two key issues—what role the OECD is performing in education policy reforms in Kazakhstan and whether this facilitates or undermines the provision of public education. The authors focus on the influence of Programme for International Student Assessment (PISA) as a global phenomenon, how Kazakhstan has embraced this international test, and how, even though PISA has made little or no difference to student outcomes, it is still credited for educational achievements.
The issues relating to the creating, formation, systematizing and putting in good order the terminology as a phenomenon is of vital importance for full-blended functioning of the Kazakh language in various fields of science. The present article focuses on the studying of factures that display the formation of scientific style and terminology at the beginning of XX century. It also emphasizes the rule of translation, first course book, and the usage of terms; characteristic features of scientific style, their special nature stage of formation and their development peculiarities. The study of Kazakh progressive-mind scholars' heritage who unsparingly contributed the functioning of the Kazakh language in science is very significant both for science and society.
The term "function words" ("auxiliary part of speech") in traditional grammars of Kazakh and Russian languages have different connotations due to its functions. In foreign linguistics function words generally are not regarded in opposition to the traditional grammatical classes of words, although sometimes stand for relatively close category of words, which include articles, prepositions (postpositions) and conjunctions. In the 60-70 years of the twentieth century the function words in Kazakh language have sufficiently been investigated, but within the development of linguistics in the Kazakh according to some scholars the function words as a complex phenomenon suggested to regard them as a separate set of words. The theoretical significance of this article is the author's attempt to reveal the linguistic characteristics of function words in Kazakh language, to show their place in language, as well as to determine their nature as a part of speech.
