The performance of 33 countries was evaluated for ecosystem-based management (EBM) of fisheries in three fields (principles, criteria and implementation) using quantitative ordination including uncertainty. No country rated overall as 'good', only four countries were 'adequate', while over half received 'fail' grades. A few developing countries performed better than many developed nations. Two case studies test the method. In Indonesia, Raja Ampat and Papua, rated similar to the national evaluation, but better performance might follow successful implementation of a planned EBM initiative. A workshop in Australia rated regional fisheries managed by New South Wales 20% lower for EBM than federally managed fisheries.
Over half of the countries (58%), mainly developing nations, had fail grades for compliance with the Codes reference points; a chronically poor performance on a basic prerequisite for effective fisheries management. Just under half had 'passable', and these were mainly developed nations. It was surprising that some developed countries do not appear to take the use of limit reference points as seriously as one might expect, but disconcertingly, over half of the countries (55%) seem to exhibit no awareness of the critical importance of limit reference points. This situation needs to be urgently addressed.

Interest in the concept of marine PES has recently emerged, but the fluid, transboundary and often common pool nature of marine ecosystems presents challenges for PES design and implementation. Here, we consider the potential role of PES in addressing current gaps in fisheries management. Used in combination with conventional regulatory approaches, PES may increase private sector engagement and generate more sustainable financing for fisheries management whilst spreading accountability throughout the supply chain. The approach is most likely to be feasible and effective in commercially valuable fisheries with: (i) demand for one or more ecosystem service and a threat to supply; (ii) suitable baseline data available and potential management actions underpinned by robust science; (iii) clarity and security of property rights; (iv) capacity for hybrid multi-level governance; (v) capacity for rigorous monitoring, control and surveillance; and (vi) potential for financial sustainability of the scheme. BackgroundUniversal developmental surveillance programs aimed at early identification and targeted early intervention significantly improve short- and long-term outcomes in children at risk of developmental disorders. However, a significant challenge remains in providing sufficiently rigorous research and robust evidence to inform policy and service delivery. This paper describes the methods of the ‘Watch Me Grow’ study that aims to maximise accurate early detection of children with developmental disorders through a partnership formed between policy makers, service providers and researchers.Methods/DesignA mixed methods study design was developed consisting of: (1) a qualitative study of parents and health service providers to investigate barriers and enablers of developmental surveillance; (2) recruitment of a birth cohort and their longitudinal follow-up to 18 months of age to: a) assess risk factors for not accessing existing developmental surveillance programs and b) estimate the prevalence of children identified with developmental risk; (3) comparison of surveillance outcomes with a reference standard at 18 months of age to assess the diagnostic test accuracy of existing and alternative developmental surveillance tools; and (4) comparison of developmental surveillance models to inform policy recommendations. Data linkage will be used to determine the uptake and representativeness of the study participant group versus non-participants.DiscussionThe Watch Me Grow study is expected to provide a collaborative opportunity to enhance universal developmental surveillance for early accurate identification of developmental risk. This will also provide quality evidence about identification of developmental risk and access to services to be embedded in existing practice with linkages to policy development.
