The use of social media today is not only functioned for personal interests, but also for the benefit of groups, organizations, and state institutions in terms of public services as conducted by the Ombudsman RI Bengkulu who utilize social media as a medium of public service in Bengkulu province. It is interesting to study about the new "concept" that is applied in the process of public service, especially one of the challenges that faced by these institutions is the lack of public understanding of the existence of these institutions, so that innovation is basically needed in reaching out to the community and carrying out the role as a state institution with totality in carrying out public services as an objective of the existence of this state institution. This research was conducted to see how the social media was utilized by Ombudsman RI Bengkulu in conducting public services as a form of innovation in public service by Ombudsman RI Bengkulu. The research method was using a qualitative descriptive approach where the research results were analyzed by using the theory of diffusion of innovations. The research subjects in this case are the Ombudsman RI Bengkulu, and the social media users who have accessed the Ombudsman RI Bengkulu social media page, which is proven by digital traces left in the form of likes and comments on the Ombudsman RI Bengkulu Social media. The four elements in the innovation diffusion process show the innovations that applied in the public service process by the Ombudsman RI Bengkulu and how the utilization of these innovations in the public service process by the Ombudsman RI Bengkulu. Innovation in this regard is related to the use of social media as a medium for socialization and raising complaints in the process of public service by the Ombudsman RI Bengkulu. It is said as a form of innovation because the process of public services that is usually done traditionally both directly and through traditional media so that it costs quite a lot, with the use of social media can be done more easily, quickly and efficiently. Along with level of social media fame that higer than before, we cannot deny that now there is an expansion of social media "functions", where the social media is not only used as a medium of self-existence, but also the existence of groups, institutions and state institutions. Used not only for individual interests, but also for economic, social, political, and cultural interests. One of the social media functions “now” is the function of public services, where the social media is used as a medium of public service by institutions and state institutions like Ombudsman RI Bengkulu. Digital-based services through the internet network are carried out by Ombudsman RI Bengkulu as a way to reach the community. Such as through Facebook, Twitter, Youtube and Instagram. Digital-based services via the internet by the Ombudsman RI Bengkulu can be said a manifestation of the Ombudsman service innovation to the public. Therefore it is interesting to see about how far the social media is used by the Indonesian Ombudsman Bengkulu for public service purposes. This study is a qualitative study that seeks to analyze and describe the use of Instagram in public services by the Ombudsman RI Bengkulu. The results showed that social media, by the Ombudsman RI Bengkulu, was used as a medium for socializing and raising complaints in the process of public service. Besides being used as a media for public services, there are positive and negative impacts arising from the use of social media in the public service process by the Ombudsman RI Bengkulu. However, the use of social media is considered effective and is considered to be able to facilitate the process of public service, besides that it is also a manifestation of the diffusion of innovation in the public service process by the Indonesian Ombudsman Bengkulu. Penelitian ini bertujuan untuk mengetahui konsekuensi sosial perilaku konsumtif masyarakat pedesaan di Desa Ulak Lebar Kecamatan Pino Kabupaten Bengkulu Selatan. Guna untuk mencapai tujuan penelitian, peneliti menggunakan metode penelitian kualitatif, dengan pendekatan studi kasus, informan penelitian ditentukan melalui teknik snowball sampling (bola salju) data penelitian dikumpulkan melalui teknik pengumpulan data yaitu wawancara, observasi,dokumentasi dan pengumpulan dokumen. Kemudian dianalisis melalui tahap reduksi data, penyajian data, dan penarikan kesimpulan. Analisis hasil penelitian dianalisis menggunakan Teori Robert King Merton dengan Konsep Fungsi Manifes dan Fungsi Laten.Hasil penelitian menunjukan bahwa konsekuensi sosial perilaku konsumtif masyarakat pedesaan di Desa Ulak Lebar dilihat dari fungsi manifes terdapat 4 konsekuensi yang disadari yakni: 1.Kenyaman/Kepraktisan 2.Hemat Pengeluaran 3.Meningkatkan Kepercayaan Diri 4. Keamanan Berbelanja dan fungsi laten terdapat 4 konsekuensi yang tidak disadari yakni: 1. Memicu Perilaku Boros 2. Kecemburuan Sosial 3. Memicu Perilaku Kriminalitas 4.Memicu Konflik Di Dalam Keluarga. Dengan menggunakan Teori Robert King Merton dengankonsep fungsi manifes dan fungsi laten, dapat di analisis bahwa di dalam fungsi manifes terdapat konsekuensi yang disadari dari perilaku konsumtif masyarakat pedesaan salah satunya yakni hemat pengeluaran, hal ini dikarenakan promopromo yang ditawarkan oleh penjual, selain hemat pengeluaran nyatanya perilaku konsumtif juga menimbulkan fungsi laten atau konsekuensi yang tidak disadari yakni memicu perilaku boros di dalam kehidupan masyarakat pedesaan yang awalnya berperilaku konsumtif hanya untuk memenuhi kebutuhan sehari-hari namun semakin banyaknya promo-promo yang ditawarkan oleh pihak penjual menimbulkan perilaku boros masyarakat. Sehingga antara fungsi manifes dan fungsi laten saling tumpang tindih dalam melihat konsekuensi sosial perilaku konsumtif masyarakat pedesaan. This study aims to analyze the stunting prevention program in North Bengkulu Regency through the AGIL concept proposed by Talcot Parsons in the theory of Structural Functionalism. This study uses a qualitative research approach, with case studies. The type of research used is a more in-depth descriptive. Research data were collected through observation techniques, unstructured interviews and document collection. Research informants were determined through purposive sampling technique. The results showed that there were 4 stunting prevention programs in North Bengkulu Regency, namely maternal and child health service programs, nutrition counseling programs and supplementary feeding, social protection programs and sanitation and clean water programs through the use of village funds. These four programs were able to reduce stunting rates in the research locations. Implementation of the program is emphasized on the process of community empowerment. The main targets are changes in personal health behavior and environmental health behavior. The process of adaptation, goal setting, integration, and pattern maintenance are also fairly well systemized in the program realization process. In the future, program implementation needs to be accompanied by the economic maturity of the community.
Abstrak : Artikel ini dirangkum dari hasil kegiatan pengabdian yang dilaksanakan beberapa waktu yang lalu. Kegiatan pengabdian ini dilaksanakan dengan tujuan untuk mengetahui bagaimana proses UKM yang ada saat ini dalam melanjutkan kegiatan usaha nya ditengah keadaan covid 19 ini, UKM dalam hal ini adalah UKM yang berada di lingkungan rumah yang berlokasi di betungan kota Bengkulu.UKM Pelita merupakan salah satu jenis UKM rumah tangga yang telah menjalankan kegiatan nya sejak tahun 2007. UKM ini bergerak di penyediaan hasil produksi makanan tradisional yakni sanjai dan beberapa olahan lainnya yang berasal dari singkong/ketela. Dalam kegiatannya UKM sanjai telah memiliki 8 orang tenaga kerja, yang berasal dari lingkungan setempat. Masa pandemi covid 19 ini tentu sangat berdampak secara langsung pada UKM pelita, baik secara langsung maupun tidak langsung. Hal inilah yang mendorong dilaksanakan nya pengabdian ini. Untuk dapat memberikan motivasi dan pengetahuan teknologi guna mengembangkan UKM Pelita dimasa yang akan datang.
