The present study aimed to analyze the participation of the government of Piauí in the bottom-up funding of sport and leisure public policies from 2013 to 2017, embracing four aspects: (1) comparison of expenditure with tax revenue; (2) comparison of expenditure with other social agendas, notably Social Assistance and Culture; (3) identifying the spending behavior regarding subfunctions; (4) analyzing the efficiency in resource liquidation comparatively. Quantitative data were collected from the National Treasure website and submitted to descriptive statistics. In a conclusive manner, the study indicated that: (a) state government expenditure with the SLF is far shorter than the estimated by the II National Sport Conference; (b) expenditure has not followed the positive revenue variation during the period; (c) when compared to Social Assistance and Culture, Sport and Leisure has been the less considered area on the government’s agenda; (d) there has been an abrupt chance in the government’s agenda towards performance sport; (e) the government acts in an efficient way regarding the liquidation of planned resources.
RESUMOO judô foi o esporte que mais medalhas olímpicas trouxe para o Brasil. Apesar deste sucesso alcançado, não temos muitos dados sobre os treinadores. A carência destas informações nos levou ao presente trabalho. Este estudo teve como objetivo geral traçar o perfil, estruturas físicas disponíveis e as condições de trabalho dos treinadores dos atletas classificados para compor as seleções nacionais da Confederação Brasileira de Judô (CBJ), nas classes Sub 18 e Sub 21, nas temporadas de 2014 e 2015. Este estudo se caracterizou como uma pesquisa descritiva. Concluímos que as condições de trabalho atuais não permitem aos técnicos um aprofundamento teórico e que as estruturas físicas disponíveis não são adequadas na maioria dos locais de formação.Palavras-chave: Judô. Perfil de Treinadores. Condições Estruturais. ABSTRACTJudo was the sport that most Olympic medals brought to Brazil. Despite this success we do not have much data on the coaches. The lack of this information led us to this work. This study aimed to outline the profile, physical structures available and working conditions for coaches of athletes for composing the Brazilian Confederation of national teams Judo (CBJ), the classes Sub 18 and Sub 21, in the 2014 season and 2015. This study is characterized as a descriptive research. We conclude that the current working conditions do not allow the technical theoretical deepening and the available physical structures are not appropriate for most training sites.
RESUMOEste trabalho teve como objetivo analisar o desempenho da aplicação da Lei de Incentivo ao Esporte (LIE) de 2007 a 2011 no que se refere ao esporte rendimento. As informações da lei foram extraídas diretamente do site do Ministério do Esporte. O recorte metodológico procurou contemplar a análise dos recursos autorizados à captação, recursos captados, taxa de sucesso e fator redistributivo. Os resultados encontrados permitem aferir que a LIE veio não só para manter o status quo na distribuição dos recursos federais, mas também para amplificar a diferença na sua aplicação em direção às regiões e estados mais desenvolvidos. ABSTRACTThis study aims to analyze the application of the Sports Incentive Law (SIL) from 2007 to 2011 regarding performance sport. Information about this law was taken straight from the Brazil Sports Ministry website. The methodological view attempted to comprise the analysis of authorized raising resources, raised funds, success rate and redistributive factor. Results found allow us to infer that the SLI came up not only to keep the status quo in federal funds distribution, but also to amplify the difference in its application towards more developed regions and countries.
