Power electronics have become increasingly reliable and cost effective at the transmission voltage level. New applications of FACTS devices are just emerging, Thyristor Controlled Phase-Angle Regulator (TCPAR) being one of them This paper identilies and discusses several gate control and system issues for application of single core transformer Thyristor Controlled Phase-Angle Regulator. Alternative TCPAR designs are proposed INTRODU(JII0N A fast acting thyristor-controlled phase-angle regulating transformer (TCPAR) is a new power industry FA(JTS device concept. The device has potential applications in the power industry where it can solve, in an effective and economicmanner, many transmission system problems that otherwise require complex or expensive alternatives such as back-to-back HVDC. Such a device would provide dynamic regulation capabilities unavailable with conventional phase-shifters.In simple terms, a TCPAR can be thought of essentially the same as a conventional phase-shifter, with an extremely fast phaseangle regulation capability. The basic concept of a TCPAR is simply a device capable of rapidly injecting a near quadrature voltage component in series with the transmts * sion system voltage. The fast regulation capability of the device offers the potential for applications of a TCPAR on the power system where the device can contribute dynamic regulation that will act to improve system stability margins [ll.
NOVEL AND ECONOMIC TCPAR DESIGN CONCEPTIn the EPRI Research Project RP3022-13 [2], MinnesotaPower presented design concepts for a single codsingle tank "bang-bang" type TCPAR that had the potential for further reductions in the size and ratings of equipment and components over previously envisioned concepts [31. Figure 1 shows the circuit topology for a quasi-bi-directional single core transformer TCPAR, that after beiig preset by mechanical 95 WM 268-3 PWRD A paper recommended and approved by the IEEE Transmission and Distribution Committee of the IEEE Power Engineering Society f o r presentatswitches has the capabiity for a multistep 0 to +No or 0 to -30" phase-angle regulation. The single cordsingle tat& excitation and regulating transformer is appmximately half the weight and cost of the dual coddual tank transformer design given in the TCPAR concept [31. OH-MP Benefits with TCPARThe benefits of the TCPAR application studied m [2] were to increase the transfer capability of the Ontario-Minnesota (OH-MP) interconnection U, f150 MW (its bidirectional thermal limit) for all system conditions, and in addition, improve the dynamic response of the M a n i W S interface. The OH-MP interconnection can presently be dynamically limited to +100/-50 MW during periods of extreme Manitobi+ US export/import, as depicted in Figure 2.
