This descriptive research examined the state of public libraries in Negros Occidental as to its compliance with RA 7743; its performance based on standard requirement; and implementation of greening practices to 31 administrators and 379 users. Findings revealed that most of the provisions of the law were not complied as indicated by the number of municipalities without libraries, the appointment of a non-professional librarian, and the inadequacy of budget allocation. Likewise, assessors find their performance as good but distinctively rated IT facilities and services as poor. In the implementation of sustainable practices, administrators rated it great, while users find it to a moderate extent. The challenges encountered by assessors conveys a clear message that public libraries are striving to fulfill its philosophy of existence. Thus, broader knowledge and understanding of local authorities and the community of the vital role public library plays in nation-building shape its future.
The rapid growth of industrialization and diversification worldwide diverted the trend in the labor market to be shifted towards alternative work arrangements, also known as Non-standard Employment (NSE). In the Philippines, these alternative forms of employment of NSE can be greatly observed. The majority of workers under NSE arrangements fall under fixed-term or contractual employees. The purpose of this study is to assess the level of job satisfaction and work-life balance of the NSE workers of a manpower agency in a highly urbanized city in the Philippines and explore their challenges. Moreover, it sought to determine the significant relationship between job satisfaction and work-life balance. Using a standardized questionnaire, the data were gathered from a sample of 282 agency workers. The study tested hypotheses using Mann Whitney U test, Kruskal Wallis, and Spearman rank. The results showed that workers demonstrate a low level of job satisfaction while there is a moderate level of work-life balance. However, the results indicated there is a significant difference in the level of job satisfaction and level of work-life balance only for the variable sex. Likewise, findings revealed a significant relationship between job satisfaction and work-life balance. The most challenging for the NSE workers are time management, company policies, dealing with customers, and motivation for the job. The study concludes that job satisfaction influences the work-life balance of the NSE workers. The findings of the study provide valuable insight for manpower agencies in the formulation of a human resource program focused on improving employee satisfaction of the job.
The rapid growth of industrialization and diversification worldwide diverted the trend in the labor market to be shifted towards alternative work arrangements, also known as Non-standard Employment (NSE). In the Philippines, these alternative forms of employment of NSE can be greatly observed. Workers can be under different employment types, namely, regular, probationary, fixed-term or contractual, casual, project, or seasonal. The majority of workers under NSE arrangements fall under a fixed-term or are contractual employees. This enticed the researcher to investigate how alternative work arrangements influence or affect workers' overall job satisfaction and work-life balance, specifically for workers under contractual arrangements or those hired by service contractors or manpower agencies. Thus, the study described and correlated the level of job satisfaction and work-life balance of the manpower agency workers in a highly urbanized city in Negros Occidental.
The Public Employment Service Office is responsible for implementing labor market programs to promote full employment and equality of employment services. This study assessed the level of implementation of the services of the public employment service office of a component city in the areas of local employment in terms of labor market information, referral and placement, career and employment coaching, provision of livelihood and employment programs, and special employment in terms of reintegration assistance, employability enhancement, pre-employment counseling, and other services as assessed by local and overseas jobseekers and local business and overseas employment agencies. It also investigated the challenges encountered by the respondents in availing these services. This descriptive-comparative study used a researcher-made survey instrument administered to randomly selected local and overseas job seekers and local and overseas business and employment agencies. Using descriptive and inferential analyses, the study yielded a very high level of implementation which implies that the services by the PESO promoted job generation and addressed unemployment although, a significant difference was revealed in the implementation of labor market information and self-employment programs and services. The study recommended the enactment of local laws to enhance employment facilitation.
