The United Nations formulated the sustainable development goals (SDGs) in 2015 as a comprehensive global policy framework for addressing the most pressing social and environmental challenges currently facing humanity. In this paper, we analyse SDG 12, which aims to “ensure sustainable consumption and production patterns.” Despite long-standing political recognition of this objective, and ample scientific evidence both on its importance and on the efficacy of various ways of promoting it, the SDGs do not provide clear goals or effective guidance on how to accomplish this urgently needed transformation. Drawing from the growing body of research on sustainable consumption and production (SCP), the paper identifies two dominant vantage points—one focused on promoting more efficient production methods and products (mainly through technological improvement and informed consumer choice) and the other stressing the need to consider also overall volumes of consumption, distributional issues, and related social and institutional changes. We label these two approaches efficiency and systemic. Research shows that while the efficiency approach contains essential elements of a transition to sustainability, it is by itself highly unlikely to bring about sustainable outcomes. Concomitantly, research also finds that volumes of consumption and production are closely associated with environmental impacts, indicating a need to curtail these volumes in ways that safeguard social sustainability, which is unlikely to be possible without a restructuring of existing socioeconomic arrangements. Analysing how these two perspectives are reflected in the SDGs framework, we find that in its current conception, it mainly relies on the efficiency approach. On the basis of this assessment, we conclude that the SDGs represent a partial and inadequate conceptualisation of SCP which will hamper implementation. Based on this determination, this paper provides some suggestions on how governments and other actors involved in SDGs operationalisation could more effectively pursue SCP from a systemic standpoint and use the transformation of systems of consumption and production as a lever for achieving multiple sustainability objectives.
Life cycle assessment (LCA) methodology was used to compare the environmental loads from wastewater systems with different technical solutions. This study compared proposed conventional wastewater systems, both large and small scale, with separation systems: one in which urine is handled separately and one in which black water is treated in a liquid composting process. The study showed that large economies of scale, in environmental terms, could be gained both for the operation and for the construction phase. The separation systems outperformed the conventional systems by showing lower emissions to water and more efficient recycling of nutrients to agriculture, especially of nitrogen but also of phosphorus. This implies that the use of separation systems could significantly reduce the need for, and hence the production of, mineral fertilizers and thus reduce the overall use of energy and phosphate minerals. The combination of largescale wastewater treatment and urine separation was found to be especially advantageous in these respects. It is concluded that some of the most important environmental advantages of separation systems emerge only when models of wastewater systems are expanded to also include potential effects on the production of fertilizers.
This paper argues that sustainable consumption and production (SCP) should play a prominent role in the formulation and implementation of the sustainable development goals (SDGs) and discusses how this could be practically done. Unsustainable patterns of consumption and production have been declared the primary cause of environmental deterioration. This was clearly recognized already at the United Nations Conference on Environment and Development (or the Rio Summit) in 1992; and this recognition has been reconfirmed in all high-level sustainability meetings since then. SCP aims to change these patterns; it is a policy agenda for addressing the root causes of our ecological predicament, while, at the same time, providing for human wellbeing and prosperity. Drawing from international agreements, practical policy experience and research from a range of disciplines, the paper provides a clarifying framework for scientifically robust, policy-relevant and practical goal-setting for SCP within the SDGs. Special attention is given to how SCP in the SDGs can create synergies with other international policy initiatives. The paper explores the advantages and disadvantages of two possible options for reflecting SCP in the SDGs framework: (i) SCP as a stand-alone goal; and (ii) SCP as a cross-cutting objective, embedded within relevant goals. While these two options are not necessarily mutually exclusive, given the competing number of issues for prioritization and the fact that a 10-Year Framework of Programs on SCP has also recently been established, it is hardly foreseeable that both options can be realized. The paper further proposes a set of basic principles for SCP at the global level and makes recommendations towards the formulation of indicators supporting SCP objectives in the SDGs. This perspective calls for building greater understanding of overlapping and conflicting considerations between the sustainability principles that inform current conceptions of circular economy and degrowth. We contend that scholars and practitioners need to be pragmatic and to recognize evident ideological differences, but simultaneously to acknowledge beneficial similarities and complements. The common aim of both frameworks-to change business-as-usual and to enable human society to operate within ecological planetary boundaries-will likely engender opportunities to formulate new solutions. Management of the inherent tensions, such as the scale and scope of rebound effects, will continue to pose challenges. However, with thoughtful dialogue, commitment to respectful discourse, and more refined articulation we are confident that progress will be made. By building on synergies and seeking holistic strategies, the academic community, along with its transdisciplinary partners, can advance strong global sustainability efforts.
